Action Plan for Implementing the National Standardization Development Outline (2024-2025)

This action plan is formulated in order to solidly promote the in-depth implementation of the "National Standardization Development Outline" (hereinafter referred to as the Outline), anchor the development goals for 2025, clarify the key tasks for the next two years, orderly promote the in-depth development of global standardization, strive to improve the level of standardization development, steadily expand the opening of the standard system, and continuously consolidate the foundation for standardization development, so that standardization can play a greater role in accelerating the construction of a new development pattern and promoting high-quality economic and social development.

1. Strengthen the interaction between standardization and scientific and technological innovation

(1) Strengthen research on standards in key technical fields. In the integrated circuits, semiconductor materials, biotechnology, germplasm resources, special rubber, as well as artificial intelligence, intelligent networked vehicles, Beidou scale applications and other key areas to focus on key research, accelerate the development of a number of important technical standards. Strengthen the construction of basic software, industrial software, and application software standard systems, and introduce standards urgently needed by the industry as soon as possible. Establish and improve standards for cross-border data transmission and security. 3. Improve the standardization of green development

Formulate carbon sink monitoring and accounting standards for terrestrial and marine ecosystems and provincial greenhouse gas inventory standards, improve the standard system for carbon emission reduction and sequestration in agriculture and rural areas, and formulate carbon sink standards for soil and water conservation. Further improve the pollution prevention and control standards for air, water, soil, noise, ocean, chemicals, new pollutants and other pollutants, formulate environmental quality standards for drinking water sources, improve the technical standard system for the supervision and management of sewage outlets entering rivers and seas, and develop 20 noise-related standards for household appliances, vehicles, ships, general machinery and other products. Improve the standard system for the investigation, assessment and monitoring of biodiversity, accelerate the formulation of standards for the prevention, control and management of invasive alien species, and carry out the development of standards for the monitoring, protection and restoration of the agricultural ecological environment.
