After a short stay in Baotou, we went to Guisui City. The Provincial Government Communication Office arranged for us to stay in Shabeizi Mansion, which Xi tried to summon. Accompanied by Director Wang of the Communication Department, we visited Secretary General Li of the provincial government and were received by Chairman Dong Qiwu. At the same time, he also met with the directors of the Department of Civil Affairs, Finance, Construction and Education.

Later, through the arrangement of the communication office, we met Chairman Dong Qiwu for the second time, and I personally presented Chairman Dong Qiwu with my grandfather's handwritten letter and a list of gifts. On behalf of his grandfather, Cai Zhiwei briefed him on the political situation of the Islamic League and the production and living conditions of the people of the Islamic League after the war.

After listening to the briefing, Chairman Dong inquired in detail about the activities of the Communist Party in the areas bordering the Islamic League in northern Shaanxi and stressed the need to strictly guard against all infiltration activities of the Communist Party and to work with the Central Committee with one heart and one mind for social stability and the people's livelihood. 

Before the meeting, I also visited Zhang Qin, the chairman of the provincial council, and Yan Su, the vice chairman of the provincial council, to greet them on behalf of my grandfather, and to explain orally the content of the proposal submitted at the meeting, asking for support. They said that they must do their best to assist the cause of Mongolian flags and strive to find a solution.

The opening meeting of the Provincial Senate adopted the rules of procedure and listened to Chairman Dong Qiwu's policy speech and the work reports of various departments.

At the meeting, the main contents of my proposal were: First, the 18 Banners of Suimeng should be given substantive autonomy rights. For example, the Taolimin Office and the Dalat Banner Anti-Japanese People's Organization and Training Office should be abolished, and the situation of coexistence of banners and counties should be completely resolved, so as to respect the inherent structure and power of the Mongolian Banner and achieve unity between the Mongolian and Han peoples.

Second, it should be recognized that the people of the League of Iraq responded to the call of "those who have money to contribute, those who have the strength to contribute, and those who have people to contribute" and made contributions to the victory of the War of Resistance against Japanese Aggression. Thirdly, it is precisely because the people of the Islamic League paid a heavy price in the War of Resistance Against Japanese Aggression and the Islamic League is currently in a state of poverty and financial exhaustion that we have reason to request the provincial and central governments to allocate huge sums of money to restore and improve the production and living standards of the people of the Islamic League. On this basis, the environment will be built, roads will be built, culture and education will be developed, and the economy will be prosperous. The above is a personal proposal.

The proposal on behalf of Mengqi specifically requires five appropriations: relief, construction of school buildings, subsidies for students' living, road construction, and subsidies for afforestation. However, neither my request nor my proposal have been concretely implemented. It is evident that the Provincial Senate has adopted a cohesive attitude towards the proposals made by the four senators of the Suimeng Eighteen Banners, especially on the question of autonomy, which has aroused the dissatisfaction of us and some of the senators. Together with Senator Duan Shilin of the Tumut Banner, I withdrew from the venue in protest.

Later, after Vice Speaker Yan Su personally explained and promised to gradually resolve the demands put forward by Meng Qi, I rejoined the meeting. Our withdrawal from the venue caused a certain repercussion. Soon after the end of the Senate, the Suiyuan Provincial Government appointed me as a member of the Mengqi Welfare Working Committee of the Provincial Government, which may be a constraint on me. 

After the end of the provincial council, we asked Chairman Dong Qiwu for instructions, and went to Zhangjiakou to meet General Fu Zuoyi in accordance with the order of our grandfather King Tu. Chairman Dong agreed, but due to the guerrilla activities in the area from Fengzhen to Chaigoubao, the operation of the railway was interrupted, and we had to wait in Guisui.

A few days later, when the railway was opened, Chairman Dong Qiwu specially arranged a special train and sent a company of armored soldiers to escort us to Zhangjiakou. After walking for five days from Guisui to Zhangjiakou, along the way I witnessed the scene of the "sabotage" of railway traffic by the guerrillas, Battalion Commander Li, who led the group, made me exaggerate it to me, causing me to feel disgusted with the guerrillas, believing that this was an act of sabotage and an unrighteous act.

After arriving in Zhangjiakou, the Zhangyuan Pacification Office received us at the Zhangjiakou Hotel. This hotel was renamed the Liberation Hotel during the occupation of the People's Liberation Army.

After we checked into the hotel, the receptionist told us how the People's Liberation Army (PLA) had slandered and anti-communist propaganda in this store, which caused me to have a deep misunderstanding of the PLA. 

We contacted Director Zhi of the Pacification Office, who arranged to meet with Yuan Qingzeng, chief of staff of the Pacification Office, and then to General Fu Zuoyi. On behalf of my grandfather, we would like to extend our heartfelt congratulations to him on his promotion to the post of director of the Zhangyuan Pacification Office, and we will report to him on the political and military situation of the Islamic League. In order to stabilize the situation in the Islamic League and prevent the infiltration of the Communist Party, we request that the Islamic League be given a part of the military supplies of the security forces.

General Fu immediately instructed Chief of Staff Yuan to consider the reply, and set up a banquet to entertain the three of us. At the banquet, General Fu repeatedly stressed that he hoped that the princes of all banners of the League of Iraq would continue to carry forward the spirit of patriotism, unite sincerely, heighten vigilance, strictly guard against the communist army, maintain order, and stabilize society.

In the end, General Fu encouraged me: "Study hard, increase your knowledge, be a good assistant, and handle the affairs of the Islamic League well." ”

Two days later, I asked Cai Zhiwei to go to Chief of Staff Yuan to inquire about the response to his request. In the name of General Fu, Yuan gave his grandfather two pieces of satin and eight small pistols of the southern platoon, and in the name of protecting the commander of the Tu League, he gave two heavy machine guns and 100 boxes of rifle ammunition to the special battalion of the Junwangqi. 

At the beginning of May, we returned to Guisui City. During my stay, I also met my grandfather's and father's best friends and peers in a private capacity, and talked freely with them about their friendships, which further strengthened my personal relationship and made my image have an impact on the minds of the social elites. 

At the end of May, our group left Guisui and returned to our hometown. When passing through the area under the jurisdiction of the Daqi Training Office, the security team of the department forcibly detained the guns and ammunition given to us by General Fu Zuoyi. I personally went to the Erzigou office to meet with Director Mu Yousheng.

When Mu learned that I was the grandson of the Tu League Commander and that he had just visited General Fu from Zhangjiakou, he immediately apologized to me and instructed his men to escort me to the border of the Junwang Banner. 

In June 1947, Chairman Dong Qiwu sent Mr. Chen Yujia to Junwangqi, saying that he had an important interview with his grandfather. My grandfather met with Mr. Chan and I acted as an oral interpreter. However, Mr. Chen did not discuss anything important during the whole meeting.

When he left the parlor, he said, "Tomorrow we will meet again, and I will ask Serin Rush to be the interpreter." "This blow to me was not trivial, and it caused me serious suspicion and uneasiness. In the evening, I pretended to be casual and went to Mr. Chen's residence.

Mr. Chen said, "You know that I love to play mahjong, please find a few people and let's have a game." I was about to turn around and go out, but he said, "Wait a minute, when I met with Ling Zunzu this afternoon, I talked about tomorrow's meeting, and asked you to avoid it, this is a meeting related to your future, please understand." ”

The next morning, they talked for about two hours, and in the afternoon, my grandfather sent an entourage to call me to the living room, and my grandfather said to me after retiring from his entourage: "Chen Yujia is on the orders of Chairman Dong this time to ask for my opinion, and if I agree, Chairman Dong will exercise it after he returns." ”

I hurriedly asked my grandfather, "What's the matter?" My grandfather said, "Chairman Dong sent Mr. Chen to send two gifts, two hats, for me to distribute. As soon as I heard the hats, I immediately remembered the two hats that were pressed on the prince's head during the Anti-Japanese War, namely, "allowing the activities of red elements" and "sympathizing with the autonomy of the German king". My heart trembled and my face changed.

Grandfather hurriedly said: "These two hats are not the hats of the sun and the red, but two official titles." The domestic situation seems to be very clear, China defeated the Japanese invaders and is the victorious country. Although there is civil strife in the country, the general climate is still controlled by the national government. However, in order to prevent the expansion of the Communist Party, Chairman Dong decided to build a new garrison headquarters of the 3rd District of the Yikezhao League.

In the spring of 1948, the first National Assembly of the Republic of China (the Constitutional National Congress) was to be convened, and this year the general election was to be held throughout the country, and the county flag elected a representative, which was the second hat.

Chairman Dong already has a preliminary plan: Let Qi Quanxi be the commander, you will be the representative of the National Congress, and promise to include you in the list of candidates proposed by the Suimeng Party Department. I replied, "Chairman Dong sent someone to ask for your opinion because of your respect and for him to look up to me." I am honored that I have risen to a higher social status under the influence of your high prestige.

But without the military power to defend myself, I have no security, and I can't maintain the hereditary tradition. Therefore, I consider that the post of Commander should be assumed by me, which will certainly be beneficial to our future prospects. ”

After listening to my words, my grandfather pondered for a long time before he said slowly: "Do you know why our county banner is not like other flags? If military power is grasped, it will inevitably bring all kinds of burdens and even oppression to the masses, and it will inevitably lead to resistance.

We are descendants of Genghis Khan, and we have a hereditary social base, and if we turn our backs on our subjects and are above them, we will not be able to rule, even if we have great ability. As the saying goes, without a lake, fish cannot survive, don't you understand this truth? We must rule by civility, not by force! We must put ourselves among the masses, use the strength of the masses to exert our prestige, and exercise the power entrusted by the state! For this reason, I unreservedly accept Chairman Dong's suggestion. ”

Although I was dissatisfied with my grandfather's resolute attitude, I did not dare to oppose it, so I had to act according to the old man's ideas. 
