Qi Zhongyi
Chief of Staff Lian Zhongshan came from Xi'an to Junwangqi, where he met with his grandfather and handed over a letter of introduction to his post-war situation, conveying the predictions of the central authorities and relevant departments on the development of the post-war situation and the future political and military tasks of the Islamic League.
He also pledged to follow the instructions of the central authorities, assist the chief Tu in the daily work of the office of the chief security officer of the Islamic League, strictly guard against the Communist Party's incitement and temptation, and maintain local order.

4. Establish and improve communication signals with neighboring areas and flags, and compile code books to send to flags;
Fifth, through Lian Zhongshan, in his capacity as chief of staff, he requested an increase in budget funds from his superiors.
After careful consultations, consensus was reached, the opinion of the chief of staff was formed, and with the approval of my grandfather, we were divided into separate tasks to carry out the task.
In less than a month, the Office of the Chief of Security officially moved back to the location of the county king's banner. All other promotion orders were issued by my grandfather, and the daily work was carried out smoothly and in good condition.
Following my grandfather's instructions, I also participated in the study and discussion of the proposal for the relocation of the Suijing Mongolian Political Council from Xinjie Town to the central area of the Suimeng Eighteen Banners.
Presided over by Mr. Ba Wenjun, the specific location of the venue, the budget, the source of funds, the contractor, the date of completion of the construction project, and the time of the official relocation were discussed in detail and a plan was proposed. The Standing Committee discussed and agreed, reported to the Central Committee, and my grandfather asked Mr. Ba Wenjun to be responsible for the implementation.
Then, according to the instructions of the superiors, my grandfather instructed me to prepare for the winter defense meeting of the Yikezhao League together with the chief of staff of Lian Zhongshan. In accordance with the relevant spirit, we have preliminarily drawn up the content and focus of the meeting, the meeting time and the list of participants in the meeting, and put forward a proposal for convening a winter defense meeting and submitted it to my grandfather for approval.
In November, the Winter Defense Conference of the Yikezhao League was officially held, and this meeting only resolved the so-called problem of understanding, and the specific problems raised by the commanders of the various banners were not settled.

In April 1946, Zasakqi Wenying, the nurse of the Zhunger Banner, was assassinated on the way to pay homage to Chengling, and the Zungar Banner had no one to preside over the flag affairs. Hao Yujie, the wife of the late prince, took the opportunity to write a letter to complain about her situation of being oppressed for many years, and asked her grandfather to uphold justice and restore the throne. In the name of the head of the alliance, the grandfather instructed the government of the Jungger Banner to declare the list of heirs to the throne.
Soon, the quasi-banner immediately reported that Qi Fuhai and Da Mou (the name is not remembered) as the heir to the throne, and at the same time, Hangjin Banner declared that the eldest son of the banner Zasak Alatan Ozir Alatan Sudu was named Zasak, and Wushen Banner declared that Qi Shiying, the eldest son of the late Zasak Tegus Amugulang, was named Zasak. My grandfather ordered me to complete the examination of the four heirs.
I carefully and rigorously scrutinized them in accordance with traditional rules and in the spirit of the times. For example, Qifuhai and Da, both of whom are declared by the quasi-flag, are close relatives of the red line of the aristocratic genealogy. Da was the cousin of the late Zasak Alatan Wazir, and Chifuhai was his distant nephew.
None of them are lineal, but they all fall within the red line of genealogy to be able to inherit the throne, which is in line with traditional customs. Qi Fuhai is still young, has a high degree of Chinese, has a cheerful mind, has certain political views and work ability, and is an excellent candidate who can adapt to the new era; although Da is a cousin of the late Wang Ye, according to custom, he should be considered first, but Da has been farming since he was a child, has neither received traditional education, nor participated in any social activities, and is nearly 50 years old, and is usually malleable.
Considering the ups and downs of the Huan Sea for more than 30 years, the bloody rain and bloody wind, for the interests of the Mongolian and Han people, and for the long-term peace and stability of the Zhun Qi, Da should be denied and Qifuhai should be established as the heir to the throne. I submit the above analysis to my grandfather and submit it to the Officers' Council for discussion.
Everyone agreed that my analysis was well-founded and should be adopted. My grandfather then officially declared Qi Fuhai to be the former banner of the left wing of Ordos, and immediately telegraphed to the Mongolian and Tibetan Committee for approval of the appointment. Soon, the Mongolian and Tibetan Committee approved Qifuhai as the standard flag Zasak.
Chifuhai's election as Zasak was the end of the struggle for power at the top of the Quasi-Banner and the end of the political situation in which Zazak had been co-ordinating since the Dalai Lama. The selection of Zasak this time is expected to reverse the chaotic situation caused by the struggle for power within the Zhun Banner, so that the people can breathe and recuperate.
Of course, during the selection process, I was attacked by the upper echelons of the quasi-banner, and I was also opposed by some officials around my grandfather, but I did not waver. In the same year, I completed the task of examining and auditing the Hangjin Banner and the Wushen Banner and the Zasak.
In the winter of 1946, the Suiyuan Provincial Government informed my grandfather that the Provincial Government Committee had appointed Qi Zhongyi as a senator of the Suiyuan Provincial Senate. In this way, I became a senator at the provincial level again, which greatly improved my social status.
At the same time, Mr. Fu Zuoyi nominated and recommended Qi Quanxi as the representative of the Yikezhao League to the Constituent National Convention and Jia Wenhua as an alternate representative. When my grandfather received the letter, he immediately replied with a telegram expressing his approval, and in his capacity as the head of the Yikezhao League, he recommended Qi Quanxi to the Mongolian and Tibetan Committee as the official representative, and Jia Wenhua as the alternate representative. When approved by the Mongolian and Tibetan Committee, a certificate of representation will be issued.
In the spring of 1947, I received a notice that I must report to the Guisui Provincial Senate in April. In early April, in accordance with my grandfather's arrangement, accompanied by Assistant Director Qi Zhaolu and Inspector General Cai Zhiwei, I went to Guisui City to attend a meeting of the Provincial Senate. When passing through Baotou City, at the invitation of Zhao Chengbi, director of the Suimeng Party Department, he stayed in the Party Department Guest House and was warmly received.
Zhao Chengbi held a banquet, and Liu Xiji, secretary general of the Suimeng Party Department, held a welcome tea party to talk about friendship and the construction of the Mongolian flag after the war. Because my participation in the provincial council was imminent, I went to Zhao Chengbi's office to tell me the time of my departure.
The next morning, Zhao Chengbi and Liu Xiji came to my house and chatted for a while, when Zhao Chengbi suddenly asked me, "What year did you join the Kuomintang?" I replied: "I am a member of the Three Youth League, and I have not yet joined the Kuomintang. He said regretfully: "I hope you can make your request quickly, and this is about your future."
Not long ago, Chairman Dong Qiwu asked me for my opinion and was ready to nominate you as a candidate for the First National Assembly, so he hoped that you would join the Kuomintang. Our Suimeng Party Department can directly absorb it, please consider it. "I immediately expressed my willingness to join and was grateful for his care. Zhao Chengbi immediately asked Secretary Liu to be my introducer.
In the afternoon, I asked Cai Zhiwei to fill out the application form for me, put a photo on it, put it on my fingerprint, and hand it over to the party headquarters. In the winter of 1947, the Suimeng Party Department issued me a party card through the Junwangqi Party Department, so that I became an official member of the Kuomintang.
