The Ministry of Industry and Information Technology, the Ministry of Education, the Ministry of Science and Technology and other 12 departments recently issued the "Industrial Internet Identification Analysis System "Through" Action Plan (2024-2026)", proposing that by 2026, the mainland will build an independent and controllable identification analysis system, and initially achieve large-scale application in key areas of manufacturing and economy and society, which will continue to support the digital transformation of enterprises, smooth the industrial chain and supply chain, and promote the integration and development of large and medium-sized enterprises and primary, secondary and tertiary industries. The key indicators of scale application have been greatly improved. The number of enterprises served by the identification resolution system has exceeded 500,000, and the identification resolution system has been applied and promoted in 60 industries, with a cumulative registration volume of more than 600 billion, an average daily analysis volume of more than 300 million times, and more than 50 million active identification carriers have been deployed, and the application penetration rate of backbone enterprises is higher than the industry average. The application of identification in key areas has achieved outstanding results. In the fields of manufacturing, consumer goods industry, green and low-carbon, and safe production, large-scale applications have been initially realized, and the leading role of "chain master" enterprises in the industry has been further improved, and a number of model benchmarks have been established in the fields of digital healthcare, urban governance, and industrial clusters. The support capacity of key foundations has been significantly enhanced. The secondary nodes of identification resolution continue to expand the scope of industries and cities, and the trusted industrial assets and carbon data service network based on identification have begun to take shape, which has an increasingly obvious role in industrial economic operation monitoring and safe production empowerment. The ecological development of the logo industry continues to grow. Action Plan for the "Through" of the Industrial Internet Identification Analysis System

(2024–2026)

  The Industrial Internet is an important cornerstone of the Fourth Industrial Revolution, a key foundation for the deep integration of the digital economy and the real economy, and a strategic infrastructure for new industrialization. By promoting data exchange and information sharing between the upstream and downstream of the industrial chain, the industrial Internet identification and analysis system has become an important link and nervous system of the industrial Internet, providing a new path for improving the resilience and security of the industrial chain and supply chain. The "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" clearly proposes to create an independent and controllable identification analysis system. In order to further implement the innovation and development strategy of the industrial Internet and promote the empowerment of thousands of industries with the identification analysis of the industrial Internet, it was decided to carry out the "through" action of the industrial Internet identification analysis system.

1. General requirements

  (1) Guiding ideology

Second, key tasks

  (1) Connecting the industrial chain and supply chain

  Strengthen the adaptation of the identification analysis system with the industrial control system, industrial software, and management system, create equipment, software, and system middleware, promote the identification of production, processing, transportation, testing and other links within the enterprise, and comprehensively improve the application level of intelligent production control, product lean management, digital delivery management, full life cycle management, supply chain optimization and other scenarios. Give full play to the leading role of "chain master" enterprises in petrochemical, steel, nonferrous metals, building materials, electric power, ships, automobiles, new energy, aerospace, medicine, electronics, construction and other industries, promote the identification of design, production, logistics, service, recycling and other links, drive the general access of upstream and downstream enterprises in the industrial chain, realize the upstream and downstream data exchange of the whole industrial chain, and effectively improve the efficiency of supply chain collaboration, on-time delivery rate, supply speed and inventory turnover rate. Promote the use of identification analysis system data in various industries to carry out monitoring and assessment of industrial and supply chain resilience risks.

(2) Comprehensively empower the "three products" strategy of consumer goods

  Combined with the "three products" strategy of increasing variety, improving quality and creating brands in the consumer goods industry, we will accelerate the deep integration of consumer goods such as light industry, food, textiles, consumer electronics and lithium batteries with the industrial Internet identification analysis system. Accelerate the construction of the quality traceability system of the whole industrial chain of consumer goods based on industrial Internet identification, promote the adaptation of consumer terminals to industrial Internet identification through identification related to production and processing, warehousing and distribution, circulation and consumption, recycling and other links, promote consumer goods quality traceability, digital marketing, full life cycle management and other application models, and optimize consumer service experience. Explore the use of industrial Internet identification to build a consumption big data platform, carry out demand forecasting, and further promote consumption upgrading.

(3) Promote the integration of digital healthcare

  Support key areas of medical products such as drugs and medical devices to access the industrial Internet identification and analysis system, and focus on promoting the data aggregation and credible certification of information platforms such as raw materials, production, logistics and warehousing, and consumables procurement of medical products, so as to realize the credible, efficient and unified management of data resources in the medical field. Accelerate the deep integration of the industrial Internet identification analysis system, drug traceability code, and unique identification (UDI) system of medical devices, and promote the trusted sharing of medical imaging data among medical institutions. Explore and expand the integrated application of industrial Internet identification, drug traceability code, and unique identification of medical devices (UDI) in supervision.

(4) Improve green and low-carbon management

  Use the identification analysis system to support and improve the measurement and monitoring of carbon emission data, carbon footprint management, and carbon trading systems for enterprises, industries, and regions, and gradually improve the level of energy data and carbon emission data collection and monitoring, intelligent analysis and fine management of the whole process and the whole industry chain, and create and promote new applications, new models, and new formats of "industrial Internet + green and low-carbon". Encourage the use of identification analysis and other technologies to explore the full life cycle management of industrial resources. Give full play to the leading role of "chain master" enterprises, encourage enterprises in industrial parks and industrial agglomeration areas to carry out infrastructure construction, energy and resource utilization, energy conservation and carbon reduction, and industrial low-carbon coordination based on identification analysis technology, so as to improve the level of green and low-carbon development.

(5) Improve the level of safety management

Encourage and guide enterprises in key fields to carry out the deployment of active identification carriers for the industrial Internet, promote the access of high-risk and high-value equipment to the identification analysis system of enterprises, give full play to the role of unique identity, precise positioning and data exchange of industrial Internet identification analysis, strengthen the interconnection and sharing of enterprise safety production information, and promote the improvement of the security risk monitoring and early warning capabilities of key facilities and equipment of enterprises.

(6) Improve the level of urban digitalization

  Explore the construction of a building Internet identification analysis system based on the industrial Internet, and promote the use of active identification carrier technology in water, electricity, gas, heat and other fields. Explore the innovative application of signage technology in building energy conservation and carbon reduction, building life cycle management, etc., promote the integration and development with urban information model (CIM), and promote the innovative application of building signage analysis. Promote the integration and development of the industrial Internet identification analysis system and technologies such as geographic entity spatial identity coding and Beidou high-precision positioning. Focusing on urban transportation, logistics and transportation, cultural and sports facilities, government services, land and space planning and other fields, explore the establishment of a one-code identification analysis standard system and a trusted asset service network for related equipment assets. On the premise of ensuring operational safety and information security, promote local governments to widely apply industrial Internet logos in various transportation formats such as public transportation, shared transportation, and smart parking.

(7) Promote the upgrading of industrial clusters

  Promote the industrial Internet into parks, bases, and clusters, and deepen the application and promotion of key industry development carriers such as national high-tech industrial development zones, advanced manufacturing clusters, national new industrialization industry demonstration bases, and small and medium-sized enterprise characteristic industrial clusters. Support the cluster to carry out the construction of the "industrial brain" based on the identification analysis system, serve the digital transformation of enterprises in the industrial cluster, open up the design, production, sales, logistics and service links, and realize full-scenario data sharing and traceability. Explore the use of industrial Internet-related technologies to develop virtual industrial clusters that cross physical boundaries, accelerate the virtual agglomeration of data, capital, human resources and other factor resources, platform-based operations, and networked collaboration, and build a new digital ecology of industrial clusters.

3. Capacity support

(1) Enhance infrastructure capacity

  Enhance the capabilities of national top nodes such as multi-identity compatibility, system monitoring, and emergency support, improve the integrated blockchain infrastructure of the Spark Chain Network, and support the construction of enterprises, parks, industries, and localities and access to secondary nodes for identity resolution. Build a credible industrial asset service platform based on the identification analysis system. Explore the construction of a real-time industrial economic operation monitoring system based on industrial Internet identification, and improve the ability of the identification analysis system to empower government governance.

(2) Improve the technological innovation system

  Carry out research and development of identification analysis technologies such as trusted asset authentication, security protection, and data circulation, strengthen the integration and innovation of identification analysis with artificial intelligence, big data, blockchain, Web3 and other technologies, and explore products such as building industrial large models and industrial intelligent applications based on identification data. Accelerate the formulation and implementation of standards such as identity resolution architecture, coding, data services, node docking, and converged applications. Promote the construction of innovation carriers such as the Industrial Internet Identification Analysis Laboratory and the Digital Transformation Promotion Center, and accelerate technological innovation and the transformation of achievements.

(3) Build a product and service system

  Cultivate integrated terminals based on active identification carriers such as Internet of Things cards, communication modules, and security chips, and expand the adaptation of reading software and hardware and identification analysis. Focusing on equipment interconnection, software interoperability, and platform sharing, R&D and identification middleware realizes data docking and interoperability between heterogeneous, heterogeneous, and remote industrial equipment, systems, and platforms. Promote the integration of active identification carriers and identification analysis software systems into smart wearables and other devices, and cultivate identification application solutions and application service providers for small and medium-sized enterprises.

(4) Increase the level of data circulation

  Promote the implementation of classified and hierarchical management of industrial Internet identification analysis enterprises, formulate supporting security service specifications and technical standards, strengthen security risk assessment and technical testing of key links such as the design, launch, and operation of identification analysis systems, improve the identification data governance framework, explore the establishment of identification-based data classification and hierarchical management, authority management, full life cycle management and other systems, and establish and improve industrial asset trusted authentication, network access permits, and other systems based on identity resolution. Fourth, organizational guarantees

(1) Establish and improve promotion mechanisms

(2) Increase policy and financial support

  We will continue to play a leading role in financial funds, and strengthen the research and industrial application of key technology products. Increase the extent of credit support, and encourage local financial special funds, venture capital funds, and social capital to invest in the construction of identification and analysis nodes, technological research, application innovation, and network security projects. Encourage all types of market entities to actively expand financing channels and achieve optimal allocation of resources.

(3) Strengthen the construction of talent team

Give full play to the role of institutions of higher learning, vocational colleges, scientific research institutions, enterprises and other entities, through the construction of the national industrial Internet industry-education integration innovation platform, future technology college, modern industry college and other talent training characteristic carriers, carry out the training of logo-related professionals, and strive to build a talent team in the field of industrial Internet identification. Encourage the joint training of international talents and promote the introduction of outstanding talents.

(4) Strengthen the management of identification services

  Guide all localities to thoroughly implement the "Measures for the Management of Industrial Internet Identification", optimize the management service process, and strengthen supervision during and after the event. Strengthen the guidance and publicity of licensing policies, consolidate the main responsibility of identification service institutions, and carry out legal compliance regulatory inspections. Strengthen the construction of identification analysis, monitoring and evaluation systems and service platforms. Improve the security review mechanism and improve the security guarantee capacity of the system.

(5) Create an open industrial ecology

  Deepen the integration of the industrial Internet into the park's "100 cities and 1000 parks" activities, carry out special activities such as the logo conference and the logo application innovation competition, and strengthen the supply and demand docking services for logo analysis. Guide industry organizations and others to carry out star evaluations of logo products, solutions and industrial Internet parks, strengthen the evaluation of the effectiveness of the development of logo applications in various regions, and publish the national industrial Internet logo development index and effectiveness report.

(6) Promote international exchanges and cooperation

  Relying on key international cooperation mechanisms, encourage international parks, export-oriented enterprises and overseas enterprises to build a Spark Chain network integrated blockchain infrastructure, carry out applications in international supply chains, logistics chains, and product certification related fields, and promote the safe, compliant, and orderly cross-border flow of data.
