In January 2024, the National Conference of Prosecutors General was held in Beijing. In May 2023, the Liaoning Provincial Procuratorate, together with the Provincial People's Court, the Provincial Public Security Department, the Provincial Department of Agriculture and Rural Affairs, and the Provincial Forestry and Grassland Bureau, jointly issued the Opinions on Establishing a Collaborative Mechanism for the Release and Rescue of Live Wild Animals Involved in Judicial Cases (Trial), taking the lead in establishing a "Collaborative Mechanism for Litigation and Rescue" for wildlife protection at the provincial level across the country.

For live wildlife seized in the course of case handling, each judicial case-handling organ shall, under the guidance of professional bodies, immediately coordinate the fixation and transfer of evidence, and lawfully transfer them to the departments for the protection of wildlife in accordance with the principles of timeliness, locality, proximity, and science. The departments for the protection of wildlife shall, in accordance with relevant state provisions, promptly organize and carry out the release and rescue of live wildlife involved in the case transferred by the judicial organs.

This mechanism has effectively strengthened the judicial and administrative coordination of the release and rescue of live terrestrial wildlife and rare and endangered aquatic wildlife involved in judicial cases, and has made useful explorations for promoting the establishment and improvement of relevant mechanisms at the national level.

"Benefiting the Public" volunteers

The purpose of the "Benefiting the Public" volunteer procuratorial cloud platform is to rely on the people and serve the people. The public becomes a public interest protection volunteer through the registration platform, reflecting clues on public interest harm in light of the actual conditions of the region, giving full play to their knowledge or professional expertise to provide consultation to procurators handling public interest litigation cases, participating in procuratorial public interest litigation case hearings, conducting follow-up observation of public interest litigation cases, and supervising and evaluating procuratorial case-handling activities.

The Liaoning Provincial Procuratorate took the lead in inviting deputies to the National People's Congress to serve as public interest litigation ambassadors, and set up a provincial-level volunteer team of "Benefiting the Public" with the participation of deputies to the National and Provincial People's Congress, members of the Chinese People's Political Consultative Conference, and people from all walks of life, to help improve the quality and efficiency of procuratorial public interest litigation cases.

Special supervision of high-standard farmland construction

In August 2023, the Supreme People's Procuratorate and the Ministry of Agriculture and Rural Affairs jointly issued the Notice on Carrying out Special Work on Procuratorial Public Interest Litigation to Help the Construction of High-standard Farmland, requiring that procuratorial public interest litigation be given full play to its role in supervising coordination and legal guarantees, investigating and rectifying the unqualified quality of project projects, the loss of funds for high-standard farmland construction, and other violations of laws and regulations, so as to promote the realization of scientific and standardized management of farmland construction projects and serve to improve agricultural production conditions and the ecological environment.

In September 2023, the Liaoning Provincial Procuratorate formulated and issued the "Implementation Plan for the Special Work of the Liaoning Provincial Procuratorate to Carry out Procuratorial Public Interest Litigation to Help the Construction of High-standard Farmland" in accordance with the requirements of the Supreme People's Procuratorate , further clarify the objectives and requirements of each stage, refine the work measures, and provide a strong procuratorial guarantee for Liaoning to be the "ballast stone" of stable national grain production and supply.
