For example, Ningpu Avenue was not completed in its entirety, mainly because the road construction of the Huangpu section was affected by procedures such as land use and tree relocation, and the progress was relatively slow. In order to put forward a qualified "people's proposal", it is necessary to have an accurate grasp of the problem and in-depth thinking about the countermeasures, which requires painstaking efforts, so not all "people's proposals" can be adopted.
