The reporter recently learned from the Bazhong Federation of Trade Unions that since January 2024, trade union rights defenders have spanned two provinces and five cities, braved the wind and snow, day and night, and made full use of the "3+1" migrant workers' off-site rights protection work method explored and innovated in Bazhong City, successfully solved the problem of 52.52 million yuan in arrears of wages for 1,347 Pakistani Chinese migrant workers, and ensured that migrant workers abroad returned home safely.
It is reported that since January 2024, Pakistani Chinese migrant workers Zhang Mouhong, Wang Mouchun, Jiang Mouquan, Fu Mouqiang and others have successively sought help from the Bazhong Municipal Party Committee and the Municipal Government, reflecting that a construction project in Xi'an owes 16 million yuan in wages to 384 migrant workers, a residential community construction project in Zouping City, Shandong Province owes 7.8 million yuan in wages to 303 migrant workers, and a construction project in Xintai City and a shantytown reform project in Zaozhuang City owes a total of 7.6 million yuan in wages to 273 migrant workers. A residential community construction project in Tai'an City owed 21.12 million yuan in wages to 387 migrant workers.
In accordance with the instructions and requirements of the Bazhong Municipal Party Committee and the Municipal Government, the Bazhong Municipal Federation of Trade Unions moved upon hearing the order and promptly arranged for the Municipal Migrant Workers Rights Protection Center to intervene in the rights protection.
Wang Xiaorong, member of the Party Group of the Bazhong Federation of Trade Unions and director of the Municipal Migrant Workers' Rights Protection Center: This action is to conscientiously implement the requirements of the Party Central Committee and the State Council's "Notice on Carrying out the Winter Special Action to Eradicate Wage Arrears" and the relevant arrangements of Sichuan Province and Bazhong City, and solve the problem of more than 50 million yuan of wage arrears for more than 1,300 migrant workers in one month.
Wang Xiaorong said that the "magic weapon" of the Bazhong Federation of Trade Unions' successful rights protection benefited from the experience gradually explored and summarized by the Bazhong Migrant Workers' Rights Protection Center in the long-term practice of rights protection, that is, the "3+1" migrant workers' rights protection work method, that is, "acting as an agent for complaints, leading the way by official letters, and paying equal attention to mediation in accordance with the law + maintaining stability". Specifically, the Bazhong Migrant Workers' Rights Protection Center will report the situation to the State Complaint Acceptance Office or the online open mailbox of the provincial mayor where the incident occurred; carry a letter of introduction from the municipal government to the site to defend rights, so as to arouse the great attention of the local party and government departments; carry out coordinated handling work in accordance with the law, never give in to legitimate rights and interests, and strive for reasonable demands; and carry out targeted legal propaganda in response to the excesses and even suspected illegal acts of some migrant workers defending their rights, so as to maintain the stability of the local society.
