In 2019, the National Forestry and Grassland Administration issued Announcement No. 21 to amend the content of the above document, in which "the use of natural musk for the production of goods other than medicinal purposes is prohibited, and the management of natural musk pharmaceuticals using stocks and artificially bred sources is strengthened" remains unchanged. It also clarifies that even if a qualified pharmaceutical company "needs to use natural musk from stock or artificially bred sources for the production of important drugs", it must also submit an application stating the type of drug, the production plan, and the quantity and source of natural musk needed, and review and approve it in accordance with the procedures.
"It is not excluded that some people can illegally get natural musk, but the price of natural musk is more expensive than gold. According to the law, if a business operator makes false or misleading publicity about goods or services, in addition to bearing the corresponding civil liability, it will also face administrative penalties from the regulatory authorities.
