In order to effectively strengthen the control of wild fire sources and protect the safety of people's lives and property, according to the "Fire Protection Law of the People's Republic of China" and the "Notice on Forwarding the Public Security Department of the Autonomous Region<新疆维吾尔自治区大风天气消防安全管理规定>" (Xinzheng Banfa [2017]) No. 5) and other laws and regulations, after the study of the Yanqi County People's Government, it has been decided to implement a ban on outdoor open flames in the county from now on, and the relevant matters are hereby notified as follows:
1. Fire ban time
December 1 of each year to May 31 of the following year (including January 1 to May 31 of the current year)
2. No fire area
Social units in Yanqi County, townships and towns, village residential gathering areas, vegetable greenhouses, farmland, alkali drainage canals, forest belts, mountainous areas, grasslands, shantytowns, urban-rural junctions and residential communities with low fire resistance levels;
Warehouses, storage yards and other places where combustibles such as cotton, timber, reeds, and grain are concentrated are prohibited from using open flames during this period.
3. Fire ban requirements
(1) It is strictly forbidden to burn wasteland, crop straw, farmland mulch film and garbage in and around the farmland shelterbelt belt.
(2) It is strictly forbidden to use open flames to burn paper money and incense candles in places other than cemeteries and cemeteries;
(3) It is strictly forbidden to cook, roast, carry fire and flammable materials and other behaviors that can easily cause fires in the wild.
(4) It is strictly forbidden to burn branches, poplar catkins, catkins, weeds or discard cigarette butts and other combustible and flammable materials in vegetable greenhouses, farmland, alkali drainage canals, and forest belts.
(5) It is strictly forbidden to dump stove ashes and discard cigarette butts at will.
(6) It is strictly forbidden to burn poplar catkins and catkins.
(7) It is strictly forbidden to use open flames near flammable and explosive places.
(8) It is strictly forbidden to use firewood, charcoal, coal, etc. as fuel for domestic and business use in and around places prone to fire, such as bazaars, shopping malls, and places of public entertainment.
(9) It is strictly forbidden for outsiders to bring fire into the reed area (reed field), and it is strictly forbidden to burn wasteland, burn field straw, plastic film and garbage and other fires cleaned in the environmental remediation around 150 meters of the reed area (reed field).
(10) In other places where the use of open flames is expressly prohibited, fire ban measures should be strictly implemented.
4. Legal Liability
(A) in violation of the provisions of this order units and individuals, will be in accordance with the People's Republic of China Fire Protection Law and the People's Republic of China Public Security Administration Punishment Law to give corresponding administrative penalties. where a crime is constituted, it shall be transferred to the judicial organs for investigation of criminal responsibility in accordance with law. Where they are public employees, they are to be held accountable for party and government discipline in accordance with relevant provisions. Families with the elderly, children, mentally ill and other high-risk persons for fire prevention should be effectively supervised by guardians, and if a fire is caused due to poor management, the guardian shall bear the corresponding legal responsibility.
(2) When any unit or individual discovers a fire hazard or fire, it shall immediately report to the local people's government, public security organ or fire rescue brigade.
(3) The fire ban order of the Yanqi County People's Government shall be implemented from the date of issuance and shall be valid for five years.
