Second, the subsidy object
Persons with employment difficulties who have paid the basic endowment insurance premiums and basic medical insurance premiums for 2023 at social insurance agencies at all levels in our city as flexible employment personnel and have been registered as unemployed, identified as persons with employment difficulties, and registered for flexible employment, as well as college graduates who have not been employed within 2 years after leaving school.
Persons with employment difficulties refer to the following persons who are of working age, have household registration in our province and have been registered as unemployed:
1. Older urban residents who are over 50 years old for men and 40 years old for women;
2. Urban and rural residents holding the second-generation Certificate of Persons with Disabilities of the People's Republic of China;
3. Urban and rural minimum livelihood security recipients;
4. Persons who have been unemployed for more than one year (among them, rural migrant workers must have participated in unemployment insurance);
5. Rural newly expropriated farmers in urban planning areas, i.e., registered agricultural populations in urban planning areas whose per capita remaining cultivated land area is less than 30% of the per capita cultivated land area of the agricultural population in the county (city, district) where they are located after the government has expropriated rural collective cultivated land in accordance with the law, and who enjoy the right to contract rural collective cultivated land at the time of land acquisition;
6. Persons aged 40 or above for males and 30 years of age for females in rural areas who practice family planning with only one child or two women;
7. Labor force out of poverty (labor force from poor families who were originally registered and registered).
The following persons are not entitled to social insurance subsidies
1. Persons who enjoy unemployment insurance benefits (including unemployment benefits, unemployment subsidies, medical insurance benefits paid by unemployment insurance, etc.);
2. Persons who have enjoyed social security subsidies at all levels of the city's disabled persons' federations in the same year;
3. Persons who have enjoyed basic pension insurance benefits in accordance with the law or have reached the statutory retirement age (60 years old for men, 50 years old for female workers, and 55 years old for female cadres);
4. Personnel who have been hired or recruited by various employers, and personnel who have established enterprises or private non-enterprises;
5. Persons who have paid social insurance premiums for the previous year in the current year;
6. Persons included in the list of untrustworthy persons in the year of the subsidy;
7. Village (community) cadres who are the backbone of the two committees of the village (community) and have stable employment and stable wage income;
8. Heads of individual industrial and commercial households, legal representatives of enterprises (units), and persons holding shareholders, supervisors, directors and other major positions of enterprises;
9. Persons enrolled in school, subject to military service, persons emigrating abroad, persons who have completely lost the ability to work, persons sentenced to prison for execution, persons who have died, and persons who have provided false materials;
10. Persons who have not passed the review of the provincial and municipal identification systems for persons with employment difficulties.
3. Social insurance subsidy standards
According to the provisions of the city's employment subsidy fund management measures, in accordance with the principle of "pay first and make up later", social insurance subsidies will be given to eligible personnel according to 1/2 of the actual payment amount of basic endowment insurance and basic medical insurance.
4. Duration of social insurance subsidies
1. The month of enjoying the subsidy shall be calculated from the month in which the person with employment difficulties is registered for flexible employment, and at the same time pays the basic pension insurance premium and basic medical insurance premium in his or her personal capacity.
2. In principle, the cumulative number of months of subsidy shall not exceed 36 months. When the first time to enjoy the subsidy is less than 5 years from the statutory retirement age (subject to the age at the time of the initial approval of the social insurance subsidy), the cumulative number of months of social security subsidy shall not exceed 5 years.
3. The basic endowment insurance premium and medical insurance premium subsidy can be enjoyed for a combined number of months, that is, if only one or two of the basic endowment insurance premiums and medical insurance premium subsidies are applied for at the same time, they will be included in the calculation of the number of months of subsidy application.
4. College graduates who have not been employed within 2 years of leaving school and pay basic endowment insurance premiums and medical insurance premiums at all levels of endowment insurance and medical insurance agencies after flexible employment shall enjoy social insurance subsidies for a period of no more than 2 years.

The application object can apply online through the mobile terminal of "Longyan All-in-one Card, e-Longyan" or through WeChat to follow the "Longyan People's Society All-in-one Card WeChat Public Account, e Longyan WeChat Public Account".
6. Publicity and allocation of subsidy funds
(1) The list of approved personnel and the amount of subsidies shall be publicized on the websites of the human resources and social security departments at all levels by public employment and talent service institutions at all levels, and the publicity time shall not be less than 7 days.
(2) After the announcement has no objection, in accordance with the relevant provisions of the county (city, district) human resources and social security departments in a timely manner for review and approval, the subsidy funds are in place and transferred to the applicant's social security card account with financial service functions.
