Case 1
At about 5 a.m. on December 11, 2023, a fire broke out in a basement of a community in Changping District, Beijing. After investigation, the cause of the fire was the sudden failure of the electric bicycle battery stored in the house by the resident Dong, which ignited the surrounding combustibles.
It is reported that Dong usually works part-time in express delivery and other businesses, and has two electric bicycle batteries. Before the incident, one battery was on his e-bike, and the other spare battery had been stored in the house after it had been fully charged three days earlier. At around 4:30 a.m. on the 11th, the spare battery suddenly made a "bang" sound, and the battery cover was broken.
Dong, who was awakened, did not take the battery that had failed outside for disposal, but used pliers to cut the two wires of the battery, and then went back to bed. At about 5 a.m., the battery reacted violently again and ignited the surrounding combustibles, resulting in a fire. It is reported that the battery that caught fire was a second-hand battery that Dong bought from a friend.
After the incident, the Changping District Fire and Rescue Detachment and the District Public Security Branch investigated and collected evidence, and in accordance with the provisions of Article 64 (2) of the Fire Protection Law of the People's Republic of China, the party Dong was given a punishment of 10 days of administrative detention.
Case 2
At about 8 o'clock in the morning of the same day, a fire broke out on the second floor of a community in Changping District, Beijing. After investigation, the cause of the fire was the sudden failure of a fully charged electric bicycle battery, which ignited the surrounding combustibles.
It is reported that the woman Tong is a septuagenarian, and at about 18 o'clock the day before the incident, she took her electric bicycle battery home to charge. At about 20 o'clock, she unplugged the power and rested. On the morning of the 11th, Tong felt that the battery might not be fully charged, so he temporarily charged the battery for half an hour before going out, and then unplugged the power supply and placed it in the house.
Soon, Tong, who was going to the toilet in the bathroom, suddenly heard a "bang" sound, she hurriedly came out to check, and watched as puffs of black smoke came out of the battery until it caused a fire.
After the incident, the Changping District Fire and Rescue Detachment and the District Public Security Branch investigated and collected evidence, and in accordance with the provisions of Article 64 (2) of the Fire Protection Law of the People's Republic of China, the party Tong was given a punishment of 10 days of administrative detention.
