1. What is the Rural Revitalization Plan for Volunteer Service of Jiangsu College Students?Answer: In order to implement the "Implementation Opinions on Accelerating the Revitalization of Rural Talents" of our province and help comprehensively promote rural revitalization, according to the spirit of the "Opinions on the Implementation of the 2022 Jiangsu University Student Volunteer Service Rural Revitalization Plan" (Youth League Su Committee Lian [2022] No. 5), the Organization Department of the Jiangsu Provincial Party Committee, the Provincial Department of Education, the Provincial Department of Human Resources and Social Security, the Provincial Department of Finance, The Provincial Youth League Committee and the Provincial Rural Revitalization Bureau jointly organized and implemented the Jiangsu College Students' Volunteer Service Rural Revitalization Program (hereinafter referred to as the "Volunteer Service Rural Revitalization Program") to guide contemporary college students to go to the grassroots level to make contributions in the form of volunteer service. The "Volunteer Service Rural Revitalization Plan" is a project that is upgraded and expanded throughout the province on the basis of the original "Northern Jiangsu Plan", enhancing its role in the work of centering on the center and serving the overall situation, and is a local project of Jiangsu under the Western Plan. The "Volunteer Service Rural Revitalization Program" continues to recruit a certain number of fresh graduates from ordinary colleges and universities every year to engage in volunteer services in basic education, agricultural science and technology, medical and health care, legal services, youth work, and social governance in the (village) communities and townships (streets) of counties (cities and districts) in Jiangsu Province for a period of 1-2 years. 2. Who are the recruitment targets of the "Volunteer Service Rural Revitalization Program"?A: All fresh graduates or graduate students of ordinary colleges and universities in Jiangsu Province in 2024 can sign up. The Provincial Project Office will open recruitment in the province to select students with strong ideology, excellent character and learning, and strong dedication to participate, especially to encourage students majoring in agriculture, forestry, water conservancy, medicine, teacher training, economics, and law to actively participate. In addition to the general recruitment model, the provincial pilot project office for recruiting local volunteers can recruit school-local targeted volunteers for rural revitalization through the "school-to-local docking" model.

3. What are the recruitment and selection processes for the "Volunteer Service Rural Revitalization Program"? Answer: (1) Publicity and mobilization. From late March to mid-April, project offices at all levels in the province will carry out campus tour activities. Local project offices and youth league committees of colleges and universities use the new media affiliated to the Youth League to comprehensively, accurately and timely release relevant policies and dynamic information of the "Volunteer Service Rural Revitalization Plan".

(2) Recruitment and admission. (1) Online registration. Those who sign up for the general recruitment position can consult the project office (Youth League Committee) of the "Volunteer Service Rural Revitalization Program" of the university or log in to the "Volunteer Service Rural Revitalization Program Registration Management System" of the Jiangsu Communist Youth League to fill in the registration information truthfully. Those who sign up for the school-local orientation position should consult and register with the project office of the school. In principle, school-local orientation positions and general recruitment positions cannot be registered at the same time. (2) Submit the registration form. The project offices of districted cities are responsible for coordinating the school-local docking work in their respective regions and determining the list of paired universities, summarizing the experience of school-local docking in 2023, and promoting the county-level project offices in their respective regions to pair up with the Youth League Committee of at least one undergraduate college respectively, and recruit 3-10 school-local orientation volunteers from the paired universities (included in the overall recruitment index of counties and districts), so as to further expand the recruitment scale of school-local orientation volunteers, improve the matching degree of people and posts, and enhance the radiation of talent resources in colleges and universities. Encourage qualified areas to explore targeted recruitment of full-time graduate students for local colleges and universities with postgraduate training qualifications.

5. After participating in the "Volunteer Service Rural Revitalization Program", what kind of services are you mainly engaged in? Answer: Go to the villages (communities, districts) and towns (streets) under the jurisdiction of each city in Jiangsu to engage in volunteer services in basic education, agricultural science and technology, medical and health care, legal services, youth work, social governance, etc. for a period of 1-2 years.

6. Where are the service posts of the "Volunteer Service Rural Revitalization Program" distributed? Answer: The posts are mainly distributed in the townships (streets) and below the counties (cities, districts) under the jurisdiction of the districts and cities in Jiangsu.

7. What are the registration time and precautions for volunteers?A: Volunteers should bring the "Confirmation Notice", "Graduation Certificate", "Bachelor's Degree Certificate" (not required for junior colleges) and the original and copy of their ID cards to the designated place of the project office of each city and participate in the training at the specified time (expected to be at the end of July). After the volunteers arrive at their posts, the service county project office, the service unit and the volunteers jointly sign a tripartite service agreement to clarify the rights and obligations between the project office, the service unit and the volunteers.

8. How can volunteers be competent for service work if they have not been to the grassroots level?A: Before volunteers take up their posts, the project office of the serving county (district) needs to organize volunteers to participate in centralized training. The content of the training includes the study of the concept of volunteer service, the regulations on the management of volunteer service and other relevant policies, and will also provide professional skills training and the introduction of provincial, municipal and county conditions. The project office and service unit of the service county shall arrange accommodation for the volunteers, provide necessary working and living conditions, and be responsible for daily management.

9. 10. After the volunteers arrive at the post, what guarantees can the service county project office and the service unit provide?A: During the service period, the service county project office coordinates the service unit to provide the volunteers with necessary working conditions, implement living conditions such as accommodation, and provide help to the volunteers in their work and life. The project office of the service county shall establish a volunteer service file and record the volunteer service work. The service unit provides volunteers with free accommodation and other necessary living guarantees. The service unit can give volunteers a corresponding living allowance based on various factors such as economic and social development, price level and cost of living.

11. What kind of service work do colleges and universities need to do during the service period? Answer: The Youth League Committee of each university should strengthen humanistic care, actively strive for the support of the leaders in charge of the school, and visit the volunteers at the service site at least once a year. The Youth League Committee of each university shall, in conjunction with the Youth League Committee of the place of service, provide training and guidance for volunteers whose service period is about to expire, and do a good job of psychological counseling, in terms of employment situation policies, career planning, and job-seeking skills.

12. Can I apply for job transfer during the service period? A: Yes, after the list of recruited personnel and positions are announced, only the following circumstances are allowed to apply for job transfer: (1) the employer's professional needs for volunteers have changed, (2) the employer no longer needs volunteers, (3) the employer's ability to provide basic support for volunteers has changed, and (4) special circumstances approved by the provincial project office. In principle, the number of posts transferred in each city divided into districts shall not exceed 10% of the total number of posts, and the proportion of grass-roots posts after the transfer shall not be lower than the original proportion.

13. During the service period, what should I do with the volunteers' household registration, files and party affiliation? A: During the service period, the household registration and files will be kept in the university where they graduated, and the service fee will be waived. After the expiration of the service period, the school will issue a dispatch certificate and enjoy the treatment of fresh graduates. During the service period, the volunteer's party affiliation is transferred to the service unit. At the end of the service period, the relevant units will make an appraisal of the volunteer's service and store it in the file; after passing the assessment, the volunteer will also receive a service certificate as a proof of volunteer service experience and future employment and entrepreneurship.

14. How do volunteers participate in party activities during the service period? Answer: According to the provisions of the party constitution, every party member must be assigned to a party branch, group or other specific organization to participate in the party's organizational life. If a Party member does not participate in the organizational life of the Party for six consecutive months, or does not pay Party dues, or does not do the work assigned by the Party, he or she is considered to have left the Party on his own accord. Due to the long service time, volunteers should transfer the organizational relationship to the place of service, and be assigned to a local party branch, participate in the life of the branch and pay the local party dues. Probationary party members also go through the formalities of regularization at the place of service. Those who are required to join a Party organization and meet the standards for Party membership may be recruited as an active member of the Party or join the Party organization by the Party organization at the place of service through relevant procedures. League members should also transfer their organizational relationship to the place of service, and be assigned to a local League branch, participate in the life of the branch and pay the tour fee on time.

15. What are the procedures for taking leave during the service period? A: According to the regulations, volunteers are entitled to vacation, family visits, etc. If the volunteer needs to apply for leave due to illness, the volunteer should submit a written application (the hospital certificate is required for the leave due to illness), and the corresponding agency will approve it, and the specific provisions are as follows: (1) If the leave is less than 2 days, it shall be approved by the service unit. (2) If the leave is not more than 2 days but less than 7 days, it shall be submitted to the project office of the service county for approval with the consent of the service unit. (3) If the leave is not more than 7 days but less than 15 days, it shall be submitted to the provincial project office for approval with the consent of the project office of the service county. (4) In principle, the number of personal leave shall not exceed 15 days, and the cumulative amount within 1 year shall not exceed 20 days, and the overdue period shall be deemed as a breach of contract. (5) If the leave is overdue and does not return, the corresponding punishment shall be given according to the severity of the circumstances. Except for force majeure or special reasons, volunteers who leave the service post without permission for 7 days or terminate the agreement without authorization shall be deemed to be in breach of contract.

16. Can volunteers take home leave during the service period if they live in other provinces? A: During the service period, volunteers can enjoy 20 days of home leave every year (in principle, no more than 7 days of single leave). In principle, taking home leave during the Spring Festival must comply with the relevant regulations of the service unit. The project office of the service county uniformly stipulates the time for local volunteers to return to their hometowns to visit relatives and return to work.

17. During the service period, can I take the postgraduate and civil service examinations? Answer: During the service period, the main energy should be used for post work. On the premise that it does not affect the work, you can take the postgraduate examination, the civil service examination and the professional qualification examination.

18. Can students from other provinces apply for the civil service examination in their hometowns after participating in the service? Answer: The Jiangsu University Students' Volunteer Service Rural Revitalization Program is a local project approved by the National Project Office of the Western Plan, and volunteers who have obtained the "Volunteer Service Certificate" can enjoy the same preferential policies as the national projects of the Western Plan.

19. Can volunteers apply to leave their volunteer service posts due to finding a job or other reasons during their service? A: During their service period, if they are admitted as civil servants, staff members of public institutions, or graduate students, they can apply for an early end of their service period. If the service period is less than one year, the "Volunteer Service Certificate" and "Service Appraisal Form" will not be issued.

20. What should I do if I am unable to complete the service work in case of a major illness during the service period? Answer: During the service period, if a volunteer suffers from a serious illness, it shall be handled according to the following provisions: (1) According to the certificate of the hospital (a hospital of the second grade or above), with the consent of the project office of the service county and the approval of the provincial project office, the service work can be suspended, and the treatment shall be actively carried out according to the doctor's recommendation, and the living allowance shall continue to be paid during the treatment period. (2) Those who have recovered from treatment (a certificate issued by a hospital of the second grade or above) can return to the service post to continue to carry out the service with the consent of the project office of the service county and the approval of the provincial project office. The county project office and the provincial project office assist volunteers in making claims in accordance with relevant insurance regulations. (3) Those who cannot be cured during the service period or are not suitable to continue to participate in volunteer service work after being cured (a certificate issued by a hospital of the second grade or above) shall terminate the service agreement; When volunteers are unable to continue their service due to a serious illness, they should apply to the project office of the place where they serve in a timely manner and provide relevant certificates, and they can only leave after being approved by the provincial project office for the record.

21. During the service period, what should I do if I cannot complete the service work due to non-subjective reasons such as accidents? A: During the service period, for possible accidents, such as diseases, personal injuries and injuries, the Provincial Project Office has handled personal accident insurance for volunteers. The county project office will also provide as much protection as possible in the daily life of the volunteers, such as safety, hygiene, and health. When volunteers are unable to continue their service due to an accident, they should apply to the PMO of the place where they serve in a timely manner and submit relevant certificates, and they can only leave after being approved by the provincial PMO for the record.

22. Can the original service period be extended or shortened, and how should it be handled? Answer: If the service period of the agreement is 1 year, the service period cannot be shortened. If you wish to extend the service period to 2 years, you should submit a written application to the service county project office before the end of March of the year following the start of the service, and the service county project office shall report to the provincial project office for approval and approval. Otherwise, they will not be able to enjoy the policy benefits such as living expenses and transportation subsidies in the next year.

23. What measures will the Provincial Project Office take if the volunteers breach the contract?A: For the defaulting volunteers, after being approved by the Provincial Project Office, the following measures will be handled: (1) Terminate the service agreement and cancel the service qualification. (2) From the following month, the payment of living allowance and transportation subsidy shall be suspended. (3) Revoke their qualifications to enjoy relevant preferential policies. (4) Include the relevant breach of contract in the personal file. (5) Report the list of defaulting volunteers in the column of "Volunteer Service Rural Revitalization Plan". (6) Pursue relevant responsibility.

24. Under what circumstances are not eligible for preferential policies? Answer: Volunteers who violate the agreement, leave the service unit without authorization, fail to pass the assessment at the end of the term, or engage in illegal and criminal activities cannot enjoy the preferential policies.

25. What procedures should be completed before leaving the service unit at the end of the service period? Answer: At the end of the service period, the volunteer should do a good job of handing over the work with the service unit, and at the same time should receive the service certificate and fill in the "Volunteer Service Appraisal". The volunteer appraisal will be stored in the personal file, and those who pass the assessment will be issued a certificate as proof of volunteer service experience, employment and entrepreneurship.

26. During the service period, what department will guide and manage the volunteers?A: During the service period, the volunteers will receive the dual guidance and management of the service unit and the service county project office. As a staff member of the service unit, the volunteer shall abide by the relevant regulations of the service unit, accept the leadership and management of the service unit, and have the right to require the service unit to provide the same working conditions as other staff members. The project office of the service county is responsible for the daily management of volunteers, assessing and evaluating the service work of volunteers, and at the same time implements volunteer service positions, free accommodation, and logistics support such as safety, health, and hygiene, and helps solve the difficulties and problems encountered by volunteers.

27. What should volunteers do when they encounter difficulties in work and life during the service period? Answer: If volunteers encounter difficulties in work and life during the service period, they should try their best to solve them by themselves; if they cannot solve them by themselves, they can seek help from their service units, the project office of the county they serve, and the project office of the city where they work, and they will try their best to coordinate and solve these difficulties. In case of special difficulties and problems that cannot be resolved by individual volunteers, their service units, county project offices and municipal project offices, they should promptly report to the provincial project office for coordination and resolution. 28. What kind of treatment do volunteers enjoy during the service period?
