Where stakeholders have objections during the publicity period, they shall submit them in writing to the community to which they belong with their real names, and the community is to guide the applicant to negotiate with the stakeholders. Where a consensus cannot be reached through consultation, an application may be made to the community to organize mediation. The owner may also apply to other mediation organizations for mediation to strive for unity of opinion among all parties. If no agreement can be reached after consultation and mediation, the owner may apply to the sub-district office to coordinate by convening a coordination meeting or hearing.
