01 Tax-free quota

If you are an inbound resident passenger and enter the country for personal shopping, there is a duty-free quota of 5,000 yuan. However, the premise is that these goods belong to personal use, and if a single commodity exceeds the scope of reasonable self-use, even if it is less than 5,000 yuan, it still needs to be taxed.

Conditions:

In accordance with the relevant provisions of the Announcement on Matters Concerning the Standards for the Inspection and Release of Baggage and Articles Carried by Inbound Passengers (Announcement No. 54 [2010] of the General Administration of Customs), if the total value of the imported articles for personal use obtained abroad is less than RMB 5,000 (including RMB 5,000), the Customs will release them duty-free, and a single variety is limited to personal use and reasonable quantities.

In accordance with the Regulations of the Customs of the People's Republic of China on the Administration of Baggage and Articles of Chinese Nationals (Decree No. 58 of the General Administration of Customs and Amendment No. 235 of the General Administration of Customs) and the Announcement on the Implementation of the New Declaration System for Inbound and Outbound Passengers at All Ports of Opening-up (Announcement No. 72 [2007] of the General Administration of Customs), inbound passengers can carry 400 cigarettes, or 100 cigars, or 500 grams of tobacco duty-free, and duty-free alcoholic beverages above 12 degrees are limited to 2 bottles (less than 1.5 liters). The number of inbound passengers from Macao will be halved, and please take the initiative to declare to the customs if you carry any excess.

Note: Passengers under the age of 16 are not allowed to bring alcohol and tobacco into the country.

02 Quarantine items

For example, fresh fruits and sausages belong to the plant products and animal products in the "List of Animals and Plants and Their Products and Other Quarantine Items Prohibited from Being Carried or Sent into the People's Republic of China" respectively, which are easy to cause the spread of animal and plant epidemics and the invasion of alien species, seriously affecting the agriculture, forestry, animal husbandry and fishery industries and the safety of the ecological environment on the mainland, and are not allowed to be carried into the country.

"List of Animals and Plants and Their Products and Other Quarantine Articles Prohibited from Being Carried or Sent into China by the People's Republic of China":

1. Animals and animal products

(1) Live animals (except dogs and cats), including all mammals, birds, fish, crustaceans, amphibians, reptiles, insects and other invertebrates, and animal genetic material.

(2) (raw or cooked) meat (including viscera) and its products.

(3) Aquatic animal products. Except for edible sauce-based aquatic animal products made from dried, cooked, and fermented ingredients.

(4) Animal-derived milk and dairy products. Including raw milk, pasteurized milk, sterilized milk, prepared milk, fermented milk, cream, butter, cheese, condensed milk and other dairy products.

(5) Eggs and their products. Including fresh eggs, preserved eggs, salted eggs, egg liquid, eggshells, mayonnaise and other egg-derived products.

(6) Bird's nest. Exceptions are made for canned bird's nests that have been commercially sterile.

(7) Oils, skins, raw hairs, hooves (claws), bones, teeth, horns and their products. Except for handicrafts such as eggshells, hoofs (claws) and horns, shellfish, and crustaceans that have been processed and free of blood, muscle, and fat.

(8) Animal-derived feed, animal-derived Chinese medicinal materials, and animal-derived fertilizers.

2. Plants and plant products

(9) Fresh fruits and vegetables.

(10) Fresh cut flowers.

(11) Tobacco.

(12) Seeds, seedlings and other plants, plant products and materials with reproductive ability.

3. Other quarantine items

(13) Bacterial species, poisonous species, parasites and other animal and plant pathogens, pests and other harmful organisms, veterinary biological products, biological materials such as cells, organs and tissues, blood and their products, and other high-risk biological factors.

(14) Animal carcasses, animal specimens, and animal-derived waste.

(15) Soil and organic cultivation media.

(16) Genetically modified biological materials.

(17) Other animals and plants, animal and plant products and other quarantine items prohibited from entering the country.

03 Printed matter and audio-visual products

According to the relevant provisions of the Measures of the Customs of the People's Republic of China for the Supervision and Control of Printed Matter and Audio-visual Products Entering and Leaving the Country, if the quantity of books and other printed matter is within the following prescribed quantities, the Customs shall inspect and release them tax-free:

(1) Books, newspapers, and periodicals issued in a single book, with less than 10 volumes (copies) per person at a time;

(2) Book publications issued in sets, with less than 3 sets per person at a time;

The Measures of the Customs of the People's Republic of China for the Supervision and Control of Printed Matter and Audio-visual Products Entering and Leaving China stipulate that printed matter and audio-visual products containing one of the following contents are prohibited from entering the country:

(2) endangering national unity, sovereignty, or territorial integrity;

(3) endangering national security or harming national honor and interests;

(4) Attacking the Communist Party of China or slandering the Government of the People's Republic of China;

(5) Inciting ethnic hatred or ethnic discrimination, undermining ethnic unity, or infringing upon ethnic customs and habits;

(6) Advocating cults or superstitions;

(7) Disrupting social order or undermining social stability;

(8) Advocating obscenity, gambling, violence, or instigating crimes;

(9) Insulting or slandering others, infringing upon the lawful rights and interests of others;

(10) Endangering social morality or the nation's excellent cultural traditions;

(11) Where the competent state department determines that entry into the country is prohibited;

(12) Other content prohibited by laws, administrative regulations, and state provisions.
