2. Opening conditions and procedures

1. Creators who meet the following conditions can apply for the status of "Weitoutiao First Release Creator Certification":

• The account type can be individual or enterprise
• The credit score is 100 points
• The number of followers ≥ 100
• In the past 180 days, the cumulative number of micro headlines published has ≥ 10

It does not include syncing, forwarding, or AI-generated content

• In the past 180 days, original micro-headlines accounted for 60% of the total micro-headline posts, excluding synchronization, forwarding, and content generated by AI technology
• Among the nearly 10 micro-headline works, the number of content originality & first release rules ≥ 8

2. Specific activation process

• Toutiao backend on the computer: Log in to the headline backend, click "Growth Guide - Toutiao Certification - First Author - Micro Toutiao Creator Certificate Certification", and click "Go Certification" on the right side to apply

• Toutiao App: Log in to Toutiao App, click "My - Apply for Authentication - Personal Identity Authentication - Initial Creator Authentication of Weitoutiao", and click "Go Verification" on the right to apply

Note: Accounts that have not passed the "WeChat Headline First Creator" certification can continue to create and publish WeChat headline content, and apply again after 7 days.

3. Specifications for use

• A single work will be considered "non-original" if it has the following
• plagiarizing, plagiarizing, or carrying other people's works;
• distorting or tampering with the works of others;
• content generated by AI technology;
• The content is a comprehensive compilation of common sense, splicing key points, etc.;
• adapting, translating, annotating, or commenting on the original work without the authorization of the copyright owner;
• Publishing or reprinting the original work without the exclusive authorization of the copyright owner;
• For the purpose of selling commodities or attracting fans and diversion for individuals/institutions;
• Content that is not protected by the Copyright Law of the People's Republic of China, such as laws/regulations, resolutions/decisions/orders of state organs, other documents of a legislative/administrative/judicial nature, official translations, current news, calendars/common number tables/general tables and formulas and other public information;
• Other content that violates laws and regulations, relevant policies, public order and good customs, social morality, and violates the "Toutiao Community Norms".
• After the release on the Toutiao platform, it will be published on other platforms within 72 hours, and it will be recognized as "non-debut"
• Other Rules:
• If a work has been published once on the Toutiao platform, and the same or substantially similar work is subsequently published again, the act may be found to be in violation
• If there is a situation where the content posted outside the site within 72 hours is maliciously deleted multiple times to appeal, the status of "the first creator of Weitoutiao" may be directly canceled

• After the application is approved, the "First Release" logo will be displayed on the personal homepage and the content details page of the Micro Toutiao. When the account has been verified as a gold v/blue v, the gold v/blue v information will be displayed first
• Note: If you can't see the logo, please update the version of Toutiao APP to 9.5.9 or above and try again
• 2. Additional income
• For authors who join the "Creator Certification for the First Release of Weitoutiao", the subsequent content of Weitoutiao will have the opportunity to be supported according to the income of Weitoutiao on the same day*2

5. Penalties and deductions for violations

1. The management norms of "micro headline creators".

After applying for the "Initial Creator of Micro Toutiao", please continue to maintain the originality and debut of the content of Micro Toutiao, and if any of the following behaviors occur, the status of "Initial Creator of Micro Toutiao" will be cancelled. After the certification is cancelled due to violations, you can apply again after an interval of 30 days, and you can only apply for the status of "Micro Headline First Creator" three times within 180 days.

If the status of "Micro Headline First Creator" is cancelled three times within 180 days, the "Micro Headline First Creator" certification rights and interests will be permanently closed.

• After the application is approved, when the number of non-original/non-first-release content found in the micro-headlines created by the creator in the current month reaches the following thresholds, the status of "first-release creator of micro-headlines" will be cancelled

Note: Only the content of the micro headlines after the certification application is passed will be counted. For example, if 10 micro-headlines were published from December 1 to December 7, and the application for certification was passed on December 10, only the content of the micro-headlines after the opening on December 10 will be counted.

The number of articles published in the month and the cumulative number of violations in the rules are counted according to the time when the article was posted on WeChat.

2. Deduction rules

• The content of the penalty notice will be divided and deducted on the next day, and the deduction includes the basic income and the initial subsidy income
• If there is an objection to the content determined by the platform to be in violation and the author has successfully appealed/defended the title, the deduction will not be made
• The platform will deduct the balance, and if the deducted creative income is greater than the balance, it will be deducted until 0

If the appeal is successful, the platform will return the payment to the account within 2-3 working days

6. Penalty appeals

Appeal method: If a creator receives a penalty notice for the first publication of the violation statement, if he or she has any objections, he or she can appeal or defend his rights directly through the entrance in the notice. After the appeal is successful, the first rights of the micro-headline will be restored.

1. Can the application be cancelled after it is approved?

You can select "Cancel Certification" on the Toutiao Certification page, and you can apply for certification again 30 days after cancellation.
