Water conservation is a key measure to solve the problem of water security in the mainland. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee has attached great importance to water control work, and has given priority to water conservation in the water control policy, and has achieved remarkable results in promoting water conservation work on the mainland. After the official implementation of the "Regulations", it is recommended to continue to explore all aspects of the operation of the regulations to ensure the implementation of the "Regulations". First, the revision of the Water Law needs to be well connected with the "Regulations", and the basic systems such as measurement, water price, and quota management in the "Regulations" should be integrated into the Water Law. 3. Overall framework and institutional design
