Announcement on the inclusion of six substances, including methyl 3-oxo-2-phenylbutyrate, in the management of precursor chemicals

CCTV news: According to the website of the Ministry of Public Security, with the approval of the State Council, methyl 3-oxo-2-phenylbutyrate, 3-oxo-2-phenylbutamide, 2-methyl-3-[3,4-(methylenedioxy)phenyl] glycidyl acid, 2-methyl-3-[3,4-(methylenedioxy)phenyl] carboceid glycidyl acid, phenylacetonitrile and γ-butylide have been included in the "Regulations on the Administration of Precursor Chemicals" (hereinafter referred to as the "Regulations") Appendix to the "Classification and Variety Catalogue of Precursor Chemicals". The relevant management matters are hereby announced as follows:

I. Management of methyl 3-oxo-2-phenylbutyrate, methyl 3-oxo-2-phenylbutamide, 2-methyl-3-[3,4-(methylenedioxy)phenyl] glycidyl acid and methyl-3-[3,4-(methylenedioxy)phenyl]glycidyl acid

Methyl 3-oxo-2-phenylbutyrate, also known as methyl α-acetylphenylacetate, methyl α-phenylacetoacetate, abbreviated as MAPA, CAS number 16648-44-5, HS code 29183000.21; 3-oxo-2-phenylbutamide, also known as α-acetylphenylacetamide, α-acetylaniline, abbreviated as APAA, CAS number 4433-77-6, HS code 29242990.61;2-methyl-3-[3,4-( Methylenedioxy)phenyl] glycidic acid is also known as 3,4-methylenedioxyphenyl-2-acetone glycidyl acid, CAS number 2167189-50-4, HS code 2932990.93; These four substances are managed in accordance with the second class of precursor chemicals in the Appendix to the Regulations, and their production, operation, purchase, transportation and import and export activities implement the relevant provisions of non-pharmaceutical precursor chemicals.

II. Management of phenylacetonitrile and γ-butyrolactone

Phenylacetonitrile, CAS No. 140-29-4, HS-29269090.81, γ-butyrolactone CAS No. 96-48-0, HS Code 29322090.31. These two substances are managed in accordance with the third class of precursor chemicals in the Schedule III of the Regulations, and their production, operation, purchase, transportation and import and export activities implement the relevant provisions of non-pharmaceutical precursor chemicals.

This Announcement shall come into force on 20 September 2021.
