In fact, this has been happening since June last year.
In late June 2023, Ms. Zhang, a property manager in a community in Wujin, received a complaint from the owner that garbage bags containing excrement were thrown on the walkway under a residential building in the community. At first, Ms. Zhang thought it was just an accident, so she contacted the cleaning to clean up the scene, and the property also organized security guards to investigate which resident did it, but no one was found, and the situation intensified in late July, with garbage bags thrown down almost every day.
"The time when the black garbage bag is found is usually 8 or 9 a.m., sometimes it falls on the walkway in front of this residential building, sometimes it hangs on the bushes or trees in the green belt, and it is full of feces, sometimes it is thrown twice a day. Every time I threw it on the walking path, it was splashed everywhere, and it was difficult to clean up, so I had to carry a bucket to wash it many times. Mr. Sun, the cleaner of the community, said.
On August 2, 2023, under the continuous urging of the owners of the community, the property, which was also unable to tolerate the behavior of the residents of the residential building throwing excrement in the air, was installing a monitoring probe at the location of the residential building.

Enraged, Mr. Zhou immediately reported the situation to the property. The property retrieved the surveillance video, locked a household on the 10th floor of the residential building and called the police. Judging by the window where the excrement was thrown, the police finally determined that it was Wang, a woman who rented the community, who threw the object at high altitude.
After Wang arrived at the case, he admitted that he threw objects from a high altitude. According to Wang's confession, the toilet in the rented house is often blocked, so Wang doesn't use the toilet much, and throws it out in a garbage bag after excretion.
From late June to early August 2023, because the weather was too hot, Wang was too lazy to go downstairs, so he threw excrement directly from the window to the lawn downstairs. After review by the procuratorate, it was found that from late June to early August 2023, Wang threw excrement and kitchen waste and cutting boards to the lawn downstairs dozens of times and kitchen waste and cutting boards once.
On March 29, the Wujin District Procuratorate prosecuted Wang for the crime of throwing objects from a height, and on April 9, the court sentenced Wang to three months' detention and a fine of 2,000 yuan

In this case, the 10th floor of the floor where Wang lived can be identified as high-altitude, the throwing point is a walking path, and it is very likely that pedestrians will pass through it every day, and the thrown objects are feces, cutting boards, etc., which are judged to be harmful and extremely disgusting in combination with the height. Its throwing behavior not only caused the general uneasiness, anger and nervousness of the owners of the same community, made the owners choose to detour, affecting public order, but also caused the loss of manpower such as property cleaning and security and the loss of financial resources such as installing monitoring, and the excrement thrown on August 5, 2023 also fell close to the owners.
Based on the above circumstances, the procuratorate found that Wang's throwing of objects from a height in the building was a serious circumstance, and his conduct violated Article 291-2 of the Criminal Law of the People's Republic of China, and that the facts of the crime were clear, the evidence was credible and sufficient, and that he should be investigated for criminal responsibility for the crime of throwing objects from a height.
