The first-instance trial of the case of He Zehua, former deputy director of the State Tobacco Monopoly Administration, accepting bribes and using influence to accept bribes

On March 22, 2024, the Intermediate People's Court of Dalian City, Liaoning Province, held a public hearing in the first instance of the case of He Zehua, former member of the party group and deputy director of the State Tobacco Monopoly Administration, for accepting bribes and using influence to accept bribes.

The Dalian Municipal People's Procuratorate alleges: From 1998 to 2023, the defendant He Zehua successively took advantage of his position as a member of the party group and deputy director (deputy manager) of the Jiangsu Provincial Tobacco Monopoly Bureau (company), secretary of the party group, director and manager of the Anhui Tobacco Monopoly Bureau (company), general manager of Anhui China Tobacco Industry Company, member of the party group and deputy director of the State Tobacco Monopoly Administration, and other positions, to provide relevant units and individuals with advantages in enterprise management, business contracting, rank promotion, Employees were hired and other aspects were provided with assistance, and illegally accepted property from others totaling more than 943 million yuan. From 2014 to 2016, after leaving office, He Zehua took advantage of his former position as a member of the party group and deputy director of the State Tobacco Monopoly Administration, and a member of the party group and deputy director (deputy manager) of the Jiangsu Tobacco Monopoly Bureau (company) to seek improper benefits for relevant units and individuals in tobacco business contracting, bank savings, etc., and illegally accepted property from others totaling more than 1.47 million yuan. The procuratorate requested that He Zehua be investigated for criminal responsibility for the crimes of accepting bribes and using influence to accept bribes.

During the trial, the procuratorate presented relevant evidence, the defendant He Zehua and his defender conducted cross-examination, the prosecution and defense fully expressed their opinions under the auspices of the court, and He Zehua made a final statement and pleaded guilty and repented in court.

At the end of the trial, the court announced an adjournment and announced the verdict at a later date.

More than 30 people, including deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, journalists, and people from all walks of life, attended the trial.
