Public announcement of the introduction of talents

In order to further implement the strategy of "strengthening the county with talents" and accelerate the construction of "five modern Yilong", according to the needs of the work, 94 outstanding talents are recruited from the public assessment. The relevant matters are hereby announced as follows:

1. Recruitment target, scope and basic conditions

(1) Recruitment targets and scope

This talent introduction is mainly for college graduates who have obtained corresponding graduation certificates, degree certificates and other qualification certificates before July 31, 2024. Please refer to the attachment for specific positions and recruitment conditions.

(2) Basic conditions

1. Applicants should meet the following requirements

(1) Have the nationality of the People's Republic of China, love the socialist motherland, support the Constitution of the People's Republic of China, support the Communist Party of China, abide by discipline and law, have good conduct, have good professional ethics, love and dedication, and have a strong sense of professionalism and responsibility;

(2) Physically and mentally healthy, pass the physical examination, and be able to perform the responsibilities of the recruitment position normally;

(3) Have the conditions and qualifications required for the specific recruitment positions in this announcement. Among them, the qualifications for academic qualifications such as academic qualifications and majors contained in the applicant's valid graduation certificate and degree certificate should be consistent with the "professional requirements", "academic qualifications and professional title requirements" and "other conditions" of the position to be applied for. Except for positions with special requirements for majors, in principle, undergraduate and graduate students must have the same major direction;

(4) For commissioned training and orientation graduates, the consent of the original training and orientation unit must be obtained;

(5) The age is 35 years old and below (born on or after March 26, 1988), the age for those with a doctoral degree is relaxed to 40 years old and below (born on or after March 26, 1983), and the age for those with associate senior titles or above is relaxed to 45 years old and below (born on or after March 26, 1978).

2. Those who fall under any of the following conditions will not be allowed to apply for the exam

(1) Those who have received various types of criminal punishments;

(2) Those who have been expelled from the Party or public office;

(3) Those suspected of violating laws and disciplines and are under review;

(4) Party discipline or government discipline sanctions have not been lifted;

(5) Those who should be recused in accordance with the relevant provisions of the "Interim Provisions on Open Recruitment of Personnel by Public Institutions" and the "Implementation Rules for Open Recruitment of Staff by Provincial Institutions in Sichuan Province (Trial)";

(6) Civil servants (including public servants) and personnel of public institutions who are still in the minimum service period and probationary period stipulated by the state and our province (the deadline for expiration is April 15, 2024);

(7) Personnel in institutions and institutions in Nanchong City;

(8) Judgment defaulters identified by the people's courts through judicial procedures in accordance with the provisions of the General Office of the CPC Central Committee and the General Office of the State Council's "Opinions on Accelerating the Establishment of Credit Supervision, Warning, and Punishment Mechanisms for Judgment Defaulters";

(9) Violating relevant regulations and not being suitable for applying for public institutions.

2. Open assessment and recruitment procedures

(1) Registration

(2) Qualification review

The specific arrangements such as the time and place of qualification review will be notified by telephone.

Candidates who pass the qualification examination will enter the assessment link. The qualification review runs through the whole process of public assessment and recruitment, and if it is found that the applicant provides false materials, once verified, the qualification will be cancelled. Those who falsify relevant documents, materials, and information to fraudulently obtain qualifications for recruitment will be severely dealt with in accordance with relevant regulations.

(3) Assessment

1. Percentage of exams. The ratio of assessment and recruitment is 2:1 (the ratio of the number of qualified candidates to the number of recruits). Recruitment of doctoral degree positions is not subject to the restriction of the proportion of examinations. For positions that do not reach the proportion of the examination, the recruitment quota for the position will be reduced or the recruitment plan for the position will be cancelled.

2. Assessment method. The interview is conducted in the form of an interview, which is based on the characteristics of different recruitment positions, focusing on the professional knowledge, business ability and work skills of the candidates and the position, and testing the comprehensive quality and related ability of the candidates and the ability to comprehensively use professional knowledge to solve practical problems in the work. Applicants for the positions of teachers in Sichuan Zhang Side Cadre College and primary and secondary schools (excluding the positions of material and food professional teachers in senior technical schools) are interviewed in the form of lectures. The total score of the interview is 100 points, which are rounded to two decimal places.

3. Time and place of assessment. The specific arrangements such as the time and place of the assessment will be notified separately.

(4) Physical examination

1. Determination of the medical examiner

According to the recruitment quota, the physical examination personnel will be determined in equal amounts according to the applicants' interview scores from high to low scores. If the selection of personnel is affected by the same interview scores, the additional test (interview) method will be adopted to determine the physical examination personnel, and the higher score of the additional test (interview) will be determined as the physical examination personnel.

2. Physical examination standards

The items and standards of physical examination shall be implemented with reference to the revised General Standards for Physical Examination for Civil Servants (Trial), the Operation Manual for Physical Examination for Civil Servants (Trial), the Measures for Physical Examination of Personnel Applying for Teacher Qualification in Sichuan Province, the Notice on Further Standardizing Physical Examination Items for Admission and Employment and Safeguarding the Rights of Hepatitis B Surface Antigen Carriers in School and Employment, and the Reply to Issues Concerning the Participation of Pregnant Candidates in Physical Examination (Guogong Kao Lu Han [2009] No. 07).

3. Time and place of physical examination

The physical examination is organized by the Organization Department of the Yilong County Party Committee of the Communist Party of China, and is conducted in selected general hospitals of the second grade A and above. The physical examination time, meeting place and list of personnel will be notified separately.

Candidates who fail to arrive at the designated place at the specified time and fail to complete the physical examination of the specified items within the specified time limit will be automatically waived and shall be responsible for their own responsibility.

4. Re-examination and replacement

Candidates who fail to pass the first physical examination can be re-examined once in a general hospital of Grade II A or above other than the original physical examination hospital upon their own application, and the re-examination application shall be submitted within 2 days from the date of receipt of the notice of the physical examination results, and the re-examination will only be arranged once, and the conclusion of the physical examination shall be subject to the re-examination results. Candidates who fail to arrive at the designated place at the specified time and fail to complete the physical examination of the specified items within the specified time limit shall be deemed to have waived their rights automatically.

If the physical examination is unqualified or the vacancy is automatically abandoned, the interviewers who apply for the same position will be replaced in order from high to low according to the interview results (if the results of the physical examination candidates are tied, the additional test (interview) will be adopted to replace the physical examination personnel).

(5) Investigation

The inspection work shall be carried out in accordance with the provisions of the "Measures for the Recruitment and Inspection of Civil Servants (Trial)" (Zhong Zunfa [2021] No. 11). It mainly examines the candidate's ideological and political performance, professional ability, work performance, compliance with laws and regulations, etc. If the investigation finds that there are circumstances that affect employment and it is verified that it is true, the employment qualification shall be cancelled. Vacancies that occur when the examination is unqualified or automatically waived will not be filled.

(6) Publicity and employment

The qualified personnel will be publicized on the "Yilong County People's Government" portal for 7 working days. During the publicity period, the whistleblower shall report the problem truthfully with his real name and provide necessary investigation clues. Questions that are reported anonymously or otherwise will not be entertained. If it is found that there are candidates who do not meet the recruitment requirements during this process, their employment qualifications will be cancelled.

The recruiting unit and the competent department shall be responsible for reviewing and confirming the authenticity of the materials provided by the applicants (all the original materials and personal files that can prove that they fully meet the recruitment conditions of the public assessment, and the personnel to be hired must provide the documents for terminating the employment contract). Those who fail to provide relevant materials as required within the time limit shall be deemed to have given up automatically and their qualifications for employment will be cancelled. Vacancies in recruitment places due to automatic abandonment or cancellation of employment qualifications due to non-compliance with public assessment conditions will not be filled. The personnel to be hired who have passed the audit and confirmation shall obtain the qualifications of the hired personnel, and go through the relevant employment procedures in accordance with the relevant procedures of our county.

3. Relevant treatment

The introduced talents are included in the establishment and management of public institutions and enjoy the following treatments:

1. Living allowance. As the introduction of professionals in urgent need, they will enjoy a living subsidy of 100,000 yuan within 5 years.

2. Housing security. Free accommodation in talent apartments, or enjoy a monthly rental subsidy of 1,000 yuan, and those who purchase newly built commercial housing in the county planning area can enjoy a one-time housing purchase subsidy of more than 100,000 yuan.

3. Nurture support. The introduction of talents shall be separately listed in the annual assessment and the evaluation of teachers' professional titles; those who are selected as outstanding talents in the county shall enjoy a living allowance of 100,000 yuan within 5 years and other related treatments; and encourage and support the application of national, provincial and municipal talent projects.

4. Other treatments. If the children of the introduced talents are enrolled in pre-school education and compulsory education, they may, according to their own wishes, coordinate with the competent department of education to give priority to the arrangement and ensure the enrollment of students;

4. Discipline and others

Relevant units and staff should ensure that the information, process, and results are open in the open recruitment process, and accept the supervision of the society and relevant departments. Once it is verified that the personnel who violate the regulations and are hired by fraud, their employment qualifications will be cancelled, and the relevant personnel will be seriously dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security) and other relevant regulations.
