Who are the presidents of the "Five Academies" in Taiwan? (2)

author:The fifth uncle sees the world

One

The "five courts" in Taiwan are the Executive Yuan, the Legislative Yuan, the Judicial Yuan, the Supervision Yuan, and the Examination Yuan.

On April 10, 2024, Lai Qingde, the newly elected leader of Taiwan, held a press conference to release the list of the administrative team, and the new head of the administrative agency will be Zhuo Rongtai.

Zhuo Rongtai will succeed his predecessor Chen Jianren from May 20, 2024, when the heads of the five major institutions are as follows:

Who are the presidents of the "Five Academies" in Taiwan? (2)

Among the five persons in charge, the oldest is Huang Rongcun, 77, the head of the examination body, and the youngest is Zhuo Rongtai, 65, the head of the administrative body.

Two

The first is the head of the administrative agency, which will soon be Zhuo Rongtai.

Zhuo Rongtai was born in Taipei City and graduated from National Taiwan University with a degree in law. In 1987, he began to serve the green camp boss Xie Changting and became Xie Changting's descendant. In 1989, he was elected as a member of the Taipei City Councilor, and in 1992, he served as the director general of the Legislative Election Committee of Hsieh Chang-ting. In 1994, he was re-elected as a member of the Taipei City Council, and stepped down in 1998.

In 1999, he ran for the legislature, was successfully elected, and was successfully re-elected in 2002 before stepping down in 2005. In the following three years, during Chen Shui-bian's tenure, he served as spokesman for the administrative organs, secretary general of the administrative organs, deputy secretary general of the Office of the Leader of the Taiwan Region, and secretary general (acting) of the Office of the Leader of the Taiwan Region.

In 2017, the green camp came to power again, and in September of that year, Lai Qingde became the head of the administrative agency, and Zhuo Rongtai was ordered by Lai Qingde to re-emerge as the secretary general of the administrative agency in Taiwan. Zhuo Rongtai and Lai Qingde are the same age, and the two have worked together in the administration for about 15 months, and have established a relationship of mutual trust.

In November 2018, the Green Camp suffered a crushing defeat in the second "nine-in-one" election, with Lai Ching-tak resigning as head of the administration and Zhuo Rongtai leaving the administration, while Tsai Ing-wen resigned as chairman of the Democratic Progressive Party (DPP) and Zhuo Rongtai took over as party chairman until May 20 of the following year.

In 2019, the major event within the green camp is the dispute between Tsai Ing-wen and Lai Qingde in the primary election, Zhuo Rongtai, as the chairman of the DPP, coordinated the dispute between the two throughout the whole process, after Tsai Ing-wen was nominated in the green camp, Zhuo Rongtai continued to serve as the chairman of the DPP, helping Tsai Ing-wen win the 2020 election;

On April 10, 2024, he was appointed as the new head of the administrative body of the Taiwan region.

The following is a list of the heads of administrative bodies from 27 February 1993 to the present:

From this chart, we can see that in the past 30 years, there are only 3 people who have served for 3 years or more, among them, Su Zhenchang ranked first with two terms of office with a total of 1961 days, Lien Chan ranked first with a single term of 1647 days, and You Xikun was the third former head of the administrative agency to serve for 3 years.

Compared with the heads of the other four agencies, the position of the head of the administrative agency is particularly difficult to sit.

Three

The second is the head of the legislature, currently Han Kuo-yu.

In the voting on February 1, 2024, Bai Ying said as the day before: in the first round, Bai Ying voted for his own Huang Shanshan, and if there is a second round, Bai Ying will not vote. There were no major accidents in the voting process, the results of the first round of voting, 54 votes for Han Kuo-yu in the blue camp, 51 votes for You Xikun in the green camp, and 7 votes for Huang Shanshan in the white camp (there was a waste vote, it is said to be a clay print or something, which was a small accident), and none of the three people obtained a majority of votes; in the second round of voting that followed, the white camp did not vote, and Han Kuo-yu received all the 54 votes he could get, and he was elected as the head of the legislature.

In 2018, the second "nine-in-one" election was opened, and Han Kuo-yu was elected mayor of Kaohsiung, which was his personal highlight moment and a brilliant victory for the blue camp.

In 2020, Han Kuo-yu fell into a low point in his life, he represented the blue camp in the Taiwan leadership election, not only lost the leadership election, but was also beaten up by the water dogs, and was removed from the post of mayor of Kaohsiung in June 2020, which is not only his failure, but also the tragic failure of the entire blue camp.

This election as the head of the legislature can be regarded as another round of puff of anger, but what is in front of him will not be an easy job to do, it is conceivable that the green camp does not cooperate, and it is also conceivable that the white camp keeps talking about conditions to maximize his interests, and a plan is bound to be talked about for a long time, but it has never been able to fall to the ground, which is really torturous.

The following is a list of the heads of the legislature from February 1, 1993 to the present:

During his tenure, the biggest failure was the fact that the students were admitted to the legislature: on the night of March 18, 2014, a large number of students rushed to the legislature, broke into the door, and stayed in it for more than 20 days, which had an extremely bad impact on the public opinion of the blue camp.

Four

The third is the head of the judiciary, and currently Xu Zongli.

Born in Chiayi, Hsu Zongli also came from the law department of National Taiwan University, and was nominated by Chen Shui-bian, a senior of the law department of National Taiwan University and the leader of Taiwan at the time, to become a justice in 2003, and returned to NTU as a professor after stepping down in 2011.

In 2016, Tsai Ing-wen, then the leader of Taiwan, nominated Hsu Tsung-li as the head of the judiciary. Since the maximum term of office of a justice cannot exceed 8 years, and the head of the judiciary is a justice, Tsai Ing-wen's nomination is irregular, and it can be said that she knows the law and violates the law. As soon as the green camp was in power, they began to push things in the direction they expected, and by changing the concept, they said that it was not "re-elected" or "re-elected", and they got things done. After Xu Zongli became the head of the legislature, he completely sided with the green camp and published a large number of inappropriate remarks, which were often criticized by name.

There may be three reasons why Tsai Ing-wen should risk the world's condemnation? There may be three reasons: First, nominating Hsu Tsung-li is beneficial to the green camp, especially in terms of concept, he is a dark green; second, both of them are from the law department of National Taiwan University and are the same age as Hsu Tsung-li, so they are a little suspicious that they are classmates, but no evidence has been found; and third, the two have a tacit understanding of cooperation in the last few years of Lee Teng-hui's administration.

The following is a list of the heads of the Judiciary from 1 May 1987 to the present:

Who are the presidents of the "Five Academies" in Taiwan? (2)

So far, Weng Yuesheng has served for the longest time, with 8 years and 8 months. According to common sense, Xu Zongli should leave office this year, and his term of office will not exceed that of Weng Yuesheng, but this year the green camp is in power again, and I don't know if he will be given the green light.

Five

The fourth is the person in charge of the supervisory body, and the current one is Chen Ju.

Chen Ju squatted in the number for 6 years and 2 months because of the Kaohsiung incident, became a general of the Democratic Progressive Party after coming out in 1986, was elected mayor of Kaohsiung in 2006, became the mayor of Kaohsiung City after the merger of Kaohsiung City and Kaohsiung County in 2010, and was successfully re-elected in 2014, after 12 years of operation, she has a solid foundation in Kaohsiung, high public satisfaction, and won the nickname of "South Batian". In 2018, she became the secretary-general of Tsai Ing-wen's office, and in June 2020, Tsai Ing-wen announced the nomination of Chen Ju as the head of the supervisory body.

Until this time, Chen Ju was still a general in the green camp, and after the legislature approved her nomination as the head of the supervisory body, she withdrew from the green camp and became non-party member, but she was still dark green in her bones, just like Chen Shui-bian, Annette Lu (they lived in the same room back then), Xie Changting and Su Zhenchang, who experienced the Kaohsiung incident, will not change in this life.

The following is a list of the heads of the supervisory bodies from February 1, 1993 to the present:

Who are the presidents of the "Five Academies" in Taiwan? (2)

Chen Ju's previous three terms were all 6 years, and if nothing else, Chen Ju will step down as the head of the supervision agency in 2026 at the age of 76.

Six

The fifth is the person in charge of the examination body, which is currently Huang Rongcun.

Huang Rongcun was born in Changhua, received a Ph.D. in psychology from National Taiwan University, later became a professor at National Taiwan University, became a member of the executive branch in 2000, served as head of the education department from 2002 to 2004, and became president of the university from 2005 to 2013.

On 10 July 2020, the legislature voted on the right to consent to the personnel of the examination body, and Huang Rongcun was approved by more than half of the legislators to be the head of the examination body.

The following is a list of the heads of examination bodies from April 20, 1993 to the present:

Who are the presidents of the "Five Academies" in Taiwan? (2)

Huang Rongcun's previous four terms were all 6 years, and if nothing else, Huang Rongcun will step down as the head of the examination body in 2026 at the age of 79.
