Recently, the Market Supervision Department of the State Post Bureau, the Ministry of Emergency Management, and the relevant departments and bureaus of the Ministry of Public Security conducted a joint interview with the three express delivery companies of YTO Express Co., Ltd., Shanghai Yunda Freight Co., Ltd., and Beijing Jingbangda Trading Co., Ltd. (hereinafter referred to as YTO Express, Yunda Express, and Jingdong Logistics) suspected of illegally delivering fireworks and firecrackers.
The interview pointed out that according to the "Regulations on the Administration of Prohibited Items" jointly issued by the State Post Bureau, the Ministry of Public Security, and the Ministry of State Security on November 7, 2016 (Guo Postal Fa [2016] No. 107), fireworks and other flammable and explosive items are prohibited items by the state. In the recent inspection and case handling, it was found that some enterprises and personnel used YTO Express, Yunda Express, and Jingdong Logistics to send fireworks and firecrackers in violation of regulations through the "Internet + delivery" method, which posed a serious threat to the delivery channels and social public safety, and fully exposed the three enterprises' real-name receipt, inspection, and security inspection, and the implementation of the "three systems" was not strict, and individual practitioners had weak legal and discipline concepts and security awareness, and there were loopholes in the security management of agreement customers.
The interview required that YTO Express, Yunda Express, and Jingdong Logistics should truly put delivery safety in an important position from the aspects of ideological understanding, organizational leadership, and responsibility measures, and further firmly establish the concept of safe development, adhere to the supremacy of the people and life, resolutely shoulder the responsibility of safety, and effectively protect the safety of people's lives and property.
In accordance with the "Regulations on the Safety Management of Fireworks and Firecrackers" and the "Regulations on the Management of Prohibited Items", we should organize and carry out dragnet investigation and rectification, comprehensively find out the loopholes and hidden dangers in the implementation of the "three systems", the safety management of agreed customers, and the safety education and training of employees, and take resolute and effective control measures to strictly prevent fireworks and firecrackers and other flammable and explosive items from flowing into the delivery channels. It is necessary to focus on the concentration of fireworks and firecrackers production and sales and important routes, increase the frequency of security inspections and spot checks on mail and express mail, improve the reporting reward system, and comprehensively crack down on the illegal delivery of fireworks and firecrackers. It is necessary to strengthen information reporting, and once it is found that illegal delivery of fireworks and firecrackers and other flammable and explosive materials is discovered, it will be reported to the postal administration, public security, emergency management and other departments as soon as possible, and cooperate with the investigation of clues.
The person in charge of YTO Express, Yunda Express, and Jingdong Logistics said that they will deeply learn the lessons of relevant cases, strictly implement the main responsibility of safety production and the unified management responsibility of the headquarters for safety assurance, learn from the pain, draw inferences from one another, and immediately organize the whole network to carry out centralized rectification of mail security, and seriously investigate the responsibility of relevant personnel in accordance with the company's internal assessment and management system, resolutely adhere to the bottom line of safety, resolutely prevent the occurrence of all kinds of mail security incidents, and firmly maintain the safety of people's lives and property and the safe and stable operation of the postal express industry.
