He is currently the chairman of the Shenzhen Low-altitude Economy Expert Committee, the founding chairman of the Guangdong-Hong Kong-Macao Greater Bay Area Digital Economy Research Institute (IDEA), and the chairman of the Council of the Hong Kong University of Science and Technology. The Guangdong-Hong Kong-Macao Greater Bay Area Institute of Digital Economy is an international innovative research institution dedicated to cutting-edge research and industrial implementation in the field of artificial intelligence and digital economy.

In order to promote the development of low-altitude economy, Luohu has laid out "five ones", that is, "an implementation plan, a support policy, a service center, a group standard, and a number of application scenarios". For example, the district has established the city's first low-altitude economic industry service center, led the compilation of the China Communications and Transportation Association group standard "Technical Requirements for the Transportation of Multi-rotor UAV Medical Supplies", and held a national UAV racing event.

Luohu will implement eight major actions, including the introduction and cultivation of market entities, the consolidation of low-altitude infrastructure, the construction of low-altitude consumption centers, the leading of Shenzhen-Hong Kong cross-border flights, the demonstration of low-altitude passenger and cargo transportation, the improvement of low-altitude urban governance, the improvement of innovation and development energy level, and the coordinated development of industrial support, to encourage the integrated development of traditional advantageous industries and low-altitude economy, build a low-altitude economic industrial system driven by "scene + industry", and create a low-altitude economic, commercial, cultural, and innovative application development zone.

Luohu's "Ten Measures for Low-altitude Economy" have distinctive characteristics and are full of sincerity, focusing on two aspects: scene application demonstration and infrastructure construction. Take out "real money" to support the development of low-altitude manned sightseeing, low-altitude logistics and distribution, drone racing events, low-altitude infrastructure construction and other business formats.

For example, support for low-altitude sightseeing route projects: for enterprises that open low-altitude manned sightseeing routes (at least one starting or ending point is in Luohu District and the flight duration is more than 5 minutes), if they sell tickets through public channels and actually fly, they will be given a subsidy of 20,000 yuan for every 100 people, with a maximum of 3 million yuan.

In terms of air traffic, for enterprises that open eVTOL air traffic routes (at least one starting or ending point is in Luohu), if they sell tickets through public channels and actually fly, they will be subsidized according to the number of flights according to different flight distances, with a maximum of 5 million yuan.

In terms of low-altitude logistics and distribution, if a new low-altitude aircraft take-off and landing point and supporting facilities are built or rebuilt in Luohu District and conform to the relevant planning of the city and district, a subsidy will be given according to the type and conditions of the take-off and landing point, with a maximum of 5 million yuan.

In terms of infrastructure construction, if a new or renovated low-altitude aircraft take-off and landing point and supporting facilities are built or rebuilt in Luohu District and comply with the relevant plans of the city and district, a subsidy of up to 5 million yuan will be given according to the type and conditions of the take-off and landing point.

In addition, the holding of "low-altitude + business, tourism and culture" theme activities, drone racing events, the establishment of low-altitude exhibition centers, the holding of low-altitude economic exhibitions, the development of low-altitude insurance products, etc., will also receive corresponding support.

The development of new quality productivity is an intrinsic requirement and an important focus for promoting high-quality development. Luohu actively lays out new high-quality productivity and new tracks, and accelerates the development of low-altitude new scene applications.

In terms of low-altitude sightseeing, the recently opened Wutong Mountain Community North and Wutong Mountain Haohanpo two urban low-altitude transportation (sightseeing) operation centers, has opened 4 sightseeing routes, and will open two emergency rescue routes from the top of Wutong Mountain to Wangtong Camp and the city's emergency hospital in the future, which are used for air tours in the peak season and scenic spot inspections, forest fire prevention, transportation connections and even emergency rescue in the off-season, so as to better expand the multi-field application scenarios of low-altitude flight and create a new benchmark of "low-altitude tourism + urban governance".

In terms of low-altitude applications, Luohu has opened Shenzhen's first low-altitude transportation route for gold and jewelry, with a maximum distance of 12.6 kilometers and a distance of 12 minutes. This route mainly completes the "shop-factory interconnection" of Shuibei Area, Telibixin Industrial Zone and Li Lang International Jewelry Industrial Park, alleviates the traffic pressure in the area by asking for space from the "sky", reduces traffic management costs, improves the traffic efficiency of the area, builds a three-dimensional urban transportation network, and further refines the logistics division of the supply chain of the gold and jewelry industry, so as to promote the standardized and large-scale development of the industry.
