The Canada Dental Care Plan (CDCP) was launched last year to help families earn less than $90,000 a year to reduce their dental costs. The Canadian government says the CDCP will help up to 9 million uninsured Canadians get the dental care they need.

1. Who is eligible for Canada dental benefits?

You need to meet all of the following eligibility criteria to be eligible to join CDCP:

1. There is no dental insurance

This means that you can't get any type of dental insurance or coverage through:

(1) Your employment benefits or the work benefits of family members, including health and wellness accounts

(2) Career or student organizations

Note: If you are eligible for dental coverage through work benefits or a professional or student organization, you are not eligible for CDCP. This is true even if:

× you decide not to participate;

× You have to pay the insurance premium;

× You didn't use it.

(3) Your pension benefits or family members' pension benefits

● This includes federal, provincial, and territorial government employer pension plans

● Exception: You may be eligible for CDCP if you are retired and meet the following criteria:

You opted out of your pension benefits before December 11, 2023, and you can't re-opt in under the pension rules.

(4) You or a member of your family have purchased insurance, or have purchased insurance through a group plan of an insurance or benefits company

● If your current dental insurance is privately purchased (not as part of any of the above coverage), you are not eligible for CDCP while that insurance is in effect.

2. When can I apply?

Canada Dental Benefits is currently accepting applications from seniors aged 70 and over.

Note: If you are over the age of 70 and have received a letter inviting you to apply to the Canadian Dental Care Plan, please remember that your personal application code will expire on April 30, 2024. More information on how to apply after April 30 will be provided at a later date.

For those who do not fall into these categories, the eligibility will be expanded quickly in the coming months.

The phased application schedule is as follows:

● Seniors between 65 and 69 years old – from May 2024;

● Adults with proof of a valid Disability Tax Credit – as of June 2024;

● Children under 18 years of age – from June 2024;

● All remaining eligible Canadian residents – from 2025 onwards.

Note: Starting in May 2024, those who are eligible to apply will be able to apply online.

3. What does Canada dental benefit cover?

The CDCP says it will help cover a variety of oral health care services, including:

● Preventive services, including scaling (cleaning), polishing, sealants and fluoride;

● Diagnostic services, including examinations and X-rays;

● Prosthetic services, including fillings;

● Endodontic treatment services, including root canal treatment;

● Prosthetic denture services, including full mouth and partial removable dentures;

● Periodontal services, including deep scaling;

● Oral surgery services, including tooth extractions.

Note: Some oral health services require pre-authorization. Pre-authorization means that prior approval is required based on the recommendations of the dental provider prior to the provision of treatment to confirm that the treatment is covered by the plan. These treatments and/or services take into account the individual's oral health history and medical conditions. Services requiring prior approval will be available starting in November 2024.
