The procuratorate believes that the defendants Zhang, Peng, and Liu forged state organ documents, the facts of the crime are clear, and the evidence is credible and sufficient, and the defendants Zhang, Peng, and Liu should be pursued for criminal responsibility for the crime of forging state organ documents. Defendants Zhang, Peng, and Liu admit guilt and accept punishment, and may be given a lenient disposition on the basis of article 15 of the "Criminal Procedure Law of the People's Republic of China".
