On March 27, Qu Jin, deputy secretary of the district party committee and head of the district, presided over the 43rd executive meeting of the second session of the Xuzhou District People's Government of Yibin City.
The meeting conveyed and studied the spirit of General Secretary Xi Jinping's important speech during the National Two Sessions and the spirit of the National Two Sessions, the spirit of the national forest and grassland fire prevention and extinguishing video conference, the province's forest and grassland fire prevention and safety prevention work video and telephone conference and the spirit of the recent provincial government leaders' instructions on forest and grassland fire prevention and extinguishing work, studied the "Counter-espionage Law of the People's Republic of China" and the "Notice of the General Office of the Sichuan Provincial People's Government on Further Improving Land Acquisition", and put forward implementation opinions.
Regarding the implementation of the spirit of General Secretary Xi Jinping's important speech, Qu Jin emphasized:
It is necessary to deeply study and understand the spirit of General Secretary Xi Jinping's important speech during the National Two Sessions and the spirit of the National Two Sessions, deeply understand and accurately grasp the characteristics, basic connotations and core elements of new quality productivity, always keep in mind that high-quality development is the last word in the new era, work hard to strengthen implementation, increase the intensity of scientific and technological innovation and the application of its achievements, further transform and upgrade traditional industries, cultivate and expand emerging industries, lay out and build future industries, and accelerate the cultivation and formation of new quality productivity in Xuzhou.
Regarding the implementation of the spirit of the national and provincial video conference on forest and grassland fire prevention and extinguishing work and the spirit of the recent instructions of the provincial government leaders on forest and grassland fire prevention and extinguishing work, Qu Jin emphasized:
First, strict liability must be implemented. All towns (streets) should consolidate their territorial responsibilities, refine various measures, increase the frequency of forest patrols, strengthen bayonet duty, fire source control, eliminate hidden dangers in a timely manner, and build a solid forest fire prevention barrier.
Second, we must do a good job in propaganda and education. All towns (streets) should make full use of village loudspeakers, mobile propaganda vehicles, WeChat groups and other forms to vigorously carry out publicity and education, enhance the public's awareness of maintaining forest safety, and vigorously create a social atmosphere of "forest fire prevention, everyone is responsible".
Third, we must strictly pursue accountability. The relevant regulatory departments should carry out supervision and inspection from time to time, and take a zero-tolerance attitude towards units and individuals who are not effective in implementing forest fire prevention and fire fighting responsibilities and not in place in supervision.
Fourth, we must do a good job in emergency drills. All towns (streets) should strengthen the actual combat drills of the emergency response team, promote training and prepare for war with drills, and further improve the operational ability of the forest fire prevention and extinguishing emergency team in Xuzhou District.
Fifth, we must do a good job of being on duty. All townships (streets) and relevant district-level departments should strictly implement the system of leaders leading shifts on duty and being on duty 24 hours a day, adhere to the "daily report" and "zero report", and report immediately when they learn of the fire, so that "if there is a fire, it must be reported and reported at the same time".
Regarding the implementation of the "Counter-espionage Law of the People's Republic of China", Qu Jin emphasized:

All levels and departments should strictly abide by the relevant provisions of the Counter-espionage Law, and actively plan for the implementation of legally-prescribed responsibilities and obligations such as counter-espionage security precautions in consideration of the actual conditions of that department and unit, and take the lead in respecting and abiding by the law.
Third, we should encourage reporting. All levels and departments should unswervingly implement the overall national security concept, increase political vigilance and political judgment, encourage citizens to report conduct endangering national security, publish the telephone number for reporting and the platform for accepting reports, and truly preserve national security and social stability.
Regarding the implementation of the Notice of the General Office of the Sichuan Provincial People's Government on Further Improving Land Acquisition, Qu Jin emphasized:
Relevant departments at all levels should conscientiously study, clarify the entire process of expropriation and demolition work, effectively enhance the ability to use the rule of law thinking to carry out expropriation and demolition work, prevent all kinds of legal risks of land acquisition and demolition, protect the legitimate interests of the people being demolished to the greatest extent, and win the understanding and support of the masses.
In terms of doing a good job in the key work in the near future, Qu Jin emphasized:
