On January 9, the financial service and construction market code of conduct policy seminar hosted by the Housing and Urban-Rural Development Bureau of Panlong District, Kunming City was held in Yuanqi Vocational Training School to further promote the steady and healthy development of the economy, increase the docking of "bank, government and enterprise", and promote good interaction between government and enterprise, mutual benefit and win-win results.
In the context of the economic downturn, in 2023, Panlong District will actively support the development of construction enterprises, and achieve good results in the total number of main body multiplication indicators and the output value of the construction industry in the forefront of all counties and districts in Kunming City.
A total of eight banking institutions and construction companies with financial needs were invited to communicate face-to-face in this event, explain the current financial policies in detail for the construction enterprises, and gather together to talk about the development planning and financing needs of enterprises. According to the relevant person in charge, through the presentation and exchange of this meeting, some enterprises and financial institutions have initially reached financial cooperation intentions. Subsequently, the Housing and Urban-Rural Development Bureau of Panlong District will continue to play the role of "link" and "bridge", promote the construction of a long-term and stable bank-enterprise relationship, and promote the common development of the real economy and financial undertakings in Panlong District through effective cooperation between "bank, government and enterprise".
In the second part of the meeting, the Panlong District Housing and Urban-Rural Development Bureau organized the person in charge of the construction project under construction, the person in charge of the general contractor and the labor-management staff in the jurisdiction to further standardize the contracting and contracting of construction projects, standardize the payment of wages to migrant workers, and maintain the order of the construction market and the legitimate rights and interests of the main participants in the construction project.
The meeting preached and interpreted in detail the "Regulations on Guaranteeing the Payment of Migrant Workers' Wages" and the "Administrative Measures for the Identification, Investigation and Handling of Illegal Acts of Construction Project Construction Contracting and Contracting" and other relevant documents, clarified the payment responsibilities of all parties involved in the construction project, standardized the payment behavior, improved the guarantee mechanism, strengthened payment supervision, and strictly pursued responsibility. At present, Panlong District has recovered nearly 30 million yuan in wages for more than 500 migrant workers in 2023 alone through policy publicity, door-to-door service, investigation and punishment of violations of laws and regulations, and assistance in recovering project funds and migrant workers' wages.
In the next step, Panlong District will continue to increase the policy publicity and code of conduct of all parties involved in the construction industry, not only strictly investigate violations of laws and regulations, but also build a service platform to promote the steady and healthy development of the construction industry.
