After the ship docks at the port, the maritime law enforcement personnel will board the ship as soon as possible to carry out on-site inspection of the ship, help the ship to check the safety and technical status of the ship, and guide the ship to correct potential safety hazards. Relying on the all-factor water traffic management system, make full use of Zhejiang intelligent control platform, maritime communication and other information systems, strengthen the dynamic observation of ships entering and leaving the port and the surrounding waters, strengthen the on-site patrol inspection of the frontier waters, mooring facilities and ship operations in the port area, and do a good job in the full-time guarantee and whole-process tracking of ships entering and leaving the port, so as to maintain the navigation environment.

On April 10, a "Jianhua 3" ship carrying 3,084 tons of fertilizer arrived at the Yuanda Port Wharf of Qinzhou Port in Guangxi from Hainan No. 8, and was nervously loading and unloading operations, which will be sent to Nanning, Yulin, Liuzhou, Guigang, Chongzuo and other places in Guangxi.
At present, it is the spring ploughing season, and the number of ships transporting spring ploughing materials such as fertilizers is increasing in Qinzhou Port, and the wharf has berthed 8 ships of the same type this year.
In order to ensure the smooth supply of spring ploughing materials, Guangxi Qinzhou Maritime Safety Bureau has taken multiple measures to open up a safe and smooth "green channel" for the maritime transportation of spring ploughing materials.
Take the initiative to maintain close contact with shipping agents and terminals in advance, understand the arrival plan of agricultural material transportation ships and loading and unloading ship operation plans in advance, and coordinate with ports and shipping agents to prepare for logistics operations after the arrival of ships. The implementation of "7X24 hours" appointment business handling, the implementation of "Internet + maritime supervision" for agricultural transport vessels, the implementation of non-face-to-face declaration, priority approval and other facilitation services.
When ships enter and leave the port, the ships carrying agricultural materials such as seeds and fertilizers shall be given priority to enter the port, give priority to berthing, and give priority to loading and unloading, so as to ensure that the ships enter and leave the port, load and unload "zero waiting time", and improve the efficiency of the spring ploughing material transportation ships entering and leaving the port.
