Shandong Province promotes large-scale equipment renewal and consumer goods trade-in implementation plan

In order to thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council on promoting large-scale equipment renewal and consumer goods trade-in, and implement the requirements of the "Notice of the State Council on Printing and Distributing the Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in" (Guo Fa [2024] No. 7), this implementation plan is formulated in combination with the actual situation in Shandong.

1. General requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, coordinate the expansion of domestic demand and deepen supply-side structural reforms, promote the "Three Ten" action plan in depth, strive to improve the level of equipment in key areas, smooth the upgrading chain of consumer goods, expand potential consumption and effective investment, accelerate the development of new quality productivity, and help the construction of the province's green, low-carbon and high-quality development pilot zone to a new level.

By 2025, the proportion of production capacity in key industrial areas that have reached the benchmark level of energy efficiency will reach 35%, the number of new energy vehicles will reach more than 3 million, and the non-operating diesel trucks of China III and below will be basically eliminated, the standard recycling and dismantling of scrapped vehicles will reach 600,000, the ratio of second-hand car transactions to new car sales will reach 0.8:1, and the recycling of waste household appliances will increase by 15% compared with 2023.

By 2027, the scale of equipment investment in industry, agriculture, construction, transportation, education, cultural tourism, medical care and other fields will increase by more than 28% compared with 2023; The recycling volume of end-of-life vehicles will about double compared to 2023, the transaction volume of used cars will increase by 45% compared to 2023, and the recycling volume of waste household appliances will increase by 30% compared to 2023.

Second, the implementation of high-level industrial technological transformation projects

(1) Promote the high-end of the industry. Focusing on key industries such as metallurgy, chemical industry, light industry, building materials, textiles and garments, machinery, etc., "one industry and one policy" formulates plans for the transformation and upgrading of traditional industries, and upgrades advanced equipment with high technology, high efficiency and high reliability. Explore the establishment of public service platforms such as technological transformation service centers, and cultivate and introduce a number of professional equipment renewal service providers. (2) Promote the intelligent transformation of the industry. Implement the digital transformation of the manufacturing industry, promote the application of intelligent manufacturing equipment and software, cultivate a number of "digital pilot" enterprises and 5G factories at different levels, and promote intelligent transformation and digital transformation to networking. Carry out the "Gongfu Shandong" action to accelerate the construction and popularization of the industrial Internet. (3) Promote the green transformation of the industry. Strictly implement mandatory standards such as energy consumption, emissions, and safety and the requirements of the equipment elimination catalog, and accelerate the elimination and renewal of old devices that do not meet energy consumption and emission standards and have large safety risks. Actively promote advanced and applicable energy-saving and carbon-reduction technologies and equipment, and carry out leading actions such as water efficiency and energy efficiency. Strengthen the construction of eco-industrial parks. Build a number of industrial metrology and testing centers. By 2025, a total of 500 green factories and 50 green industrial parks at or above the provincial level will be built. 3. Implement multi-field equipment renewal projects

(4) Support the upgrading of agricultural machinery and equipment. We will continue to implement the subsidy policy for scrapping and updating agricultural machinery, formulate a new round of subsidy policies for the purchase and application of agricultural machinery, promote the use of intelligent terminals and the application of intelligent operation modes, and deepen the promotion and application of the Beidou system in agricultural production. By 2025, the comprehensive mechanization rate of crop cultivation and harvesting will reach more than 92%. Accelerate the infrastructure construction of grain drying facilities, coordinate the transformation and upgrading of existing drying facilities and equipment, eliminate coal-fired grain drying equipment, and promote the renewal and transformation of coal-fired heat sources for grain drying. (5) Promote the transformation of transportation equipment. When the concrete mixer truck is encouraged, the use of new energy vehicles is preferred. Accelerate the phase-out of non-operating diesel trucks with emission standards of China III and below. Encourage and support the early scrapping and renewal of old transport ships with high energy consumption and high emissions, and support the development of new energy and clean energy powered ships such as electric and LNG. Support the transformation of power receiving facilities for shore power systems of inland waterway transport ships of more than 600 gross tons. (6) Accelerate the renewal of facilities in the field of housing and construction. Adhere to the "green and low-carbon, intrinsically safe, and livable for the people", formulate and implement the equipment renewal work plan in the field of construction and municipal infrastructure. Continue to promote the installation of elevators in existing residences, and speed up the renewal of old residential elevators that do not meet the current product standards and have high safety risks. Promote the transformation of heat metering in an orderly manner, and continue to promote the renewal and transformation of heating facilities and equipment. Focusing on exterior wall insulation, doors and windows, heating devices, etc., we will promote energy-saving renovation of existing buildings. Actively promote the upgrading and transformation of public water supply plants and pressurized storage and water supply facilities and equipment, and speed up the shortcomings and strengths and weaknesses of urban domestic sewage and environmental sanitation facilities and equipment. By 2025, the upgrading and renovation rate of urban sewage treatment plants will reach 60%. Accelerate the transformation of aging pipelines such as gas, strengthen the construction of urban drainage and flood prevention systems, and complete the intelligent sensing equipment of urban lifeline projects such as underground pipe networks, bridges and tunnels, and manhole covers. (7) Improve the level of educational, cultural and tourism facilities. Strictly implement the standards for the allocation of discipline teaching equipment, and promptly update the old equipment that does not meet the needs. Promote the upgrading and transformation of ropeways, cable cars, rail slides, amusement equipment, performing arts equipment, broadcasting equipment, film and television equipment, publishing and printing equipment, etc., promote the renewal and purchase of tourism equipment such as RVs, cruise ships, yachts, and tourist vehicles, as well as new forms of digital cultural equipment, and accelerate the intelligent upgrading of cultural, sports and tourism public service venues and facilities. (8) Enhance the capacity of medical and health services. Strengthen the construction of a high-quality and efficient medical and health service system, promote the iterative upgrading of medical and health institutions' equipment and information facilities, and encourage qualified medical institutions to accelerate the renewal and transformation of medical equipment such as medical imaging, radiation therapy, remote diagnosis and treatment, and surgical robots. Promote the renovation and upgrading of wards in medical institutions, and make up for the shortcomings of the ward environment and facilities. Fourth, the implementation of consumer goods trade-in project

(9) Carry out car trade-in. Formulate and implement the implementation plan for car trade-in. Promote the renewal and application of new energy vehicles in government procurement of official vehicles, and support the replacement of old new energy buses and power batteries. More than 60 new energy vehicle promotion activities are held every year, of which no less than 30 are sold in the countryside. Eliminate old cars that meet mandatory scrapping standards in accordance with laws and regulations. (10) Carry out the trade-in of household appliances. Formulate and implement the implementation plan for the trade-in of household appliances. Relying on the "Shandong Household Appliance Consumption Festival", we will carry out green and intelligent household appliance consumption promotion activities, and encourage household appliance production and sales enterprises to carry out various promotional activities such as trade-in. Encourage all localities to adopt government support, enterprise concessions, etc., to organize intelligent electronics production and sales enterprises to carry out promotional activities. (11) Carry out the replacement of consumer goods for home improvement. Encourage home improvement production and circulation enterprises to adopt concessions, subsidies and other ways to support the renovation of old houses, kitchens and bathrooms and other local upgrades and home renovation for the elderly, and support the installation of flame-out protection devices or trade-in for gas cookers without flame-out protection functions in catering establishments. Fifth, the implementation of high-quality supply upgrade projects

(12) Strive to increase the proportion of advanced production capacity. Focus on advantageous industries such as industrial machine tools, construction machinery, agricultural machinery and equipment, and emerging industries such as medical equipment, industrial robots, energy-saving and environmental protection equipment, strengthen the innovation and iteration of new technologies and new products, and enhance the supply capacity of high-end products. Organize key equipment supply and demand matchmaking meetings. By 2025, the operating income of the equipment manufacturing industry will reach about 3 trillion yuan, and high-end equipment will account for about 50% of the equipment manufacturing industry. Accelerate the implementation of the "5567" upgrading project of the new energy vehicle industry chain, consolidate the leading position of commercial vehicles, and create new competitive advantages for passenger vehicles. Give full play to the advantages of a large province in the production of household appliances, guide home appliance enterprises to focus on green, intelligent, and suitable for the elderly, and launch more marketable products. By 2025, the production capacity of new energy vehicles will reach 1 million. (14) Strive to enhance industrial innovation capabilities. Focus on the "stuck neck" problem that plagues the transformation and upgrading of traditional industries, carry out key core technology research on major equipment, and improve the high-end, intelligent and green level of equipment. In the field of advanced manufacturing, we will lay out and build a number of pilot bases for the transformation of scientific and technological achievements, provide pilot maturation services for scientific research achievements, and effectively open up the "last mile" for the transformation of scientific and technological innovation achievements to the market. (15) Strive to improve product quality and brand. We will continue to promote the construction of "Good Product Shandong", and select about 40 "Good Product Shandong" brand products in the manufacturing field and about 100 "Made in Shandong Qilu Boutique" for centralized publicity every year. Give full play to the advantages of industrial product agglomeration on the platform of "Made in Shandong Cloud Exhibition Hall", and introduce a number of good equipment that meets national standards to the whole country. Sixth, the implementation of high-efficiency recycling projects

(16) Improve the recycling system of waste materials. Coordinate and promote the "integration of two networks" between waste materials recycling outlets and domestic waste sorting outlets. Actively promote the "Internet + recycling" model, support the production and sales of durable consumer goods enterprises to build a reverse logistics system, or cooperate with professional recycling enterprises to achieve online and offline collaboration. Carry out the construction of "public warehouses" in administrative institutions, and recycle office equipment and office furniture that can continue to be used after maintenance by borrowing, allocating, and renting. (17) Improve the level of disposal of waste materials. We will further promote the construction of a recycling and treatment system for waste household appliances and furniture, support social capital investment in the construction of recycling and reuse projects for waste household appliances and furniture, and provide financial support to eligible projects. (18) Support the circulation and trading of second-hand goods. Optimize the management of second-hand car transaction registration, activate the second-hand car market, and make every effort to expand the second-hand car export business for key markets such as Central Asia and ASEAN. (19) Accelerate the development of equipment remanufacturing industry. We will further promote the remanufacturing of traditional equipment such as auto parts, construction machinery, and machine tools, and explore the remanufacturing of high-end equipment in emerging fields such as wind power and photovoltaics. Accelerate the research and development of residual life assessment technology for wind power, photovoltaic, power batteries and other products and equipment, and orderly promote the cascade utilization of product equipment and key components. Promote the application of non-destructive testing, additive manufacturing, flexible processing and other technical processes. (20) Promote high-level recycling of resources. 8. Safeguard measures

(26) Strengthen organizational leadership. Promote party and government organs, education, medical and other public institutions to compulsorily or give priority to the procurement of green products in accordance with regulations. Reward and subsidize projects that lead the formulation and revision of high-level energy consumption, emissions, technology and other related standards. Strengthen the financial guarantee for the construction of ecological environment monitoring networks. (28) Implement preferential tax policies. Accurately and efficiently implement the structural tax reduction and fee reduction policies, increase the implementation of preferential policies such as accelerated depreciation of equipment and appliances purchased by enterprises, and investment credits for the purchase of special equipment such as environmental protection, energy conservation and water saving, and safe production. Promote the practice of "reverse invoicing" by resource recycling enterprises to sellers of scrapped products by natural persons. Continue to carry out the "Spring Breeze Action to Facilitate Taxation for the People", and do a good job in all-round publicity and guidance for the issuance of invoices and tax declarations for enterprises with comprehensive utilization of resources. (29) Strengthen financial service support. Make good use of the re-lending policy tools to guide financial institutions to strengthen support for equipment renewal and technological transformation. Promote financial institutions to effectively connect with manufacturing enterprises, and increase the provision of medium and long-term loans in the manufacturing industry. Guide financial institutions to continue to connect with carbon finance, environmental protection finance and other project libraries, and strengthen financial support for the production, service and consumption of green and smart home appliances. Under the premise of compliance with laws and regulations and controllable risks, banking institutions are encouraged to appropriately reduce the down payment ratio of passenger car loans, and reasonably determine the term and credit limit of automobile loans. Under the premise of conforming to the land and spatial planning and not changing the use, the existing industrial enterprises will improve the land utilization rate and increase the floor area ratio through the increase of plant buildings, the transformation of factory areas, and the consolidation of internal land, and will no longer increase the land price. In the territorial spatial planning at all levels, the demand for public facilities such as sanitation facilities should be considered as a whole, and the land for public facilities such as sanitation facilities should be rationally arranged.
