The meeting listened to a report on the work of the Standing Committee of the Provincial People's Congress made by Zhuang Changxing, vice chairman of the Standing Committee of the Provincial People's Congress. Zhuang Changxing said that under the strong leadership of the Provincial Party Committee, the Standing Committee of the Provincial People's Congress in 2023 will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, and the important instructions of General Secretary Xi Jinping's important speeches on previous visits to Shaanxi, so as to achieve a good start in the work of the Standing Committee. Adhering to the pattern of legislative work and enriching the form of legislation, 28 laws and regulations were deliberated and adopted, 25 were adopted, and 21 regulations of cities divided into districts were examined and approved, a record number in recent years. Revised the opinions on strengthening supervision, listened to 25 reports on deliberation work, carried out 3 special inquiries, carried out law enforcement inspections on the implementation of 7 laws and regulations, followed up and supervised the handling of 8 key work deliberation opinions of the previous Standing Committee, filed and reviewed 26 normative documents, corrected 5 cases, and held a symposium on the social construction work of the National People's Congress and a symposium on the work of grassroots contact points of the budget working committee of the Standing Committee of the National People's Congress held in Shaanxi, and our province exchanged experiences. 16 resolutions and decisions were made, and 293 staff members of state organs were appointed and dismissed. The meeting listened to a report on the work of the Provincial High People's Court made by Han Deyang, president of the Provincial High People's Court. Han Deyang said that in 2023, the courts of the province will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively study and implement Xi Jinping Thought on the Rule of Law and the important instructions of General Secretary Xi Jinping's important speeches on previous visits to Shaanxi, based on the overall positioning of the judiciary, planning the judiciary, and promoting the judiciary, and strive to create a high-quality new situation in the first year. Wang Xuguang said that in 2023, the procuratorial organs of the province will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, fully implement Xi Jinping Thought on the Rule of Law, and the important instructions of General Secretary Xi Jinping's important speeches on previous visits to Shaanxi, and conscientiously implement the resolutions of the first meeting of the 14th Provincial People's Congress. For the sake of the rule of law, all procuratorial work has been strengthened in implementation and developed in innovation. Over the past year, the procuratorial organs of the province have insisted on casting the soul of the procuratorate and continuously strengthening political construction, insisting on serving the overall situation and escorting economic and social development, insisting on serving the people's justice and focusing on improving people's livelihood and well-being, insisting on taking responsibility for the rule of law and safeguarding fairness and justice in accordance with the law, insisting on strengthening the foundation for development and comprehensively improving the ability to perform their duties, persisting in helping to catch up and surpass, striving to promote reform and innovation, and promoting high-quality and efficient supervision and case handling. A total of 148,600 cases of various types were handled, an increase of 25% year-on-year. 26 cases were selected as typical cases of the Supreme People's Procuratorate. The satisfaction rate of the people in the province with the procuratorial system was 98.74 percent, an increase of 0.21 percentage points over the previous year. In 2024, under the strong leadership of the Provincial Party Committee and the Supreme People's Procuratorate, and under the strong supervision of the Provincial People's Congress and its Standing Committee, the procuratorial organs of the province will closely focus on the biggest politics of promoting Chinese-style modernization, actively perform their legal supervision duties in accordance with the law, deepen and expand the "three years" activities, serve and protect the county economy, private economy, open economy, and digital economy, promote the realization of the "eight new breakthroughs", and strive to write a new chapter in Shaanxi with the power of the rule of law, and strive to be a model in the western region.

The meeting listened to an explanation made by Li Xiaoying, vice chairman of the Standing Committee of the Provincial People's Congress, on the "Shaanxi Provincial Local Legislation Regulations (Draft Amendment)." Li Xiaoying said that the "Shaanxi Provincial Local Legislation Regulations" was promulgated and implemented in 2001 and revised in 2016. Since the implementation of the "Shaanxi Provincial Local Legislation Regulations", it has played an important role in standardizing the local legislative work in Shaanxi Province and improving the quality of legislation. In March 2023, the first session of the 14th National People's Congress amended the Legislation Law of the People's Republic of China. In order to implement the Legislation Law and adapt to the new tasks and new requirements of the new era, it is of great significance to follow up and revise the regulations of our province in a timely manner to further give play to the positive role of local legislation in promoting economic and social development and promoting the comprehensive governance of the country according to law. The explanation pointed out that the basic idea of revising the regulations is: to clarify the guiding ideology, new tasks, and new requirements of local legislative work in the new era; to revise the contents that are inconsistent or imperfect in strict accordance with the legislation law; to conscientiously sum up and refine the experience and practices of local legislative work in our province and to upgrade them to laws and regulations; and to maintain the stability and authority of laws and regulations, not to revise those that can be changed but not to be changed. The draft amendment consists of 40 articles, and the main revisions are: (1) to enrich part of the content of the General Provisions; (2) to improve the authority, working mechanisms, and deliberation procedures of local legislation; (3) to strengthen legislative publicity; and (4) to meet the needs of supplementing the relevant contents of the reform of the supervision system.
