Guo Zhiheng: Take the first step in the construction of colleges and universities

In 2020, Guo Zhiheng, then deputy director of the Party Committee Office and the President's Office of the University of Science and Technology Beijing, was transferred by the Department of Development Planning of the Ministry of Education to carry out special research on the relief of universities affiliated to the ministries and commissions in Beijing to run schools in Xiong'an New Area. He has successively participated in the demonstration of the scale, work objectives, task measures, work steps and guarantee policies of universities in Beijing in Xiong'an New Area, coordinated relevant national ministries and commissions and universities to investigate and inspect the new area more than 20 times, organized more than 100 special promotion meetings for university relief work, helped determine the site selection of the first batch of relief university projects, the overall planning of the campus and the compilation of construction plans, and promoted the first batch of relief colleges and universities to complete the review and approval of construction projects, the first batch of construction projects and other key node work. Guo Zhiheng has also organized universities in Beijing to carry out industry-university-research cooperation and talent training with central enterprises for many times, and assisted Beijing universities to explore the functional needs and operation mode of the University Park Library in Xiong'an New Area, so as to improve the development of the information industry and the level of public services in Xiong'an New Area.
When coordinating and promoting the land, planning, project approval and preparation for the start of construction of the Xiong'an Campus project of the University of Science and Technology Beijing, Guo Zhiheng participated in the establishment of the Xiong'an Campus Headquarters, and formed a professional team of more than 40 people through selection and open recruitment inside and outside the school. He insisted on "opening the door to carry out construction", took the initiative to visit the units in the school, organized dozens of symposiums, clarified the needs of campus construction, completed the preparation of the overall planning plan of the Xiong'an campus with high quality, and depicted the "dream campus" in the minds of teachers, students and alumni. From the inverted arrangement of the construction period to the organization of the start of construction, to the functional settings and layout of various colleges, disciplines and laboratories, to how to place the equipment and how much area is needed, he has to consider everything.
With the joint efforts of Guo Zhiheng and his colleagues, on November 28, 2023, the construction of the Xiong'an Campus of the University of Science and Technology Beijing, Beijing Jiaotong University, Beijing Forestry University, and China University of Geosciences (Beijing) successfully started, opening the prelude to the first batch of universities to land in Xiong'an.
In Guo Zhiheng's view, Xiong'an New Area will be a city with world-class universities and an innovation highland for new technologies and industries. He will also make unremitting efforts to make the business card of Xiong'an higher education more shining.
In July 2023, Guo Zhiheng was awarded by the Ministry of Education as an "Outstanding Individual in the Work of Universities Affiliated to Ministries and Commissions in Beijing to Xiong'an New Area".
Xia Yu: Choose a city to protect this "blueprint"
Xia Yu is the president of Xiong'an Urban Planning and Design Institute Co., Ltd.
In January 2018, Xia Yu set foot on the hot land of Xiong'an, served as the head of the planning team of the Planning and Research Center of Xiong'an New Area, and began the dream of a planner in Xiong'an.
Planning and building a city carrying the mission of the millennium, Xiong'an has no precedent to follow, and no model to follow. The preliminary research work is delicate and cumbersome, and the intensity of work is unprecedented. After four months, Xia Yu and his colleagues traveled every inch of land in Xiong'an, from the appearance of the village to the environmental geography, from the historical evolution to the local humanities, and recorded the current situation of 33 towns and 637 villages in detail, and gathered them into more than 30 volumes of written materials, laying a solid foundation for the planning and preparation.
Xia Yu participated in the construction of the "1+4+26" high-standard and high-quality planning system of Xiong'an New Area, and built four beams and eight pillars of planning and design. During the most intense period of work, she and her colleagues concentrated on closed offices. Recalling this time, she described it as "three points and one line", that is, "sleeping on the third floor, holding meetings on the second floor, and eating on the first floor". Xia Yu promoted the compilation of the "Xiong'an New Area Planning Technical Guide", which formed the Xiong'an standard for the planning industry.
After joining the Xiong'an Urban Planning and Design Institute in May 2020, Xia Yu led the team to build an "8+1" business system covering all majors, providing all-round and whole-process technical support and research and consulting services for the planning and construction of Xiong'an New Area, and has served nearly 700 planning and construction projects in Xiong'an New Area so far.
In just a few years, from "a blueprint drawn to the end" to "a high-level modern city is rising from the ground", Xia Yu adheres to the concept of "world vision, international standards, Chinese characteristics, and high-point positioning", measures the land with footsteps, and casts a brush with the hard work and sweat of planners, outlining the magnificent picture of the millennium plan.
Xia Yu has won the honors of 2024 Hebei Province 38 Red Flag Bearer, Advanced Individual of District Management Cadres in Xiong'an New Area, Advanced Individual in the Special Action of "Remembering Homesickness", and Advanced Individual in High-quality Construction and Development of Xiong'an New Area. The projects she participated in have won the first prize of the Science and Technology Progress Award of the Urban Planning Society of China, the first prize of the Excellent Urban and Rural Planning and Design Award of Hebei Province, and the third prize of the Comprehensive Deepening Reform and Innovation Award of Xiong'an New Area.
