The plan requires that residential elevators, water supply, heating, gas supply, sewage treatment, sanitation, urban lifeline projects, building energy-saving renovation and other key points will be used to promote the renewal of building and municipal infrastructure equipment by category.

Efforts will be made to expand domestic demand, benefit people's livelihood, ensure safety, ensure the safe, green and intelligent operation of urban infrastructure, and promote high-quality urban development.

By 2027, the equipment with backward technology, not meeting the relevant standards and specifications, and not meeting the standards of energy conservation and environmental protection will be updated and transformed as planned.

The plan proposes ten key tasks, which are as follows:

(1) Renewal of old residential elevators.

In accordance with the requirements of relevant safety technical standards such as "Safety Code for Elevator Manufacturing and Installation" (GB/T7588) and "Code for Safety Assessment of Elevators in Use" (GB/T42615),

For residential elevators that have been put into use for a long time, low configuration level, high operation failure rate, prominent safety hazards, and strong willingness of the masses to update, they will be updated, transformed or overhauled in combination with hidden danger investigation or safety risk assessment, and must meet the requirements of economy, safety and durability, stable operation, green environmental protection and smooth communication after renewal.

(2) Installing elevators in existing residences.

Combined with the promotion of urban renewal and the transformation of old communities, to meet the needs of aging. Adhere to the principles of government guidance, voluntary owners, territorial management, and standardized safety.

(3) Renewal of water supply facilities and equipment.

In accordance with the requirements of the Code for Urban Water Supply Projects (GB55026), the Requirements for Anti-Terrorism Prevention of Urban Water Supply Systems (GA1809), and the Sanitary Code for Secondary Water Supply Facilities (GB17051),

Renovation and renovation of secondary water supply (pressurized storage) facilities and equipment in waterworks and residential areas that affect water quality standards, old and damaged, eliminated by the state, high energy consumption, and low operation efficiency.

The equipment in the waterworks includes pumps, electrical equipment, dosing equipment, testing and automatic control equipment, gate valves and various special machinery and equipment, etc.;

The secondary water supply (pressurized storage and storage) equipment in residential areas includes complete sets of equipment, water tanks, pumps and ancillary facilities and equipment, automatic control equipment, safety and precaution equipment, etc.

(5) Renewal of heating facilities and equipment.

In accordance with the requirements of "Advanced Level of Energy Efficiency, Energy Saving Level and Access Level of Key Energy-using Products and Equipment (2024 Edition)", "Technical Regulations for Boiler Energy Conservation and Environmental Protection" (TSG91), "Energy Efficiency Limits and Energy Efficiency Grades of Industrial Boilers" (GB24500), "Boiler Air Pollutant Emission Standards" (GB13271) and other requirements,

Coal-fired boilers that exceed their service life, do not meet the energy-saving level or level 2 standards of industrial boilers, and do not meet the flue gas emission standards.

Focus on eliminating coal-fired boilers of 35 steam tons / hour and below, and give priority to transforming them into various types of heat pump units.

In accordance with the requirements of "Technical Conditions for Hot Water Heating Network Thermal Station Equipment" (GB/T38536), "Energy Efficiency Limit and Energy Saving Evaluation Value of Clean Water Centrifugal Pump" (GB19762), "Urban Heating Substation Unit" (GB/T28185) and other requirements,

Modernization of heat exchangers and pump motors that have exceeded their service life and do not meet the energy efficiency standards.

Actively promote the transformation of heat metering, in accordance with the relevant requirements of heat metering, update the installation of metering devices and other equipment.

(6) Standardized and updated construction of liquefied petroleum gas filling stations.

In accordance with the requirements of "Gas Engineering Project Code" (GB55009) and "Liquefied Petroleum Gas Supply Engineering Design Code" (GB51142),

Renovation and transformation of equipment that fails to pass the inspection, exceeds the service life, is seriously damaged to the main components, is seriously aging and corroded, has potential safety hazards and has no maintenance value, including storage tanks, loading and unloading arms, compressors, filling systems, LPG pumps, fire pumps and pipeline valves, fire protection and automatic control equipment, etc.;

Update cylinders that do not meet the requirements of the current "Liquefied Petroleum Gas Cylinder" (GB5842).

Encourage the implementation of intelligent upgrading construction on the basis of renovation and transformation, and improve the level of automation, informatization and intelligent operation in the field of liquefied petroleum gas.

(7) Construction of urban lifeline projects.

(8) Sanitation facilities and equipment are updated.

In accordance with the requirements of the "Elimination Catalogue of Backward Mechanical and Electrical Equipment (Products) with High Energy Consumption" and the "Technical Standard for the Operation and Maintenance of Domestic Waste Transfer Stations" (CJJ/T109) and the "Pollution Control Standard for Domestic Waste Incineration" (GB18485),

Modernize and transform equipment with high energy consumption, backward technology, frequent failures, and potential safety hazards, including sanitation vehicles, transit compression equipment, complete sets of waste incineration power generation equipment, construction waste resource utilization (sorting, crushing, and recycled product production) equipment, and recyclable sorting (sorting, compression, packaging) equipment, etc.

Encourage the renewal and purchase of new energy vehicle equipment and intelligent, unmanned sanitation operation machinery and equipment.

(9) Construction equipment.

In accordance with the requirements of the "Technical Code for Inspection of Machinery and Equipment on the Construction Site" (JGJ160),

Update and eliminate construction machinery and equipment that have been used for more than 10 years, high pollution, high energy consumption, serious aging and wear, and backward technology, including excavation, lifting, loading, concrete mixing, lifts, bulldozers and other equipment (vehicles).

Encourage the renewal and purchase of new energy, new technology construction machinery and equipment, intelligent lifts, construction robots and other intelligent construction equipment.

(10) Building energy-saving transformation.

In accordance with the requirements of the "Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-using Products and Equipment (2024 Edition)" and "General Code for Building Energy Conservation and Renewable Energy Utilization" (GB55015),

Renovation of heat pump units, radiators, chillers, exterior windows (curtain walls), exterior wall (roof) insulation, lighting equipment, etc., which are beyond their service life, have low energy efficiency, have potential safety hazards and have no maintenance value.
