The Ministry of Industry and Information Technology and the National Development and Reform Commission recently issued the "Implementation Opinions on the Innovation and Development of Pilot Manufacturing Projects". Pilot test is a transitional test to transform new products in the trial production stage into the production process, a key link in the industrialization of scientific and technological achievements, an organic part of the manufacturing innovation system and an important support for the modern industrial system. The opinions put forward that by 2025, the pilot development of the mainland manufacturing industry has made positive progress, the pilot test capacity of the key industrial chain is basically fully covered, the level of digitalization, networking, intelligence, high-end and green has been significantly improved, the pilot service system has been continuously improved, and more than 5 pilot test platforms with international advanced level have been built, the pilot development ecology has been further optimized, a number of self-developed pilot software and hardware products have been put into use, and the pilot test has significantly enhanced the support and guarantee role of the manufacturing industry.

Opinions on the implementation of pilot innovation and development in the manufacturing industry

Pilot test is a transitional test to transform new products in the trial production stage into the production process, a key link in the industrialization of scientific and technological achievements, an organic part of the manufacturing innovation system and an important support for the modern industrial system. Since the 18th National Congress of the Communist Party of China, the pilot test of the manufacturing industry has continued to advance, which has promoted technology iteration, process improvement and product innovation. However, the problems of imperfect pilot service system and weak independent and controllable ability are becoming increasingly prominent, and the development of the pilot industry that provides software and hardware products and services for the industrialization of scientific and technological achievements lags behind, and it is difficult to meet the practical needs of high-quality development. In order to build a modern pilot test capacity and support industrial scientific and technological innovation and high-quality development, the following opinions are put forward.

1. Guiding ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, based on the new stage of development, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, follow the law of industrial development, take the construction of advanced pilot test capacity as the goal, adhere to demand orientation and scenario traction, improve the service platform system, innovate and develop the pilot industry, optimize the pilot development ecology, promote the synchronous development of the pilot test and the innovation chain and industrial chain, and promote the high-quality development of the manufacturing industry. Accelerate the realization of new industrialization and build a modern industrial system to provide strong support.

Second, the basic principles

  Adhere to innovation and development. Innovation-driven to lead the development of the pilot test, promote the continuous upgrading of the whole chain of the pilot test, realize high-end technology, modern capabilities, refined management, and efficient services, and support high-quality R&D and industrialization of achievements.

  Stick to the system layout. Pay attention to the combination of far and near, classified implementation, software and hardware coordination, according to the construction of industrial categories to adapt to the pilot capacity, according to the industrial cluster layout of pilot services, promote the construction of the pilot line and the deep integration of the industrial chain, support the industry towards the middle and high-end.

  Adhere to the linkage of supply and demand. Focusing on the actual situation of the industry and the pilot needs of enterprises, we will promote the pilot platform to provide accurate and effective services. Focusing on the capacity needs of the pilot platform, we will expand the supply of precision measuring instruments, high-end test equipment, design simulation software and other products.

  Insist on cost-effectiveness. Guide the intensive construction and standardized management of pilot test capacity, and appropriately advance the layout of modern pilot test capacity. Scientifically allocate pilot test resources, promote the network of pilot test services, improve the efficiency of pilot test verification, and achieve quality and efficiency.

  Insist on safety and reliability. Adhere to the equal emphasis on technology and management, run safety assurance through the whole process of the pilot test, strengthen risk identification, monitoring and early warning, emergency response and analysis and evaluation, and ensure that the pilot test development is safe, reliable, independent and controllable.

3. Development goals

  By 2025, the pilot development of the mainland's manufacturing industry has made positive progress, the pilot test capacity of the key industrial chain is basically fully covered, the level of digitalization, networking, intelligence, high-end and green has been significantly improved, the pilot service system has been continuously improved, and more than 5 pilot test platforms with international advanced level have been built, the pilot development ecology has been further optimized, a number of self-developed pilot test software and hardware products have been put into use, and the pilot test has significantly enhanced its role in supporting the manufacturing industry.

  By 2027, the pilot development of the mainland's manufacturing industry will achieve remarkable results, the formation of advanced pilot test capacity will be accelerated, the high-quality and efficient pilot service system will be more perfect, and the pilot development ecology will be more sound, providing strong support for the high-quality development of the industry.

Fourth, the layout of modern pilot test capabilities

  (1) Accelerate the full coverage of the pilot test capacity system. Scientifically plan the advanced pilot test capacity covering key industries, and form a complete pilot technology system, an advanced pilot service network and an effective pilot test software and hardware product supply. Build a number of major pilot projects with strong industry driving force. Support the leading enterprises in the industrial chain to plan the pilot test and R&D and production in an integrated manner, and form a complete pilot test capacity in the industry.

  (2) Promote the engineering of pilot capacity building. Implement the pilot capacity improvement project of the manufacturing industry, and achieve a phased breakthrough in accordance with the idea of planning a batch, building a batch, and reserving a batch. Guide enterprises to formulate pilot capacity improvement plans, promote process-oriented manufacturing enterprises to build pilot test capabilities for product trial production and mass production, improve product quality and production efficiency, and promote discrete manufacturing enterprises to build pilot test capabilities for new product research and development and continuous iteration, and improve product reliability and environmental adaptability.

  (3) Promote pilot digitalization. Strengthen the integration and application of a new generation of information technology, carry out the digital transformation of test equipment and processes, optimize test methods and management models, and promote the solutions of digital technology in test scenarios such as process tooling testing, defect detection, and predictive maintenance. Encourage enterprises to tap the value of data, build digital twin systems, carry out virtual simulation experiments, strengthen the large-scale application of model-based system engineering, shorten the R&D cycle, reduce the cost of testing, and realize the production of no physical prototype.

  (4) Promote the pilot network. Carry out networked collaborative pilot tests, deepen the application of industrial Internet, Internet of Things, 5G and other technologies in the pilot process, promote the network connection and platform convergence of enterprise pilot resources, improve the interoperability level of equipment and systems, and realize the integration of production experiment control. Promote the sharing of trial data resources between enterprises and suppliers on the cloud. Promote pilot cloud services to meet the needs of pilot cloud transformation.

  (5) Promote pilot intelligence. Promote the construction of intelligent pilot test lines, accelerate the intelligent transformation of pilot tests, and comprehensively improve the intelligent level of test processes, management services, and safety guarantees. Promote the application of machine vision, machine learning, and artificial intelligence large models in the pilot process, and optimize the process and improve the test efficiency through comprehensive perception, real-time analysis, scientific decision-making and precise execution.

  (6) Promote the high-end of the pilot test. Continuously improve the pilot technology and test quality to meet the needs of the continuously upgraded product pilot test. Accelerate the development of high-precision measuring instruments, high-end test equipment and other products, strengthen the design simulation software research, and support high-level pilot tests. Test materials, high-end products and equipment with major application prospects and high added value will be given priority to be included in the first batch of materials and the first (set) equipment application guidance catalog.

  (7) Promote the greening of pilot tests. We will promote the pilot test and industrial green and low-carbon safety simultaneously, accelerate the green transformation of the pilot test, and promote a new model with low resource consumption, low environmental impact, and intrinsically safe and reliable. Guide enterprises to build green and safe pilot lines, promote the software-based packaging of green technologies, carry out dynamic monitoring, precise control and optimal management of the whole process of pilot resources, energy and pollutants, and improve the comprehensive utilization efficiency of pilot resources.

Fifth, build a pilot service platform system

  (8) Promote leading enterprises to build a pilot platform for the industrial chain. Support leading enterprises to provide application scenarios and test environments, build independent product pilot platforms, drive product research and development, design and verification tests, and work with upstream and downstream enterprises in the industrial chain to formulate pilot technical rules and standards, and strive to solve common problems in pilot tests. Promote state-owned enterprises to strengthen the promotion of pilot independent innovation technology and products, and take the lead in landing applications in key areas.

  (9) Build a comprehensive pilot public service organization. We will build a world-class comprehensive pilot public service organization with leading technology and provide high-level pilot services across industries and fields. Focus on major national and regional strategies such as the coordinated development of Beijing-Tianjin-Hebei, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and the integrated development of the Yangtze River Delta, and coordinate and guide the construction of regional comprehensive pilot public service institutions with advantageous and qualified scientific research forces. In industrial clusters and parks, we will build comprehensive pilot public service capabilities to support industrial development in an all-round way and meet the diversified needs of enterprises.

  (10) Build specialized pilot public service institutions. Layout and construction of distinctive characteristics, outstanding advantages of professional pilot public service institutions, to provide industry characteristics, to meet the needs of special scenarios of professional services. Combined with the resource endowment, gather professional forces to participate in the construction, improve the test ability and extreme environment test ability in special application scenarios, and effectively meet the needs of industry development and special application scenarios.

  (11) Build a high-level and multi-level pilot carrier. Support qualified localities to build pilot centers with large radiation range, strong transformation capacity and good development mechanism based on industrial foundation and comparative advantages. Strengthen the pilot function of the existing innovation and service platform, strengthen the transformation of technology research and development, and open up test capabilities, test sites and research results. Guide all kinds of carriers to attach importance to intellectual property management, and establish and improve the intellectual property protection system.

6. Innovate and develop the pilot industry

  (12) Strengthen policy coordination. Improve the pilot test policy system, promote the organic combination of pilot test and high-tech zones, industrial parks, new industrialization industry demonstration bases, safety emergency industry demonstration bases, advanced manufacturing clusters, small and medium-sized enterprise characteristic industrial clusters and other policies, strengthen pilot test information exchange, resource co-construction and sharing, industrial chain docking and coordination, and optimize the allocation of factor resources.

  (13) Accelerate research on key technologies. With the goal of industrialization, we will condense the common needs of the pilot test, promote the construction of the pilot scientific research platform system, and focus on breaking through the key technologies of the pilot test such as extremely complex environment test, reliability simulation analysis, and digital twin, as well as basic common technologies such as measurement, standards, test detection, analysis and evaluation. Support enterprises to increase R&D investment, encourage user units to jointly tackle key problems, and solve the bottleneck problem of pilot test.

  (14) Breakthrough in software and hardware products. Promote the pilot test software and hardware to make up for the shortcomings and forge the long board, and promote the standardization, serialization, modularization and complete development of software and hardware products in order to solve the problem of blocking points and stuck points and breakpoints. Organize and implement a number of software and hardware product demonstration projects that meet the requirements of application scenarios, promote the increase of varieties, improve quality, create brands of pilot software and hardware products, and increase the supply of high-quality products and services.

  (15) Build an independent pilot line. Improve the system integration capability of the pilot line, promote the first trial of high-quality independent products in the process of building the pilot line, and improve the independent and controllable level of the pilot line. Promote the integrated application of pilot line software and hardware products with industrial Internet and digital infrastructure. Create a demonstration model of the pilot line in the industry, select a batch of pilot demonstration lines, and organize promotion.

  (16) Cultivate high-quality enterprises. In line with the international advanced level, we will cultivate a number of leading enterprises in the fields of instrumentation, measurement standard devices, test and testing equipment, design and simulation software with ecological leading capabilities. Support small and medium-sized enterprises to focus on their main business and intensively cultivate, continuously enhance the innovation ability and core competitiveness of pilot software and hardware products, promote the integration and innovation of large and medium-sized enterprises, and cultivate more specialized, special and new small and medium-sized enterprises.

  (17) Expand the whole chain of services. Encourage all kinds of platforms to form a full-chain service capacity covering engineering development, technology maturation, process innovation, sample trial production, test and testing and other functions, and increase support for specialized, special and new small and medium-sized enterprises. Encourage the development of new service formats such as equipment leasing, remote operation and maintenance, and shared experiments. Publish the pilot service resource catalog, select pilot service solutions and typical cases, and form advanced experience that can be replicated and promoted.

7. Optimize the pilot development ecology

  (18) Strengthen standard support and guidance. Implement the pilot development standard improvement plan, establish and improve the pilot standard system and release a number of key standards. Including: key technical standards such as simulation, process tooling, inspection and testing, test equipment standards such as instrumentation and pilot lines, and supporting basic standards such as term definitions, personnel training, and service organizations. Promote the establishment of a pilot industry standardization technical organization, and support professional institutions, industry associations, etc. to use various forms to carry out standard formulation and publicity.

  (19) Build a team of professional talents. Adhere to the introduction and training at the same time, deepen the integration of industry and education, support industry-university-research cooperation, cultivate a compound talent team that understands products, manufacturing, testing, equipment and safety, and excellent engineers who are good at solving complex engineering problems, and improve the pilot professional talent system. Support qualified colleges and universities to set up pilot-related disciplines, and build pilot-scale training bases, expert workstations and other platforms. Improve the evaluation, guarantee and incentive mechanism of pilot talents.

  (20) Strengthen the guarantee of measurement services. Strengthen the metrological traceability of pilot test instruments and equipment, establish a number of high-accuracy and high-stability measurement standard devices and measurement reference material libraries urgently needed for pilot development, and develop special measurement and testing methods and standard specifications. Give full play to the technical support and guarantee role of measurement, strengthen the construction of the national industrial measurement and testing center and the type evaluation laboratory of measuring instruments, provide life-cycle measurement and testing services for the development of the pilot test, and ensure that the pilot test value is accurate and the test is effective.

8. Safeguard measures

  (21) Strengthen organization and coordination. Give full play to the role of the Office of the Leading Group for the Construction of a National Manufacturing Power, and strengthen the overall coordination of the development of the pilot test. Strengthen the linkage between the central and local governments, guide all localities to give full play to their characteristic advantages, formulate effective implementation measures, and increase incentives and support for areas with remarkable results. Give full play to the role of professional institutions and industry associations, and strengthen information release, supply and demand docking, technical services, etc.

  (22) Strengthen resource safeguards. Make full use of existing funds, funds and other policy channels to drive social capital and support pilot innovation and development. Implement policies such as additional deduction of R&D expenses and VAT refund. Make good use of the first (set) and the first batch of insurance compensation policies. Give full play to the role of the national industry and finance cooperation platform, and support financial institutions to actively provide financial services under the premise of compliance with laws and regulations and controllable risks. The pilot test will be included in the special project of "financial integration of science and technology industry", and guide financial capital and social capital to increase support. Encourage all localities to give funds, land, talents, finance and other guarantees to the pilot test.

  (23) Improve management mechanisms. All localities should strengthen overall planning and coordination, strengthen the coordination of industry, emergency, environmental protection and other policies, standardize the landing process of pilot projects, optimize the procedures of access conditions, land use planning, environmental protection and safety, construction and operation, and strengthen guidance and services. Encourage the use of centralized handling, joint review, parallel examination and approval, etc., to explore the implementation of new management mechanisms such as the commitment filing system for some matters, improve the efficiency of project approval, and improve the level of management standardization.

  (24) Carry out effectiveness evaluation. Establish a scientific evaluation index system to monitor, analyze and evaluate the pilot test capacity, service level, standardized management, comprehensive benefits, etc., and dynamically reflect the comprehensive development trend. Strengthen the evaluation of the effectiveness of the pilot service platform to ensure standardized operation, safety and reliability, and scientific development. Strengthen the application of evaluation results, and use evaluation results as an important basis for policy support and resource allocation.
