"Urban renewal" has moved from big cities to smaller and smaller places, and from the periphery of central cities to some areas that are relatively farther away but more culturally distinctive.

Under the path of exploring the integrated development of urban and rural areas, those counties with strong recognition of natural landscapes, historical accumulations and cultural contexts are becoming the spiritual highlands that a new generation of architects, designers, artists and managers are vying to arrive, and the next hot land also includes "Qimen County", which is located at the connecting node of the Yangtze River Delta, the Pearl River Delta and the Haixi Economic Zone.

There have been many cases in the world, which are rich in inspiration for the renewal of small cities in China. For example, Kumamoto Prefecture, located on the Japanese island of Kyushu, was only a backward agricultural town before 2011, and under the creation of the famous writer Koyama Kaoru Tang combined with the title of "Fire Country" in Kumamoto Prefecture, a mascot "Kumamon Bear" "made out of nothing" has become a unique urban cultural IP in Kumamoto Prefecture. After a series of online and offline promotional activities, Kumamon has become a super popular IP in Japan and even internationally, giving new vitality to Kumamoto Prefecture, a "new two-dimensional prefecture".

In Brazil, a small town called Santa Rita do Sapucaí, which was once dominated by coffee cultivation and animal husbandry, developed in the 20th century before culture was integrated into local operations as an economic engine. It was not until 2013 that the local government launched the "Creative City, Happy City" project, hoping to stimulate people's curiosity and participate in the development of the town through the participation of technology, creativity, innovation and culture. Today, Santa Rita do Sapucaí is a gathering place for Latin American cultural celebrations, schools of electronic information technology and the development of the electronic information industry.

The most important lesson from these cases is that culture, creativity, innovation and collaboration can be the most important drivers of development in small towns, counties, and everywhere else.

Culture is the factor that makes a place unique, and perhaps creating locally in the culture of a small town is a way to awaken the potential of a small town in the current county renewal.

Now, with the theme of "Story of Renewal: Qimen Awakens", the "Anhui-Huangshan-Qimen International Competition for Urban Renewal and Architectural Design" is recruiting teams from all over the world who can use creative and innovative planning and design solutions.

In an integrated way of planning and planning, open Qimen

Under the theme of the competition, "Open Qimen, See Wonders", we regard today's Qimen County as a "door" that has not yet been opened, and through the design power of integrated planning and planning, we will open this "door" together and tap the infinite potential of Qimen.

With the spirit of open innovation, "Open Qimen" makes Qimen an experimental field for various integration and innovation, and at the same time encourages open cultural creativity and industrial innovation, and organically integrates different new elements into this open urban area. "Seeing the wonders" refers not only to the visible landscape in the physical sense, covering the dimensions of history and culture, humanistic stories, old streets and ancient cities, but also to the stories, prospects and events that will occur or are in progress in the future.

Overall location map

This competition follows the idea of "integration of planning and planning", which is different from the previous single path that only plans or only designs, and the integration of planning and planning can better realize the penetration and integration of architecture, culture and industry, realize organic renewal for the local area, and form a closed loop.

Contestants can also experience the joint cultivation of post-operation and pre-design in "a county renewal based on local creation, two new landmarks with great potential, and a more influential sustainable public city event", and convey the same frequency resonance of modern urban development in a more down-to-earth way.

In the face of a small place that has not yet been connected to the world, we are looking forward to the planning scheme and design team that will revitalize the urban heritage with new ideas, and we also discussed topics such as "county renewal", "integration of policy and planning", "industrial heritage renewal" and "sustainable operation" with a number of judges.

(Q) Qimen County is located at the southern tip of Anhui Province, located in the Yangtze River Delta urban agglomeration, and is an important node connecting the Yangtze River Delta, the Pearl River Delta and the Haixi Economic Zone. For such a place with great potential for geographical location and cultural industry, we hope to "open" Qimen through a county renewal based on local creation. Tell us about your observations and expectations for Keemun.

Li Xiangning

Qimen is famous as the land of black tea, and students from the School of Architecture and Urban Planning of Tongji University often visit the place for sketching and research of ancient villages, and the main impression of this place is that one is the black tea culture, and the other is the perfect combination between Huizhou's landscape and folk houses. Here, you can discover the possibilities of combining traditional architectural culture with the power of contemporary design.

Zhu Likang

When it comes to Qimen, everyone's first reaction is "Qimen Black Tea", compared with the deep precipitation of tea culture, everyone will be a little unfamiliar with the location of Qimen. I was born in Jingdezhen, Jiangxi, so I grew up knowing Qimen, which is close to the Yellow Mountain and has a lot of Hui architecture. Hui architecture has always been a type of architecture worth discussing, and I think it would be an interesting attempt to use Qimen as an anchor to anchor the relationship between tradition and modernity, and to discuss Chinese counties and current social issues.

(Q) For a small city like Keemun, what kind of design do you think can improve the quality of life here?

Wu Shengren

In order to improve the quality of life in Qimen, the direction of design and urban renewal needs to be meticulous and respectful of the local people's lifestyles and habits. This means that the design cannot be modernized or Westernized, such as forcing people who don't like coffee to change their eating habits, or depriving the elderly of the daily pleasure of sitting in the sun and chatting in the alleys.

The design concept should be a gentle force, and the core of the design should be to enhance the cohesion of the local community, rather than destroy it, just as the Japanese Zen Buddhism emphasizes the "gathering qi", design and renewal is not to invade and change, but to infiltrate and absorb, truly people-oriented, but also a manifestation of responsibility for the happiness of residents.

Secondly, enhancing the functionality of the community is essential to improve the quality of life, preserving and preserving local traditions and culture is an integral part of the design, and the appropriate introduction of smart services and technologies can improve convenience. At the same time, the introduction of such technology must ensure that it does not interfere with the traditional way of life of the population, so as to ensure that technology works for people, not that people are subject to technology.

(Q) As the chief judge, what aspects will you focus on during the review process?

Li Xiangning

Personally, I am more concerned about how the scale, texture and contemporary life form can be integrated with the traditional regional culture, and I think that solving these problems is the essence of this design competition.

(Q) As a judge of the integration plan of the East Street Historical and Cultural District, what criteria will you use to evaluate the performance of the entries in the competition in terms of environmental integration?

Blair

How to rationally plan the protection of urban historical landscape, integrating three aspects: natural, artificial and humanistic, excavating the unique local cultural narrative and refining the local cultural spirit of the Qimen and Dongjie plots, how to integrate the local spirit into the spatial design, and empowering the future characteristic experience through reasonable spatial planning.

Wu Shengren

Design is not only about creating a form, but more importantly about filling in the content to ensure that the design has a long-term vision and vitality. In urban renewal and architectural renovation, the pursuit should not only be the renewal of the external form, but also the internal vitality and sustainable development ability. Under this premise, I will focus on the following three points.

First of all, the use of light is particularly important in the discussion of the key principles of the integration of design and the environment. Second, signage systems play a vital role in the design of historic and cultural districts, public buildings, etc. Finally, taking the Naoshima Art Project in Japan as an example, the intervention of art allows the artwork to coexist in harmony with the environment, which can stimulate people's deep understanding of the space and the culture behind it.

(Q) What are your expectations for the performance of the integrated planning and planning plan of the Dongjie Historical and Cultural District in terms of "community and publicity"?

Li Ye

It is hoped that the participants will be able to propose architectural designs that coexist with the local environment without feeling unfamiliar. In order for new things to integrate into the community and truly produce publicity, sometimes it is necessary to lower the profile and appear in a less "new" form, so that the residents of the community can walk in, so as to bring "new" thinking and produce "new" relationships. Architecture is a momentary experience for the media and visitors, and a decades-long presence for the local community, so how it engages with the local context is a key point.

(Q) In the integrated design of the policy and planning of the porcelain tea cultural and creative park of Jinzipai Porcelain Factory, how is the "emotional link between the project and the people" reflected?

Wang Xiang

I've always agreed that architects connect places and people through their construction activities. But design is a complex process, and there are many participants, and I want to express it more

Architects' practice can be more focused on the real feeling of placemaking than on images.

I think this concept is especially important in the policy: the trend is easy to retreat, but the place needs to be long-lasting, and life needs to be real: light, space, texture, smell, sound, and even the atmosphere between people. Architects are not only imagining space, but also thinking about life: where do we come from, where do we stay, and how do we leave?

(Q) As a judge of the integrated plan of planning and planning of the Porcelain Tea Cultural and Creative Park of Jinzipai Porcelain Factory and the single design of landmark buildings, what criteria will you have for the performance of the entries in the renewal of industrial relics and the development of cultural industries?

Wang Xiang

I believe that design is first and foremost solution-oriented, so the rationality of the comprehensive interpretation of the place should be the basis of the concept, the architect still takes construction as the ultimate goal, and I think the implementation of the concept and the actual implementation of the plan (Buildability) are also important criteria, and finally, I think what architects can impress the audience is the originality of the plan, especially the AI imitation creation has been in full swing today. I'm especially looking forward to seeing more breakthroughs in methodology, structure or form from other great teams. I also hope to learn more contemporary and Chinese design perspectives.

(Q) The Jinpai Porcelain Factory Porcelain Tea Cultural and Creative Park in this competition will also cover the conceptual design of a landmark building, what are your expectations for the single design of the landmark building?

Li Ye

In this era of Internet media, landmarks not only refer to the peculiar external shape of buildings, but also transform them into a pictorial and communicative spatial atmosphere experience. Travel for the purpose of landmarks has changed from the traditional photo with landmark buildings to experiencing a special and differentiated space, in which people can walk into it and create a sense of experience together with the time and space of the here and now, in addition to the spatial scale, light, materials, and even the operation, products, culture and other aspects of the landmark space. Hence us

It will no longer be judged by the architectural form as the only criterion for landmarks, but will pay attention to the overall spiritual spatial experience.

Chen Guodong

Architecture is a multidisciplinary discipline, especially the current economic downturn faced by Chinese architecture, the reflection on the experience of urban construction in the past 40 years of reform and opening up, and the comprehensive social problems faced by rural and local communities...... Architecture should have a higher social responsibility and humanistic care to respond to local development.

We not only need to create a "physical space" with "self-aesthetic standards", but also need to consider the "social function" and "social value" of architecture in the contemporary context.

Architecture can be used by people "really", buildings can have sustainable vitality, and buildings are grown from this land, so it is expected that architects can have more diverse thinking power, sort out from local culture, local construction, local industry, local lifestyle, etc., so as to create a local landmark architectural design that adapts to contemporary times.

(Q) How do you balance the relationship between protecting local culture and opening up small places?

Li Ye

Protecting local culture and opening up connections to the outside world are not two contradictory aspects, but tasks that can be accomplished simultaneously. Here we need to note that the local culture of "small places" is often very fragile, which requires architects to avoid preconceived assumptions about the local culture in the first place

Calm down to observe, discover, and figure out the actual local lifestyle, find clues that can be developed locally, and find the key points and channels to communicate with the outside world.

(Q) What do you think is the value of a small team rooted in the local area in small urban renewal and rural construction, and how can you attract them?

Chen Guodong

People have been talking about the "future of the countryside" for a long time, but I think that the future of the countryside is the future of the countryside in the eyes of young people. therefore

Local construction needs more young people, whether "local" or "foreign", to take root, who carry the genes and vitality of contemporary multiculturalism, can connect the "past" and "future" of the place, and release more diverse creativity and productivity.

The local government needs to provide more diversified platforms and incubation social environments, and even provide a "self-sufficient" entrepreneurial ecological closed loop, then I think it will inevitably attract more young teams to settle down and deepen their cultivation.

(Q) What do you think is the importance of cultural business in creating sustainable vitality for small places, and what thoughts on cultural business do you expect to see in this competition?

Blair

The renewal of local culture is the core reason why a neighborhood and a city can have sustainable commercial vitality.

Cultural commerce can not only help a city and neighborhood to interpret the unique local cultural spirit and bring brand effect to the place, but also enhance the participation and sense of identity of local residents, feed back to business, and form a lasting and strong centripetal force and cohesion. I look forward to seeing some reflections on the characteristic cultural content of "Qimen" in this competition.

(Q) How do you see the continuous operation of the cultural and creative industries after entering small cities, how will operational thinking affect the planning and design of these places, and what is the importance of integrated planning and planning for their development?

Li Xiangning

In my opinion, the operation of cultural projects after the renewal of small towns is a pain point in the renewal of China's contemporary urban and rural environment. While many architectural designs have played an important role in the local renewal and cultural landscape reshaping of villages and counties, what is really lacking is the subsequent continued operation, and the project's lasting vitality is crucial. It is hoped that this competition will paint a bright and promising vision, envisioning a way that not only presents good urban design qualities, but also provides a durable, operable, growable and sustainable way to reshape local businesses and lives.

Blair

We have always looked at the interaction between cultural and creative industries and cities, and there will be two perspectives, one is from the perspective of cultural producers, and the other is from the perspective of cultural consumers. Let cultural and creative content take root in the new "scene" in a sustainable way,

On the one hand, it is necessary to pay attention to the effective combination of cultural consumption and local demand, and find a reasonable entry angle and context to understand the new cultural content from the perspective of citizens, villagers and aborigines, so as to generate empathy. On the other hand, it is necessary to focus on cultivating "cultural producers" who can grow locally.

Including local artists, business operators, brand managers, etc., whether our community planning and operation methods can give them space to try, with a reasonable rent system + space layout + business planning, so that they can effectively promote and inspire each other. We have always believed that these people and brands grow together with the community and the city in which they operate.

In addition, it has been observed in a large number of government-led urban renewal practices that if the cultural and creative industries can continue to grow in the long run, they also need to consider providing a more market-oriented operation platform to cooperate with the industry. Because the cultivation of many cultural contents is relatively long, a reasonable market-oriented subject is the necessary foundation for sustainable development.

Zhu Likang

When it comes to operations, "continuity" is important. The operation needs to sink down-to-earth, and the continuous operation needs to maintain "long-termism", long-term layout, and extend the dimension of time to "calculate the general account".

Continuous operation is also to cultivate ordinary people's understanding of "publicity" in depth. It is necessary to operate in an immersive way.

Zhang Shuyu

Only from the perspective of operation can we think deeply and innovate from the perspective of conceptual planning, architectural renovation and content renewal, and carry out sustainable development.

(Q) What are the implications of the renewal of small places that you have observed, and what are the implications for urban renewal from the perspective of counties?

Li Xiangning

Many European towns, such as those on the outskirts of Florence, are similar in size to contemporary Chinese counties. The integrated development of local crafts, winemaking and tourism has breathed new life into these towns and has become a major driving force for their renewal. In recent years, many similar cases have emerged in China, such as the Pingyao Film Festival and the Lianzhou Photography Festival, which have reactivated the original cultural life form with new contemporary elements by skillfully blending cultural events with traditional architectural and urban environments.

(Q) Under the two paths of urban renewal and rural revitalization, county-level renewal has not yet formed a very mature ecology and model. What kind of impact do you think can be brought about by the introduction of outstanding creative teams at home and abroad in small cities like Qimen through large-scale competitions? Let's talk about your views and observations on urban renewal from the perspective of the county.

Wang Xiang

I've been looking forward to a force that can better coordinate social design resources to increase the design density of our everyday urban scenes.

The uniqueness of the Keemun Competition lies in the fact that both topics have a richer urban background and context, which provides the possibility for designers to intervene in local creation.

Recently, we often see some unknown small cities suddenly "become popular", and the starting point is often the most real local humanities and daily life. I think we still have a lot of excellent cultures, customs, and regions that need more inspired eyes.

France has many small towns with a particularly strong character and identity, and are world-class tourist destinations or appellations. The historian F. Braudel summed up the French character as diversity, and each place takes pride in preserving its own terroir and identity. In the end, it became a "small" but desirable place for all beings.

As our growing social and economic needs evolve, our small towns will also awaken a sense of "pride" in the "In situ", find their own identity, and achieve a unique path of renewal.

Li Ye

In the context of the construction industry entering the stock era, we need to see that there are a large number of valuable urban and architectural heritages in the county, including traditional blocks, community culture, local houses, industrial age heritage, etc

Change the previous idea of demolishing the old and building the new, to discover and analyze the value of the existing buildings, find new sustainable growth points, and at the same time bring the recognizability of local culture to the county.

Zhu Likang

The development potential of China's cities and towns is huge, and many cultural contents have not yet been tapped and developed. Outstanding creative teams at home and abroad can bring vitality to the city through large-scale competitions, which in turn stimulates creativity and broadens horizons

Activating the local economy, local people have better employment opportunities, and young people have the opportunity to return to their hometowns.

Zhang Shuyu

In my opinion, county renewal is as important as urban renewal, and it is also a necessary path for rural revitalization. Counties tend to focus more on their core strengths and precise goals, such as cultural visibility or industry orientation, and I have observed that more and more counties have overall renewal needs, so whether it is cultural tourism, culture or industry, they need systematic strategy and implementation, which is promising.

(Q) What kind of group of nearly 3,000 small cities (counties) are for "Chinese cities", and what characteristics do they reflect?

Cui Guo

In 2023, the urbanization rate of China's permanent population has reached 66.16%, of which the population of county towns and county-level cities accounts for 30% of the country's urban permanent population. The county's population grew by 14.2% between 2010 and 2020, higher than the national population growth of about 5.4% in the same period. Among the more than 380 comparable county-level cities in China, only less than 10% of the county-level cities have seen a decrease in their permanent population, but more than half (57%) of the total population is declining, indicating that the population loss of county-level cities is mainly concentrated in rural areas outside the county seats, and the role of counties in population urbanization needs to be improved.

Nowadays, China's urbanization has entered the "second half" of the deep stage, and county towns have become an important carrier for further urbanization, which will help alleviate the problem of excessive concentration of functions in some super-large/mega-cities and over-population concentration in central urban areas, and promote the early formation of a spatial pattern of coordinated development of large, medium, and small cities and small towns.

The county seat is also a key support for urban-rural integration, playing an important role in connecting cities and serving rural areas, and is also an important part of the implementation of the rural revitalization strategy.

(Q) In the process of county renewal, is community construction also an important part of the process of county renewal? Is it also necessary to promote the creation of "interest groups"? What do you think is the relationship between community construction and county renewal?

Cui Guo

According to Tencent's 2019 Research Report on New Youth in Smaller Cities, one of the characteristics of youth in lower-tier cities is "circle refinement", that is, close interpersonal relationships, social interaction plays an extremely important role in life, and a person usually corresponds to several circles, which have clear functional positioning and intensive information sharing. Due to the relatively simple population composition of the county, the concept of "community" often arises spontaneously, and the characteristics of "acquaintance society" are relatively significant, and people living in the same area often know each other for many years, and they also have a greater sense of belonging to the community (whether in terms of space or social relations). therefore

The "social circle" is a social relationship endogenous to the county, and "community construction" is also more organic, which is an important part of the county's renewal.

The renewal of the county is not only the renewal of physical space, but also the renewal of the living environment, commercial formats, lifestyles, etc., and the population structure will also be updated, and it will also face the diverse needs of different groups. "Attracting, gathering and retaining people" is an important driving force and measurement standard for county-level urban renewal.

From this point of view, the "Fun Group" can also help attract talents who are willing to come to and return to the county, support and participate in county-level urban renewal, and promote the process of spatial renewal to further meet the diverse needs of different groups.

On the other hand, in general, the way human society is organized has gone through four stages: from blood, geography, karma, and then to interest. Although the current population composition is still relatively simple, when the county is further urbanized, the population composition may tend to be as complex as a large city, and the "anti-neighborhood" trend brought about by the phenomenon of "stranger society" such as closed residential commercial housing may occur in the county. At this time, in order to deal with the possible atomization and even the emergence of a "non-affiliated society" in Japan, the creation of "interest groups" is a breakthrough. Based on the relationship, people can re-form communities on their own, which is also the right of choice brought by urban renewal and the respect for individual needs. therefore

Community construction is an important part of the county's renewal in the in-depth stage, and the formation of "interest groups" is also an important part of community construction.
