The 2024 title review has begun!

In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping's important exposition on talent work, in accordance with the "Implementation Opinions on Deepening the Reform of the Professional Title System" (Gan Ban Fa [2017] No. 17) and the "Jiangxi Provincial Professional Title Evaluation Management Measures (Trial)" (Gan Ren She Gui [2022] No. 5) requirements, the relevant matters related to the evaluation of professional titles in the province in 2024 are hereby notified as follows:

1. Schedule

The 2024 title review has begun!

The 2024 title review will start from now on and will be completed by the end of the year. Among them, the senior professional title evaluation arrangement is uniformly deployed by the provincial professional title office, and the intermediate professional title evaluation and professional and technical qualification assessment are arranged by the local human resources and social security departments and relevant units directly under the provincial government and actively announced to the public.

(1) Issue notices. Before the end of April, with the consent of the Provincial Title Office, the senior title review committee (hereinafter referred to as the "senior appraisal committee") formed a notice of annual declaration. Each independent evaluation unit should be deployed in accordance with the province and carry out the declaration work as soon as possible. Relevant working hours should be made in accordance with the "2024 Provincial Senior Title Review Plan" (see Annex 1) to make specific arrangements, in principle, the review shall not be postponed.

(2) Application recommendation. From May to the end of June, all localities and departments organized and mobilized their professional and technical personnel to carry out the declaration of professional titles in accordance with the requirements of the annual declaration notice of the units formed by the high assessment committee. The unit to which the personnel belong shall review the application materials and publicize them within the unit, and after the publicity has no objections, they shall be reviewed and recommended in accordance with the personnel affiliation. All localities and departments must submit the recommended materials to the high evaluation committee before June 30, and the specific application notice shall prevail.

(3) Qualification review. In July, the units that set up the high appraisal committees shall dispatch backbone forces to review the application materials in accordance with the regulations, and send them to the corresponding evaluation committee if they meet the application conditions; if the application materials are incomplete, non-standardized, or do not meet the prescribed conditions, they shall promptly inform them of all the contents that need to be supplemented and corrected. If the applicant fails to complete the application within the time limit, it shall be deemed to have given up the declaration. For matters and materials that do not meet the requirements, a one-time notification will be implemented when returning to avoid multiple reviews. The Provincial Title Office will carry out spot checks on the review of application materials in a timely manner.

(4) Organize reviews. From August to the end of November, the units of each high evaluation committee organized a review meeting. Each high evaluation committee shall complete the review work before the end of November, and shall not cross the annual review.

(5) Publicity. Before the end of December, the publicity, approval and issuance of certificates will be basically completed.

2. Scope of personnel

The 2024 title review has begun!

(A) in the province's various enterprises and institutions engaged in professional and technical positions, as well as in the province's employment and entrepreneurship of freelance professional and technical personnel. Among them, the provincial personnel from outside Jiangxi must be in accordance with the "Interim Measures for the Confirmation of Professional and Technical Qualifications of Personnel from Outside the Province" (Gan Ren She Fa [2012] No. 31) for professional and technical qualifications confirmation before they can apply for a higher title in our province.

(B) not engaged in professional and technical work in enterprises and institutions in our province, but their personnel files in our province at all levels of employment and entrepreneurship public service departments (formerly the talent flow center) entrusted to professional and technical personnel.

(3) Professional and technical personnel from Hong Kong, Macao and Taiwan who are employed and started businesses in our province, as well as foreign talents who hold permanent residence permits for foreigners or residence permits for overseas high-level talents issued by our province.

Civil servants (including staff of public institutions managed with reference to the Civil Servants Law) and retirees must not participate in the evaluation of professional titles.

3. Application channels

The province's professional title declaration and review work uses the "Jiangxi Provincial Professional Title Declaration and Evaluation System" (website https://hr.jxhrss.gov.cn/zcxt). Applicants, employers, competent departments, human resources and social security departments and the jury must use the system to implement the whole process of professional title declaration, review, payment, review, issuance, inquiry and other business online processing.

(1) The professional and technical personnel of all enterprises and institutions (including non-public economic organizations and social organizations) (including non-staff and personnel agents of state-owned enterprises and institutions) generally voluntarily participate in the evaluation of professional titles in the place where the labor relations are located, and are not subject to household registration and archives. The unit account is created from top to bottom in accordance with the "Jiangxi Provincial Professional Title Application and Evaluation System Organization Creation Rules" (see Annex 2) (the created unit does not need to be created again).

(2) New forms of employment and freelance professional and technical personnel, in accordance with the principle of territoriality, by the county (city, district) title office is responsible for creating their personal accounts, directly to the county (city, district) title office to declare the title.

4. Eligibility

The 2024 title review has begun!

(1) In principle, each series (professional) of professional titles shall be implemented in accordance with the newly revised qualifications, and the specific results shall be subject to the annual declaration notice of the formation unit of each high assessment committee. At the same time, the competent departments of each series (professional) of professional titles should carry out a new round of revision and improvement of professional title declaration conditions in combination with the new situations and new problems found since the use of this round of professional title declaration conditions, which will be completed by the end of 2024 in principle.

(2) According to the "Jiangxi Provincial Professional and Technical Personnel Vocational Qualifications and Professional Titles Corresponding Catalogue" and the "Jiangxi Province International Vocational Qualifications Comparative Corresponding Title Catalogue (2022 Edition)", professional and technical personnel who have obtained the professional qualifications in the catalogue and meet the relevant requirements of the catalogue can apply for a higher professional title. In accordance with the relevant provisions, professional and technical personnel who have obtained the professional qualification of supervision engineer and hired the corresponding professional and technical positions can be recognized as having the title of engineer and can apply for a higher title. Where the state has new provisions on the professional qualifications of professional and technical personnel, the new provisions shall be implemented.

(3) The final calculation time of the applicant's academic qualifications, degrees, qualifications (qualifications, appointment time), working years, performance (including papers and treatises), etc., is December 31, 2023, and the time is calculated by year. Performance is calculated from the year in which the current qualification is obtained.

(4) Personnel who are engaged in professional and technical work from organs to enterprises and institutions shall declare their professional titles in accordance with the relevant provisions of the notice on issues related to the evaluation of professional and technical qualifications of professional and technical staff from organs to enterprises and institutions (Gan Ren She Fa [2016] No. 18), which will be engaged in professional and technical work for more than 12 months in enterprises and institutions The final calculation time is the end of June this year.

(5) Talents with outstanding contributions, returnees from studying abroad, personnel who have completed the period of aid to Xinjiang and foreign countries, and postdoctoral researchers and other special talents who apply for senior professional titles shall be implemented in accordance with the relevant provisions of our province.

(F) professional and technical personnel positions change, after the unit assessment qualified, can apply for cross-series transfer of the same level of professional titles, and according to the new series of declaration conditions to declare the title, the professional and technical personnel qualifications can be calculated according to the actual qualifications and appointment time before and after the transfer. The transfer personnel shall not apply for a higher professional title in the current year. Personnel who have not been transferred to the evaluation shall not apply for a higher professional title across series.

5. Relevant policies

(1) Intensify efforts to serve key industrial chains. Highlight the service of the province's "1269" action plan, make good use of the "baton" of professional title evaluation of characteristic industries, and guide relevant localities to carry out senior professional title review of characteristic industries such as electronic information, rare earth, copper processing, lithium battery, Internet of Things, virtual reality (VR), textile and garment, ceramic engineering, industrial ceramics, and modern furniture. Encourage relevant industrial clusters and industry authorities to apply for the establishment of specialty specialty in characteristic industries according to the development needs of characteristic industries, study and formulate the conditions for the declaration of professional titles in characteristic industries, organize and carry out special reviews, and promote the deep integration of innovation chain, industrial chain, capital chain, and talent chain through "one industry, one policy" and "one chain, one policy".

(2) Increase the strength of talents in service enterprises. Continue to optimize the business environment, increase policy publicity, all localities should organize and carry out professional title policies into the park, into the enterprise activities, guide and encourage the majority of enterprises professional and technical personnel to apply for professional titles. Conscientiously implement the "Several Opinions on Further Strengthening the Work of Professional and Technical Personnel in Enterprises" (Gan Ren She Fa [2019] No. 23), and continue to carry out the work of directly applying for and reviewing the titles of senior economists of senior management talents in enterprises. Encourage enterprises to establish an incentive mechanism for title promotion, and link the results of title evaluation with job promotion, performance, and remuneration. Encourage qualified localities to reward professional and technical personnel who have obtained senior professional titles.

(3) Further unblock the channels for the declaration of professional titles. Non-public economic organizations, social organizations, and professional and technical personnel in new forms of employment are not subject to restrictions such as personnel files and household registration, and shall report to the human resources and social security bureau of the county (city, district) where they are located in accordance with the principle of territoriality. The county (city, district) human resources and social security bureau may actively provide convenience for non-public economic organizations, social organizations, and professional and technical personnel in new forms of employment within its jurisdiction to apply for professional titles through on-site locations.

(4) Increase support for digital economy talents. Serve the province's digital economy to make the "No. 1 development project" better and stronger, further increase the training and supply of digital technology talents, and identify those who participate in the Jiangxi Provincial Digital Technology Engineer Cultivation Project and obtain primary and intermediate professional and technical grade certificates, and do not need to renew the title certificate;

(5) Expand and optimize the professional title evaluation profession. Focusing on the major strategies of the country and our province and the needs of economic and social development, the majors with good development momentum, large scale of employees and high demand for talents will be included in the scope of professional title evaluation in a timely manner. Three new professional title evaluation majors, including network security engineering, tourism economy, and technology brokerage, have been added. The Provincial Title Office will establish a professional directory for professional title evaluation and implement list-based management.

(6) Increase the decentralization of independent evaluation of professional titles. Support new R&D institutions such as national (national) key laboratories and provincial laboratories, as well as key enterprises and institutions such as national regional medical centers and "1269" action plan chain master enterprises, to apply for independent evaluation of senior professional titles. Encourage local human resources and social security departments to gradually promote key enterprises and institutions to carry out independent evaluation of intermediate professional titles in combination with local conditions, strengthen business guidance and supervision, and ensure that they can be put down, received, and used well.

(7) Conscientiously implement the title support policy. Implement the "Several Measures on Encouraging and Supporting Professional and Technical and Skilled Talents to Serve Rural Revitalization" (Gan Ren She Fa [2021] No. 32), and increase support for rural revitalization talents. Conscientiously implement the "Notice on Further Improving the Titles of Front-line Professional and Technical Personnel in the Prevention and Control of the New Coronary Pneumonia Epidemic" (Gan Ren She Zi [2020] No. 178), and implement the evaluation policy for the titles of front-line medical personnel in the fight against the epidemic. Encourage high-skilled talents to apply for a series of professional titles in engineering, agriculture, arts and crafts, cultural relics and museums, experimental technology, art, sports, and technical colleges and universities according to regulations, and break the "single-plank bridge" and "ceiling" in the career development of high-skilled talents.

(8) Standardize the work of recommending professional titles in public institutions. According to the "Opinions of the General Office of the Central Committee and the General Office of the State Council on Deepening the Reform of the Professional Title System" (Zhong Ban Fa [2016] No. 77), for public institutions that fully implement post management and the academic and technical level of professional and technical personnel is closely related to job responsibilities, the evaluation of professional titles should generally be carried out within the proportion of the post structure. For public institutions (including public institutions that have been independently assessed) where the sum of the current employees and the unhired personnel has exceeded the proportion of the approved structure, it is generally not allowed to organize the application and recommendation. If it is necessary to declare and recommend the need for career development, the declaration can be organized according to the number of approved declarations only after the consent of the relevant provincial competent departments and local human resources and social security departments and the approval of the provincial title office. All localities and departments will report to the provincial title office until May 20.

(9) Requirements for continuing education. All localities and departments should implement the "Jiangxi Provincial Professional and Technical Personnel Continuing Education Measures (Revision)" (Provincial Government Order No. 259), support and encourage professional and technical personnel to participate in continuing education activities, and gradually standardize the continuing education of professional and technical personnel. The requirements for continuing education hours in 2024 shall be separately clarified by the competent departments of each series (professional) in the annual declaration of professional titles according to the promotion of continuing education.

(10) Clarify the policy of extension of declaration. Strictly implement the "Regulations on Disciplinary Sanctions of the Communist Party of China" and other laws and regulations, and professional and technical personnel who have received Party discipline, government affairs, administrative sanctions, or criminal punishments for crimes, must not declare their professional titles in the year in which the punishment decision or criminal judgment is made, as well as during the period of punishment (influence period) or criminal punishment.

Sixth, the work requirements

(1) The applicant shall declare the title in good faith, log in to the "Jiangxi Provincial Professional Title Declaration and Evaluation System" within the specified time to fill in the declaration information, and scan and upload a clear electronic version of the certification materials as required, and sign the "Personal Commitment" online. If the social security participation information can be automatically extracted through data sharing, the declarant is no longer required to provide it. The declarant should upload personal materials clearly and accurately to avoid omission, misreporting, failure to put the designated location, exceeding the specified time limit, etc., and the resulting consequences shall be borne by the declarant. After the application materials are submitted to the jury, in principle, no supplementary materials will be made.

(2) The employer should adhere to the combination of evaluation and use-oriented, give full play to the positive incentive role of the title and the main role of the employer, evaluate the professional ethics, work performance and work performance of the applicants, strictly control the recommendation, and do not meet the application conditions shall not be recommended. Recommended plans should be formulated in accordance with the principles of scientific norms, fairness and fairness, and the recommended plans should be reported to the competent departments for the record. It is necessary to earnestly perform the procedures of review, publicity, and recommendation, and conduct no less than 5 working days of publicity and public exhibition within the unit for five aspects of the title policy, the number of positions and the number of recommended places, the recommendation plan, the application materials, and the recommendation results, and make a commitment to the review of the authenticity and effectiveness of the applicant's information materials for the recommendation of the unit's professional titles. After the review, the employer shall download and print the electronic review form of the personnel who have passed the review in a timely manner, and store it in the personal personnel file after printing.

(3) The competent department shall conscientiously perform the duties of audit and gatekeeping, increase the guidance of the professional title work of the subordinate units, carefully review the application recommendation materials, and focus on reviewing whether the applicants meet the conditions, whether the application materials are true and effective, whether the application information is accurate and complete, whether the application recommendation procedures are standardized, and whether the declaration series of majors is consistent with the position and the profession. For those who do not meet the declaration conditions or do not meet the declaration requirements, indicate that there are problems and return them in a timely manner; Before recommending and submitting, the competent department shall also publicize the information of the applicant in an appropriate manner, and the publicity time shall not be less than 5 working days. For the subordinate independent review units, the competent departments should strengthen business guidance and process supervision, urge the independent review units to carry out the review work in accordance with the regulations, and effectively improve the quality of the review.

(4) The evaluation committee shall carry out the evaluation work within the scope of its authority for approval and filing, formulate the evaluation plan, standardize the evaluation procedures, innovate the evaluation methods, and effectively improve the quality of the evaluation; implement the closed evaluation, implement the avoidance system, avoid external interference, and strictly keep all kinds of evaluation opinions confidential; adhere to democratic evaluation and independent evaluation, and fully respect the opinions of experts. The unit of the jury should conscientiously implement the guiding opinions on the reform of the relevant series of professional title systems of the state, combine the actual situation of our province, according to the characteristics of the industry and profession, adhere to the principle of morality first, adhere to the development of service, increase the intensity of "breaking the four only", and constantly improve the evaluation standards of professional titles; The office of the jury should conscientiously do a good job in organizing the evaluation, review the qualifications and performance materials one by one, sort out and summarize the effective performance and submit it to the jury; reasonably arrange the evaluation time to ensure that each judge has sufficient time to review and evaluate the materials; adhere to the system of random selection of judges, and notify the judges in strict accordance with the order of selection. The review plan of each high evaluation committee shall be submitted to the provincial title office for approval 5 working days before the review meeting, and the review results shall be publicized for 5 working days after the review is completed.

(5) The human resources and social security departments should further strengthen the supervision services during and after the event, standardize the review procedures, strengthen the supervision and restraint mechanism, and strengthen the organization and management, supervision and inspection and business guidance of the title review work. It is necessary to widely publicize various policies on professional titles, continuously improve the level of work and the quality of services, and actively provide high-quality services for the vast number of professional and technical personnel and employers. It is necessary to increase the management of the jury through special assessments, inspections and other means, increase the investigation and punishment of units and individuals who violate the professional title policy and work discipline, and severely crack down on fraud, favoritism, favoritism and other violations of discipline and rules in the application and evaluation work, and implement disciplinary measures such as circulating criticism, disqualification, recording integrity files, announcing invalid results, suspending or even retracting the right to evaluate professional titles in accordance with relevant regulations.

The work of professional titles is highly policy-oriented, involves a wide range of areas, and has a great social impact. All localities and departments should strengthen organization and leadership, carefully organize and implement, standardize process management, take the initiative to accept the supervision of discipline inspection and supervision departments and all sectors of society, and complete all tasks strictly before the time node, so as to ensure the smooth progress and successful completion of this year's title review work, and effectively maintain the seriousness and credibility of the title work.

Matters not covered in this notice shall be strictly implemented in accordance with the relevant policies and regulations of the national and provincial title evaluation.
