On the afternoon of March 28, the launching ceremony of the 2024 Rule of Law Observation Action for the Construction of Child-Friendly Cities in Changning District and the theme moot court activity of "Suhe Xiaoning Mingde Shangfa" were held in the Shangfa Building of Huazheng High School. Middle school students put on legal robes and become judges, "immersively" experience the courtroom, and feel the solemnity and sacredness of the law "zero distance".
"Now the presiding judge and judges are invited to enter the courtroom, and all stand up and ......" With the "clerk" reading out the trial rules and trial discipline, a "mock court" with the theme of "practicing the national policy of gender equality and sowing the seeds of rule of law for children" kicked off. After the professional guidance of the judges of the Juvenile and Family Cases Comprehensive Trial Division of the District Court in the early stage, and under the leadership of the teachers of the school's moot court development course, the students strictly followed the litigation procedures, completed the mock court investigation, court debate and other trial links, and devoted themselves to this special "trial".
After the mock court, Zhu Xinyuan, deputy director of the Municipal Working Committee for Women and Children, Wang Fei, vice president of the Changning District Court, and Zhang Weihua, chairman of the Women's Federation of Changning Lawyers, made on-site comments and gave encouragement and professional guidance to the students participating in the activity.
It is reported that this event was jointly organized by the District Working Committee on Women and Children, the District Judicial Bureau, the District Education Bureau, and the District People's Court, and undertaken by Huazheng High School, aiming to deepen and expand the observation of the rule of law into the campus, enhance children's participation in the rule of law, and improve children's legal literacy.
At the event site, the first batch of "child-friendly" grassroots rule of law observation group member units in the city, Jianqing Experimental School, Yao Liansheng Middle School, Xinjing Middle School, Jiangsu Road Fifth Primary School, and Hongqiao Airport Primary School were awarded, and the four campus rule of law observation points of Huazheng High School, Luding Middle School, District Special Vocational School, and Municipal School for Blind Children were established in the early stage, to promote the formation of a campus rule of law observation system that spans the whole area of "East, Central and West", covers the whole school section of "primary, junior and senior high school", and integrates general education and special education; Letters of appointment were issued to representatives of the grassroots rule of law observation group in the field of "child-friendly", composed of rule of law counselors, lawyers, teachers, students, and other representatives. In the future, the Rule of Law Observation Group will organize members to carry out rule of law observation from the perspective of multiple fields and industries, and their opinions and suggestions will be included in the channels for collecting people's opinions, so as to enhance children's sense of participation and effectiveness in rule of law observation.
The event also simultaneously launched the 2024 Rule of Law Observation Action for the Construction of Child-Friendly Urban Areas in Changning District, insisting on both inheritance and innovation, and continuing to launch a series of activities such as the "Mingde Shangfa Cup" of the District Justice Bureau, the "Jingjing Pilot Action" of the District Court, and the "Publicity of the National Policy of Gender Equality" of the District Women and Children's Office. A series of activities such as the rule of law summer camp cover all school-age groups in the district, and continuously upgrade and expand the brand of juvenile legal education.
As the first mention of the whole process of people's democracy, Changning strives to establish and improve the mechanism for children's participation, actively promote the participation of children (students) in the management of public affairs, and guide children to become information collectors of legislative contact points, suggestions for major administrative decisions of the government, observers of rule of law observation points, collectors of people's suggestions, councillors of grassroots governance and administrators of campus affairs.
As one of the first batch of observation points in the grassroots field of campus, the Affiliated High School of East China University of Political Science and Law is the information collection point of the Hongqiao Street Grassroots Legislative Contact Point of the Legislative Affairs Committee of the National People's Congress, the contact point for public participation in major administrative decision-making in Changning District, and the contact point for the national legal popularization and law-based governance, and is the only middle school among the 16 units in the country. The students' proposal on the Law on the Protection of Minors is a precedent for the legislative opinions of middle school students to be adopted by the National People's Congress.
