In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the "Implementation Opinions of the State Council on Deepening the Reform of the Examination Enrollment System" (Guo Fa [2014] No. 35), and according to the "Opinions of the Ministry of Education on Carrying out the Pilot Work of Enrollment Reform of Basic Disciplines in Some Universities" (Teaching [2020] No. 1) and other documents, with the approval of the Ministry of Education, our university will continue to carry out the pilot reform of basic discipline enrollment in 2024 (i.e., the "Fudan University Strong Foundation Plan") To serve the major strategic needs of the country, strengthen the selection and training of top-notch innovative talents, explore multi-dimensional assessment and evaluation models, select a group of aspiring, interested and talented young students, and cultivate Fudan people who can take responsibility for the country and can undertake the important tasks of scientific and technological innovation and rejuvenating the country through science and education.

1. Enrollment targets and registration conditions

In the provinces where our school arranges enrollment under the Strong Foundation Program, the following two types of high school graduates who meet the registration conditions for the 2024 National Unified Examination for Enrollment of Ordinary Colleges and Universities in their provinces and are interested in serving the major strategic needs of the country can apply for registration:

Category A: Candidates with excellent comprehensive quality and excellent grades;

Category B: Candidates who have won the first prize (gold medal) and the second prize (silver medal) in the national finals of the Olympiad in mathematics, physics, chemistry, biology and informatics at the high school level.

Candidates who apply for the strong foundation plan of our university cannot apply for the strong foundation plan of other universities at the same time.

2. Enrollment Majors

The number of provincial enrollment plans is subject to the announcement of the registration platform of our school's strong foundation plan.

3. Registration method and selection procedure

(1) Registration time and method

Category A candidates can log in to the registration platform of Fudan University from April 15 to April 30 and complete the online registration accurately and completely as required.

Category B candidates can log in to the registration platform of Fudan University from April 15 to April 26 and complete the online registration accurately and completely as required. Our school will review their subject expertise and comprehensive performance, and release the results of the exceptional qualification review to candidates on April 28. Those who pass the qualification review will be qualified to be shortlisted, and those who fail the review can log in to the registration platform of Fudan University's Strong Foundation Program to re-register as a Category A candidate, or cancel the registration of the Strong Foundation Program of Fudan University.

(3) Calibration and assessment

1. Preliminary Examination:

(1) Before June 15 (after the college entrance examination and before the scores, the specific arrangements will be notified separately), and the preliminary examination will be held in the form of a written test;

(2) For Class A candidates, according to the results of the preliminary examination, the national unified passing line shall be delineated according to the major, and the preliminary examination passing line shall not be lower than 3 times the number of provincial and professional plans: only those who pass the preliminary examination can be shortlisted for the re-examination, and those who fail the preliminary examination will not enter the follow-up selection process and will not be counted for the calibration test results;

(3) Category B candidates who have obtained the qualification for exceptional shortlisting do not participate in the preliminary examination and are directly shortlisted for the re-examination interview of the school test.

2. Retest confirmation:

Candidates who are shortlisted for the re-examination of the school test must log in to the registration platform of the Strong Foundation Program of Fudan University within the specified time (the specific time will be notified separately) to confirm the re-examination of the school test and sign the letter of commitment and informed consent for the integrity test.

3. Retest:

(1) The re-examination will be held before June 22 (specific arrangements will be notified separately), and the re-examination will be set up according to the major to be examined, such as written examination, interview, physical fitness test and other links;

(2) Category A candidates applying for mathematics and applied mathematics and physics majors must participate in the written test and interview, Category A candidates applying for other majors directly participate in the interview, and Category B candidates directly participate in the interview;

(3) Organize experts from relevant disciplines to interview the shortlisted candidates, and the experts and candidates will be matched by "double random" lottery, and the whole interview will be recorded and videotaped;

(4) The candidates' comprehensive quality evaluation materials will be used as important reference materials during the interview process, and sufficient time will be arranged for review by the interview experts before the interview;

(5) The physical fitness test will be conducted after the interview, and the physical fitness test score will be used as one of the ranking bases in the case of the same score in the comprehensive score; all candidates are required to participate in the physical fitness test, and those who are absent from the physical fitness test without reason will be cancelled. (4) Admission methods

1. The comprehensive score as the basis for admission consists of the college entrance examination score (accounting for 85%, excluding any policy bonus points, the same below) and the school test score (accounting for 15%):

Comprehensive score = college entrance examination score ÷ college entrance examination full score × 850 + school test score

Note 1: The full score of the school test is 150 points, of which the full score of the school test written test is 100 points.

Note 2: For Category A candidates applying for Mathematics and Applied Mathematics and Physics, the results of the written test of the school test will be calculated according to the results of the written test of the re-examination, and the results of the written test of the school test will be calculated according to the results of the preliminary examination for Class A candidates who apply for other majors.

2. After the results of the college entrance examination are announced, the pre-admission list will be determined according to the rules:

(1) Candidates' college entrance examination scores must reach the first batch of undergraduate admission control score lines in their provinces (for provinces that merge undergraduate batches and provinces with comprehensive college entrance examination reform, the corresponding control score lines stipulated in the provincial recruitment documents shall be implemented);

(2) For category A candidates, according to the principle of score priority, the pre-admission list will be determined according to the candidates' comprehensive scores, school test scores, professional preferences and provincial plans, and when the comprehensive scores are the same, the rankings will be determined according to the physical fitness test scores, college entrance examination scores, college entrance examination language scores, college entrance examination mathematics scores, and college entrance examination foreign language scores;

(3) For Category B candidates, if the comprehensive score reaches the minimum admission score of Category A candidates in the place of origin, our school will make an additional plan to admit them.

3. After the list of pre-admitted candidates of the Strong Foundation Program is approved by the university's undergraduate enrollment leading group, it will be submitted to the provincial enrollment examination institutions for review and admission procedures. Candidates who have been formally admitted will no longer participate in the subsequent voluntary admission of the college entrance examination, and those who have not been admitted can participate in the subsequent batches of voluntary admission according to the rules of the college entrance examination voluntary filling.

Fourth, the training program

The school formulates individual talent training programs and incentive mechanisms for students admitted through the Strong Foundation Program to enhance students' sense of honor and mission. The school will equip the students admitted to the Strong Foundation Program with first-class teachers, provide first-class learning conditions, create a first-class academic environment and atmosphere, and implement training modes such as tutor system and small classes. For students with excellent academic performance, priority will be given to undergraduate, master's and doctoral degree bridging training, public study abroad, scholarships, etc. At the same time, establish a phased assessment and dynamic entry and exit mechanism.

5. Other notes

(1) The materials uploaded by candidates will be used as reference materials for the interview, and there is no need to send paper materials.

(2) The comprehensive quality files of candidates shall be provided by the provincial education administrative departments.

(3) For candidates who falsify the registration materials or comprehensive quality files or cheat in the college assessment, the registration, examination and admission qualifications of the Strong Foundation Program will be cancelled, and the relevant situation will be notified to the relevant provincial enrollment examination institutions or education administrative departments. The administrative department of education will give corresponding treatment in accordance with the relevant provisions. Those who have already enrolled in the school will be cancelled according to the relevant regulations of the Ministry of Education and our school, and those who are found after graduation will be cancelled their graduation certificates and degree certificates. The secondary school shall carefully verify the materials issued, and if there is any fraud, our school reserves the right to take relevant measures.

(4) For candidates who confirm to participate in the school test re-examination and give up without reason, our school will notify the examination and enrollment agency of the student's source province in accordance with the regulations of the Ministry of Education and record it in the candidate's integrity file.

(5) The content of the written test is as follows:

1. Chinese and Chinese Chinese and Literature (Paleography), History, and Philosophy majors test the comprehensive knowledge of literature, history and philosophy;

2. Mathematics and Applied Mathematics are tested for Mathematics, Computing and Algorithms for Information and Computing Science, Physics for Physics, Chemistry for Chemistry, Biological Sciences and Basic Medicine for Mathematics, Physics and Chemistry.

(6) Candidates admitted to the Strong Foundation Program are not allowed to transfer to majors other than those enrolled in the Strong Foundation Program at the undergraduate level after admission.

(7) Our university implements the bridging training of students in the strong foundation plan who meet the training requirements. After entering the graduate level, students are mainly trained in the basic disciplines where the Strong Foundation Program is located, and some students can also be trained in key fields such as high-end chips and software, intelligent technology, new materials, advanced manufacturing and national security, as well as in the humanities and social sciences where national talents are in short supply. The scope of the articulation majors of this graduate is described in the subsequent announcement of the enrollment major training plan of each strong foundation plan, and the specific enrollment majors and quotas at the graduate stage are subject to the work plan announced by the school in the year of transfer.

(8) During the school test, candidates shall pay for their own transportation, accommodation and other expenses. Candidates who are shortlisted for the school test can apply to our school if their families are in financial difficulties, and our school can provide guaranteed travel expenses and accommodation subsidies as appropriate.

(9) Candidates who participate in the re-examination of the Strong Foundation Program must purchase personal "personal accident insurance" during the test.

(10) In case of force majeure factors that may affect the enrollment test process, the calibration plan may be adjusted accordingly and notified separately.

(11) The school does not entrust any individual or intermediary organization to carry out various examinations and enrollment, including the strong foundation plan, and does not hold any form of training activities.

6. Leadership and supervision guarantee mechanism

(1) Fudan University's Strong Foundation Program is managed by the Special Leading Group of the University's Strong Foundation Program.

(2) Under the leadership of the leading group for undergraduate admissions, the Undergraduate Admissions Office of Fudan University is responsible for organizing and implementing the enrollment of Fudan University's Strong Foundation Program. In the process of implementing this guideline, the school should ensure fair opportunities, open procedures, and fair results.

(3) The shortlisting criteria and admission criteria shall be publicized in accordance with the relevant regulations of the Ministry of Education.

(4) The enrollment of Fudan University's Strong Foundation Program is subject to the supervision of the discipline inspection and supervision department of Fudan University.

8. Supplementary Provisions

(1) If the Ministry of Education's policy on the enrollment of the Strong Foundation Program is adjusted, our school will revise and re-release the enrollment brochure accordingly.
