It takes 40 minutes to drive from Beijing International Trade Center to Tongming Lake in Yizhuang, Beijing, where the lake is full of light, surrounded by green trees and flowers, and high-rise buildings are built around the lake, and the National Information Technology Application and Innovation Industrial Park of Beijing Economic and Technological Development Zone (hereinafter referred to as the National Information and Innovation Park of Beijing Economic and Technological Development Zone) is located on the shore of Tongming Lake.
In September 2019, the National Information Innovation Park in the Economic and Technological Development Zone was jointly built by the Ministry of Industry and Information Technology and the Beijing Municipal Government, undertaking the task and mission of cultivating an independent information technology system and ensuring a safe and reliable engineering strategy. There are three major science cities in Beijing
From Tongming Lake all the way to the north, more than 70 kilometers away at the foot of Yanshan Mountain in Beijing, there is a pool of clear lake water flowing quietly, and wild geese inhabit here in flocks in spring and autumn every year, and Yanqi Lake is also named after it.
After 2017, the Yanqi Lake has become more and more lively year by year, in addition to tourists coming and going, there is also a group of scientists from all over the world, they all gather here, because a science city will be built here - Beijing Huairou Comprehensive National Science Center (hereinafter referred to as Huairou Science City).
As early as November 1958, in order to undertake the tasks related to the "two bombs and one satellite", the Chinese Academy of Sciences established a test base in Huairou, and since then the spirit of "two bombs and one satellite" has been inherited in Huairou. Since then, the Beijing Huairou Science and Education Industrial Park of the Chinese Academy of Sciences has risen to the level of hospital-city cooperation, and the Chinese Academy of Sciences and Beijing Municipality have signed an agreement on the joint construction of the Beijing Comprehensive Research Center.
Today, Huairou Science City focuses on five major scientific directions: physical science, information and intelligence science, space science, life science, and earth system science. Huairou has become one of the four major scientific centers in the country.
From Huairou Science City to the south and west, there are two more science cities, namely Future Science City and Zhongguancun Science City.
According to reports, the Life Valley located in the Future Science City has accurately built common technology platforms such as R&D, inspection and clinical trials, and promoted the construction of 35 shared service platforms such as the Beijing Vaccine Testing Center; 2 technological innovation consortiums, Shahe Higher Education Park located in the Future Science City has built 3 open laboratories for school-enterprise collaborative innovation, 5 training bases for the integration of industry and education, and a proof-of-concept center for university achievements in the park, continuously improving the innovation vitality and achievement transformation efficiency.
Up to now, the Future Science City has gathered 10 universities, 113 national, provincial and ministerial innovation platforms, 7 academician workstations, and more than 20,000 scientific research talents.
The main area of Zhongguancun Science City is the 174 square kilometers of Haidian Park of Zhongguancun Science and Technology Park, which extends to the whole area of Haidian District, and is also the core area of Beijing International Science and Technology Innovation Center.
At present, there are 37 universities such as Peking University and Tsinghua University, 96 scientific research institutes represented by the Chinese Academy of Sciences, and 32 national engineering research centers in the area of Zhongguancun Science City, with strong basic research and development resources. The new R&D institutions represented by KLCII, Quantum Institute and Microchip Research Institute continue to contribute to Zhongguancun Science City with flexible systems and mechanisms.
The matter of "Three Cities" and "One District".
It is understood that Beijing attaches great importance to the linkage development of "three cities and one district", and the city's "14th Five-Year Plan", the "14th Five-Year Plan" of the International Science and Technology Innovation Center, and the work report of the municipal government all put forward that it is necessary to improve the "three cities and one district" overall linkage and integrated development mechanism.
In recent years, Zhongguancun Science City, Huairou Science City and Future Science City have worked together to strengthen exchanges and cooperation between Haidian and Huairou, Haidian and Changping in scientific and technological innovation, industrial development, business environment, and talent team. Among them, the Future Science City plays the role of the connection point of "three cities and one district", strengthens the transportation connection between the "three cities and one district", and connects the basic research and original achievements of Zhongguancun Science City and Huairou Science City, which is the main hub platform. Huairou Science City gives full play to the advantages of being a latecomer and the characteristics of national science and technology heavy equipment agglomeration, and creates a world-class original innovation carrying area. The Beijing Economic and Technological Development Area focuses on undertaking and transforming the original achievements of the three science cities, consolidating the industrial foundation, and serving as the core node of the industrial innovation system, linking the innovation chain of technology research and development, product development, engineering production and commercial application.
On November 11, 2023, the first joint meeting of the "three cities and one district" co-ordination and integrated development was held in Haidian District. The meeting emphasized that it is necessary to accelerate the consensus on linkage development into a win-win cooperation reality, promote the coordination of innovation sources in the "three cities and one district", promote the integration of the innovation system, pay close attention to the transformation of scientific and technological achievements, create a good innovation ecology, and jointly promote the construction of national strategic scientific and technological forces. On March 31 this year, the second joint meeting of the "three cities and one district" co-ordination linkage and integrated development was held in the Beijing Economic and Technological Development Zone, and the "Several Measures to Promote the Co-ordination and Linkage and Integrated Development of the "Three Cities and One District" (Trial)" was officially released at the meeting.
In order to facilitate the transportation linkage between the "three cities and one district", at present, the "three cities and one district" have realized more than two rail services, and they can be reached by two by two through the track at most one transfer. Among them, there are 11 railways serving Zhongguancun Science City (M1, M4, M6, M8, M9, M10, M13, M15, M16, M19, S2), 4 railways serving the future Science City (Changping Line, M8, S2, M17), 2 Huairou Science City railways (Huaimi Line and Tongmi Line), and 3 tracks serving the Economic Development Zone (M8, M17, Yizhuang Line).
The latest statistics show that in 2023, the Beijing Innovative Industrial Cluster Demonstration Zone will undertake more than 270 achievements from the three major science cities.
It is also understood that Beijing has developed the network service platform of the Beijing International Science and Technology Innovation Center to integrate and gather the innovation resources of "three cities and one district" to better promote the docking of achievements and resources.
