Promote the new model of group employment of college graduates outside the district, and comprehensively expand new channels for market-oriented employment...... Various policies and measures have been written into the 2024 work report of the autonomous regional government, which has opened up blockages and planning space for the region's employment stabilization work, fully interpreting the concept that employment is not only a "national plan", but also the foundation of people's livelihood.
In recent years, the party committee and government of the autonomous region have put the promotion of employment and income increase at the top of the people's livelihood project, strengthened the linkage of docking, dug deep into jobs, promoted the transfer of employment of farmers and herdsmen, built a docking platform, improved service quality, and promoted high-quality and full employment of college graduates. The key work has been specific and implemented, and the lights of thousands of homes have been lit step by step, paving the background of happiness for the people of all ethnic groups for a better life.
A skill is close to the world, and the world is vast
In November 2023, Li Tong, a student of Tibet Vocational and Technical College, participated in the 18th "Revitalization Cup" National Youth Vocational Skills Competition. At the assessment site of the drone pilot, Li Tong and the players controlled the joystick in their hands and completed the installation and commissioning of drone components, data collection, logistics and transportation and other project operations.
"Nowadays, the electronic inspection of drones is very widely used. Tibet is at a high altitude, and if there is a fault on the high-voltage electricity, drones can be used to better maintain power safety. Therefore, I want to train myself through this competition and have a deeper understanding of the drone industry, which will be of great help to my future development direction and employment prospects. Li Tong said.
According to the person in charge of the Academic Affairs Office of Tibet Vocational and Technical College, the college regards the employment of graduates as the foothold of the fundamental issue of "what to cultivate, how to train people, and for whom to train people", focuses on economic and social development and future market demand to do a good job in vocational education, focuses on the needs of regional industrial development, promotes the market-oriented school-running model, and escorts graduates to take a good and stable employment path.
There are a thousand taels of gold at home, so it is better to have a skill. Since 2023, all localities and departments in our district have adhered to the principle of "teaching people to fish" and more importantly, "teaching people to fish", vigorously developing vocational education, continuing to face the market, strengthening cooperation, deepening the integration of industry and education, and promoting the introduction of enterprises into education.
Effective protection for key groups
In the Tibetan Carpet Weaving Cooperative in the Poverty Alleviation Industrial Park of Latse County, Shigatse City, Ngawang from Mingma Village sits cross-legged in front of the loom, colorful wool balls hanging above her head, and the roots of the wool dance rapidly.
"I have been working in the park for the past six months, not only taking care of the elderly and children at home, but also earning some money by handicraft. With the money in his hand, Ngawang was so happy that he couldn't keep his mouth shut.
The smiling face of Ngawang after employment conveys the firm determination of our district to consistently ensure the stable employment of key groups.
In recent years, our district has closely focused on key groups such as labor in agricultural and pastoral areas, focused on the employment needs of enterprises and the employment willingness of workers, improved mechanisms such as information mapping, job supply, and tracking services, and actively put forward ideas and ladders for key groups through organizational output, industry drive, project absorption, base stability, brand leadership, training promotion, etc., so that they can take a stable "employment road". In the past year, 647,000 farmers and herdsmen in the region have been transferred to employment, and their labor income has reached 6.56 billion yuan, forming a good momentum of development.
The service platform has been accelerated
"Thank you Hunan for providing such a good job. From today onwards, I will change my role as soon as possible, adapt to my new position, unite and help each other with the local people, and make more contributions to Hunan. Benefiting from the group-based employment assistance to Tibet, in 2023, after graduating from university, Lazhen will come to work at the Income Verification Center for Urban and Rural Residents in Fenghuang County, Hunan Province.
In order to change the situation of short-term and scattered selection of Tibetan college graduates for employment outside the region in the past, and make "going out for employment" an important carrier to promote the exchanges, exchanges and integration of various ethnic groups, our region has established more than 30 group-type employment bases outside the district by drawing on the new model of Hunan and Tibet linkage group employment assistance, and launched a large-scale "100-person group" for the first time to work outside the district, with 3,605 college graduates employed outside the district, and the employment rate outside the zone reached 11.1%.
"I would like to thank Tibet University for Nationalities for giving me the opportunity to grow rapidly and providing me with a valuable job. As a new teacher, I am full of expectations and yearning for the future. After graduating from Tibet University for Nationalities in 2022, Luo Songjiangcuo chose to stay at the school as a counselor. He hopes that through his real-life examples, more Tibetan graduates will be encouraged to stay and work outside the region.
According to Peng Huijuan, director of the Enrollment and Employment Office of Tibet University for Nationalities, in order to actively implement the arrangement and deployment of stable employment in our region, the school has strengthened the construction of innovation and entrepreneurship incubation bases, and set up employment and entrepreneurship guidance service workstations in Lhasa to encourage students to innovate boldly and start businesses. At the same time, the university relies on the preferential employment policy for Tibetan college graduates outside the district and the Shaanxi Provincial Employment Service Liaison Station to encourage graduates to stay and work outside the district. "Going out" employment has become a new growth pole for employment expansion and quality improvement in our district.
Skills training is in full swing, recruitment activities are in full swing, and enthusiasm for innovation and entrepreneurship is high...... Nowadays, vivid pictures of "stabilizing employment" and "promoting employment" can be seen everywhere in the region.
In the future, our district will work hard to fully promote the new model of group employment of college graduates outside the district, vigorously cultivate new industrial workers, continue to strengthen the skills training of farmers and herdsmen, and implement targeted training actions for the improvement of skills in new occupations and new business forms, so as to contribute to the high-quality economic and social development of the whole region.
