Due to work needs, with the consent of the editorial board of the county party committee, the people's government of Guangang Town openly recruits 2 non-staff personnel for household registration personnel (including permanent residents) in the administrative area of the town, and the relevant matters are hereby announced as follows:

3. Recruitment conditions

(1) The recruiter must meet the following conditions

1. Have the nationality of the People's Republic of China, support the leadership of the Communist Party of China, and abide by the Constitution, laws and regulations of the People's Republic of China;

2. Have good conduct, decent style, strong sense of responsibility, and have certain organizational and coordination skills;

3. Be in good health and have the physical conditions to perform work duties normally;

4. Have the required major, education, age and other conditions for the recruitment position (35 years old and below refers to those born after April 1988 (inclusive), 40 years old and below refers to those born after April 1983 (inclusive), and 45 years old and below refers to those born after April 1978 (inclusive));

5. No illegal crimes and bad records;

(2) Those who have any of the following circumstances shall not apply for the examination

1. Active-duty military personnel;

2. Personnel who do not meet the recruitment conditions of the post;

3. Non-fresh graduates of colleges and universities;

4. Persons who have previously received criminal punishment for crimes, persons who have been dismissed from public office, persons who have not yet completed the period for receiving Party or government disciplinary sanctions, or persons who are under disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation and have not yet reached a conclusion;

5. Persons with serious negative personal credit records;

6. Persons who have been identified by the human resources and social security department as having disciplinary violations in the examination and are within the suspension period;

7. Personnel who are not suitable for recruitment positions according to laws and regulations.

4. Recruitment procedures and requirements

Under the guidance and supervision of the County Human Resources and Social Security Bureau, the People's Government of Guangang Town is responsible for organizing and implementing this open recruitment.

(1) Information release

The recruitment information is published on the website (https://www.dongzhi.gov.cn/) of the People's Government of Dongzhi County.

(2) Registration and qualification review

1. Registration time: April 12, 2024 - April 14, 2024 8:00-12:00 a.m., 2:30-5:30 p.m., overdue will not be accepted.

2. Registration location: Party Construction Office of Guangang Town

3. Materials required for registration:

(1) The original and photocopy of the applicant's ID card or household registration booklet and the certificate of permanent residence.

(2) Original and photocopy of academic certificate.

(3) 3 recent 2-inch color photos with the same bottom.

(4) Fill in the "Registration Qualification Review Form" on site.

Candidates must provide true and valid personal information and related materials. Those who provide false information or falsify relevant materials will be personally responsible for the consequences and will be disqualified from applying for the examination.

4. Qualification review: After the registration is over, the county human resources and social security bureau, together with the county party committee and the discipline inspection team, will jointly review the qualifications of the applicants. In principle, the ratio of the number of applicants for the recruitment position to the number of recruitment plans shall not be less than 3:1, and if the prescribed ratio is not reached, the test score must reach 70 points before entering the next link.

For those who have passed the qualification examination, the Guangang Town Government Office will notify them to receive the admission ticket, and those who do not receive the admission ticket within the time limit or do not take the examination on time will be automatically abandoned.

(3) Examinations

In principle, the number of applicants for the same position exceeds 30, and the written test will be conducted first and then the interview will be entered according to 1:3, and the written test results will not be included in the total score.

The interview adopts a structured interview, which mainly examines the candidates' comprehensive analysis and problem-solving ability, organization, management and coordination ability, adaptability, language expression ability, appearance and temperament and other necessary qualities and potentials suitable for the recruitment position. The interview is scored out of 100 points.

The results of the interview will be published on the website of the People's Government of Dongzhi County.

(4) Physical examination and inspection

1. Physical examination: according to the number of job recruitment plans 1:1 ratio to determine the candidates for physical examination, if the candidates have the same interview scores, they will enter the physical examination procedure by the employer to comprehensively evaluate and select the best hiring.

The physical examination work shall be organized and implemented by the county human resources and social security bureau. The physical examination work refers to the notice of the Provincial Department of Human Resources and Social Security, the Provincial Health and Family Planning Commission, and the Provincial Civil Service Bureau on Forwarding the General Standards for Physical Examination of < Civil Servants (Trial) >and the < Civil Servant Recruitment Operation Manual (Trial) > of the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, and the Provincial Civil Service Bureau (Wanren Shefa [2017] No. 10) and in accordance with the Provincial Party Committee Organization Department, the Provincial Human Resources and Social Security Department, and the Provincial Health Department. Notice on Further Standardizing the Physical Examination of Public Recruitment Personnel in Public Institutions in the Province (Anhui Human Social Secretary [2013] No. 208) and other provisions shall be implemented. The cost of the medical examination shall be borne by the applicant.

2. Inspection: The inspection work is organized and implemented by Guangang Town, and according to the requirements of the position to be hired, a variety of forms are adopted to fully understand the situation of the subject in terms of political ideology, moral quality, ability and quality, law-abiding, integrity and self-discipline, job matching, etc., as well as the performance of the study work and the application period, and at the same time verify whether the subject meets the prescribed qualifications for the examination, and whether the application information and related materials provided are true and accurate.

In accordance with the spirit of the "Implementation Opinions on Accelerating the Establishment of Credit Supervision, Warning, and Punishment Mechanisms for Judgment Defaulters" (Wan Ban Fa [2017] No. 24) and other documents, if the subject of the investigation is still a judgment defaulter at the end of the inspection, the inspection link will not be qualified.

Vacancies caused by giving up physical examinations or inspections or failing to pass physical examinations or inspections shall be filled once in turn according to the interview results.

(5) Publicity

After the inspection, the personnel to be hired will be publicized, and the publicity time will be 7 days, and the publicity will enter the probationary period without objection.

5. Employment and treatment

The personnel to be hired shall be subject to a probationary period of 3 months. After the expiration of the probationary period, in accordance with the relevant provisions of the "Labor Contract Law of the People's Republic of China" and the "Notice Issued by the Office of the Dongzhi County Party Committee of the Communist Party of China and the Office of the Dongzhi County People's Government" <关于进一步规范机关事业单位编外聘用人员管理的实施意见>(Dongban [2023] No. 23), the People's Government of Guangang Town shall sign a labor contract with the hired personnel, and the work service period (including the probation period) shall be signed for the first time for 3 years.

6. Related matters

(1) The personnel to be hired shall go through the registration procedures at the Guangang Town Government within the specified time as required, and if they do not report within the specified time, they will be deemed to have automatically given up their employment qualifications.

If the person to be hired has a contractual relationship with the original employer, he or she shall terminate the labor contract relationship with the original employer within the specified time, otherwise all the consequences arising therefrom shall be borne by himself/herself.

(2) The qualification review runs through the whole process of recruitment, and if the applicant is found to have violated discipline and regulations, incomplete materials, provided false information or the applicant's conditions do not meet the requirements of the recruitment position in any link in the recruitment process, the applicant shall be disqualified or dismissed at any time. The applicant shall be responsible for any consequences arising therefrom.
