10 kinds of product quality national supervision and random inspection
The random inspection situation is hereby notified as follows

First, the basic situation
(1) Overview of supervision and spot checks. A total of 1,817 batches of products from 1,813 production units and 479 sales units were randomly inspected, and 232 batches of unqualified products were found. Among the unqualified products in the random inspection, 145 batches of plastic shopping bags, 1 batch of photovoltaic grid-connected inverters, 9 batches of portable dry powder fire extinguishers, 5 batches of explosion-proof electrical appliances, 12 batches of explosion-proof lamps, 7 batches of explosion-proof motors, 19 batches of wires and cables, 9 batches of switches (wall switches) for household and similar fixed electrical installations, 24 batches of extension cord sockets (with power adapters), and 1 batch of electronic door locks.
(2) Follow-up spot checks. Follow-up spot check to the last spot check unqualified production units 20, this spot check all qualified.
(3) Refusal to inspect. In this spot check, Changchun General Wire and Cable Factory violated the provisions of the "Product Quality Law" and refused to accept the supervision and spot check without a legitimate reason.
2. Analysis of spot check results
(1) Plastic shopping bags. In 20 provinces, 254 sales units randomly inspected 263 batches of products, involving 263 production units in 22 provinces, and found that 145 batches of products were unqualified. Among them, 14 batches of products are suspected of counterfeiting and have been handed over to the local market supervision department for processing, 124 batches of products are unqualified for environmental protection requirements, and 32 batches of products are unqualified.
(2) Photovoltaic grid-connected inverter. In 10 provinces, 32 production units randomly inspected 33 batches of products, and found that 1 batch of products were unqualified for harmonic and waveform distortion, DC component and radiation emission.
(3) Portable dry powder fire extinguisher. In 13 provinces, 46 sales units randomly inspected 50 batches of products, involving 50 production units in 11 provinces, and found that 9 batches of products were unqualified. Among them, there are 8 batches of product safety items whose content of the first main component is unqualified.
(4) Explosion-proof electrical appliances. 45 batches of explosion-proof electrical appliances were randomly inspected, including 36 batches of products in 36 production units in 7 provinces, 9 batches of products were randomly inspected in 9 sales units in 4 provinces, and 5 batches of products were found to be unqualified. Among them, there are 4 batches of product safety projects that fail to pass the flameproof joint surface.
(5) Explosion-proof lamps. 42 batches of explosion-proof lamps were randomly inspected, including 31 batches of products in 31 production units in 5 provinces, and 11 batches of products were randomly inspected by 10 sales units in 6 provinces, and 12 batches of products were found to be unqualified. Among them, 3 batches of products are suspected of counterfeiting and have been handed over to the local market supervision department for processing, 10 batches of products are unqualified for explosion-proof joint surfaces, and 9 batches of products are unqualified for clamping tests of unarmored cables and cables with braided overlays, all of which are safety items.
(6) Explosion-proof motors. 42 batches of explosion-proof motors were randomly inspected, of which 33 batches of products were randomly inspected by 33 production units in 10 provinces, and 9 batches of products were randomly inspected by 9 sales units in 7 provinces, and 7 batches of products were found to be unqualified. Among them, 3 batches of products are suspected of being produced without a license, 3 batches of products are suspected of being counterfeit and have been handed over to the local market supervision department for processing, and 7 batches of products are unqualified for explosion-proof joints of safety items.
(7) Wires and cables. In 22 provinces, 1,166 production units randomly inspected 1,166 batches of products, and found that 19 batches of products were unqualified. Among them, there are 4 batches of products with unqualified conductor resistance, 1 batch of products with unqualified beam flame retardant performance, and 1 batch of products with unqualified thickness at the thinnest part of insulation, all of which are safety items.
(8) Switches (wall switches) for fixed electrical installations for household and similar purposes. In 13 provinces, 112 sales units randomly inspected 118 batches of products, involving 116 production units in 10 provinces, and found that 9 batches of products were unqualified. Among them, 5 batches of products are suspected of being produced without a license, 2 batches of products are suspected of being counterfeit and have been handed over to the local market supervision department for processing, 6 batches of products are unqualified for heat resistance, and 5 batches of products are unqualified for abnormal heat resistance, flame resistance and tracking resistance, all of which are safety items.
(9) Extension cord socket (with power adapter). 57 batches of extension cord sockets (with power adapters) were randomly checked, of which 19 batches of products were randomly inspected by 19 production units in 2 provinces, and 38 batches of products were randomly inspected by 38 sales units on 5 platforms such as Tmall, Jingdong and Pinduoduo, and 24 batches of products were found to be unqualified. Among them: 19 batches of products are suspected of unlicensed production and have been handed over to the local market supervision department for processing, 11 batches of products are unqualified in creepage distance, 11 batches of products are unqualified in electrical clearance, 9 batches of products are unqualified in the structure of extension cords and sockets, and 9 batches of products are unqualified in heat resistance, all of which are safety items.
(10) Electronic door locks. In one of the sales units of Suning Tesco, one batch of products was spot-checked, and the safety requirements of the product were found to be unqualified.
3. Relevant requirements
In view of the problems found in the national supervision and random inspection of product quality, the relevant provincial market supervision departments should quickly organize the processing of the results of the supervision and random inspection in accordance with the relevant requirements of the "Product Quality Law" and the "Interim Measures for the Management of Product Quality Supervision and Random Inspection", and enter the processing situation into the e-CQS system in a timely manner. For substandard products, it is necessary to take measures such as sealing up and seizing them according to law, and strictly prohibit production and sales; for units that produce and sell substandard products, it is necessary to clearly define the requirements for rectification, strictly supervise the implementation of rectification measures, and organize re-examination in a timely manner. For those that fail to pass two consecutive spot checks, are suspected of being counterfeit, produce without a license, or produce without authorization, they should investigate and collect evidence through on-site inspections, inquiries, and checking contract invoices, so as to find out the facts of the violation, deal with them strictly, quickly, and heavily, and follow up spot checks and implement key supervision. Where the illegal conduct is suspected of being a crime, it should be promptly transferred to the judicial organs. It is necessary to supervise and urge the unqualified production and sales units to implement the main responsibility for quality and safety, equip quality and safety directors and quality safety officers as required, establish a list of quality and safety risks in line with the actual situation of the unit, and implement the daily control, weekly inspection, and monthly scheduling work system. The General Administration will strengthen the follow-up and supervision of the disposal of spot check results, and report it as appropriate.
