Li Qingming, who believes in the supremacy of money, cherishes money as his life, and when the case-handling personnel talked to him about the need to recover his disciplinary and illegal gains, he made the above response, and even talked to the organization about the conditions, asking if he could pay a little less.
Li Qingming, male, born in October 1963, started working in August 1984 and joined the Communist Party of China in November 2003. He served as the Chief of the Surveying, Mapping and Planning Section and the Chief of the Engineering Management Section of the Construction Committee of Wenshan Zhuang and Miao Autonomous Prefecture in Yunnan Province, a member of the Party Leadership Group and the Director of the Planning Bureau of the Wenshan Prefecture Construction Bureau, a member of the Party Leadership Group and the Deputy Director of the Wenshan Prefecture Housing and Urban-Rural Development Bureau, and applied for early retirement in January 2017.
In September 2021, the Wenshan Prefecture Commission for Discipline Inspection and Supervision issued a message: "Li Qingming, former member of the party group and deputy director of the Wenshan Prefecture Housing and Urban-Rural Development Bureau, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision investigation. Spiritual "lack of calcium", using job promotion as a rent-seeking "bargaining chip"
In August 1984, after graduating from university, Li Qingming was assigned to work in the Wenshan Prefecture Construction Committee, and was promoted to section chief in January 2000. At this time, Li Qingming felt that his job promotion was not ideal, and he thought that the pace of "progress" was too slow, and he had "promotion anxiety" in his heart. In November 2003, Li Qingming joined the Communist Party of China. After being examined and investigated, he confessed that his original intention of joining the party was not to pursue ideals and beliefs and to seek well-being for the people, but to pursue personal fame and fortune.
After becoming a member of the party group and director of the planning bureau of the Shanzhou Construction Bureau, Li Qingming relied on his "power" in the field of real estate project planning and began to take cards. If the developer does not send money, he will perform the trick of "procrastinating" until the developer "sends the benefits to the door" or tries to ask the developer for the benefits, which can be called a typical example of "goose plucking".
In 2005, a real estate company in Wenshan Prefecture declared a real estate project to the State Planning Bureau, and there was no movement after the project was reported to the Planning Bureau. After investigation, from 2004 to 2019, Li Qingming took advantage of his position as a member of the party group and director of the planning bureau of the Wenshan Prefecture Construction Bureau, a member of the party group and deputy director of the Wenshan Prefecture Housing and Urban-Rural Development Bureau, to seek benefits for others in project planning and approval, and illegally accepted and solicited property from real estate developers totaling more than 350 yuan on many occasions.

In 2009, Wang, the legal representative of a real estate company in Wenshan Prefecture, auctioned more than 80 acres of land in the south of Wenshan City, due to the company's capital turnover difficulties at that time, temporarily unable to develop the plot, so Wang found Li Qingming and wanted to help recommend and sell part of the land through his relationship and influence to alleviate the problem of financial difficulties, and Li Qingming promised to help recommend. After that, Li Qingming made connections everywhere and introduced "friends" to inspect the site, and the "friends" expressed their willingness to buy and paid a deposit of 100,000 yuan to Wang.
But after that, the price of land rose sharply, and Wang did not want to sell the land, but he was afraid that offending Li Qingming would cause the planning and approval of his company's real estate development project to be blocked, so he gave Li Qingming 1 million yuan and asked Li Qingming to use the power in his hands to "settle" his "friend", and Li Qingming readily agreed. In this way, Li Qingming used his position as the director of the planning bureau to leave and right, and finally exchanged power for money and pocketed 1 million yuan.
Li Qingming explained to the case-handling personnel that at that time, he always talked about "power is not used, and it will be invalid when it expires." He has forgotten his public power surname "Gong", and regards public power as the "source" of his own food and card demand and "making a fortune", and squanders it wantonly.
Li Qingming and the person in charge of a real estate company in Wenshan Prefecture, Yang Moumou, who lives in Kunming, "befriended", when Li Qingming went to Kunming on business and ran errands, he would invite a group of relatives and friends to get together, and he would call Yang Moumou at this time. There is no reverence, and luck is used as a trick to get rid of crime
On the day he was placed in custody, Li Qingming was obstinate in the face of the painstaking education of the case-handling personnel, and not only did he not explain his problems, but also refused to sign the decision to file the case when the case-handling personnel announced that he had filed a case for review and investigation, mistakenly believing that as long as he did not sign, the organization would have nothing to do with him, and vainly hoped to evade the examination and investigation by "not signing."
"When I first arrived at the detention center, I was still resisting and denying, always thinking that I had been retired for five or six years anyway, and those illegal things had been more than 10 years, and I couldn't even remember clearly, and I still wanted to resist. In his confession, Li Qingming described his fluke mentality in the face of the organization's censorship and investigation.
When he saw that his denial was useless, Li Qingming turned on the "acting" mode again, pleading bitterly with the case-handling personnel in the liuzhi room, trying to win the sympathy of the case-handling personnel and "let him go". In the face of organization and discipline and law, Li Qingming vividly interpreted "improvisation". "fickleness" is the deepest impression that the case-handling personnel have of Li Qingming, but when it comes to money issues, Li Qingming is unusually "firm".
When the case-handling personnel talked to Li Qingming about recovering his disciplinary and illegal gains, Li Qingming still felt lucky, and at one moment he said that his life was not worth so much money, bluntly said, "I can't take out that much money," and at another time said that his family could not afford so much money, which would make him bankrupt.
