At about 9 o'clock on January 1, Zhang Liqi, a postdoctoral fellow and Taiwan compatriot who teaches at Huaqiao University, received the "Taiwan Resident Settlement Permit" from the police of the Exit and Entry Administration Detachment of the Xiamen Municipal Public Security Bureau, becoming the first Taiwan compatriot to settle in Fujian after the implementation of the 10 entry and exit policies and measures of the Exit and Entry Administration of the People's Republic of China to support Fujian in building a cross-strait integrated development demonstration zone.
In order to thoroughly implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Fujian to Explore a New Road for Cross-Strait Integrated Development and Build a Cross-Strait Integrated Development Demonstration Zone", the Exit and Entry Administration of the People's Republic of China closely followed the construction plan of the Cross-Strait Integrated Development Demonstration Zone, and issued ten entry-exit policies and measures on November 6, 2023, such as encouraging Taiwan compatriots to settle down in Fujian and facilitating the life and development of Taiwan compatriots in Fujian, which will be officially implemented on January 1, 2024. On the morning of 1 July, this reporter went to the relevant entry and exit ports in Xiamen to directly attack the convenience brought to Taiwan compatriots after the implementation of the "Ten Measures."
On January 1, at the Wutong Passenger Terminal in Xiamen, Taiwan compatriots went through the application procedures for certificates by themselves under the guidance of the staff of the Exit and Entry Administration Detachment of the Xiamen Municipal Public Security Bureau.

At the Xiamen Municipal Public Security Bureau's Travel Permit Center, Zhang Liqi showed reporters the "Notice of Approval of Settlement" that he had just received. From submitting the materials to passing the review, and then receiving the certificates, Zhang Liqi felt that it was "very smooth", which was all thanks to the introduction of the "Ten Measures".
The "Ten Measures" have implemented the policy of "Taiwan compatriots settling down in Fujian and are willing to settle down", clarifying that Taiwan compatriots can apply to the exit and entry administration of the public security organ at or above the county level in Fujian Province where they intend to reside, and the time limit for examination and approval will be shortened from 20 working days to 10 working days. In order to facilitate the application of Taiwan compatriots' permits, the "Ten Measures" also implement "online handling", "port handling" and "centralized handling" for Taiwan residents' travel permits to and from the mainland (hereinafter referred to as "Taiwan Compatriot Permits"), and at the same time promote the establishment of an entry-exit document production center in Xiamen, shortening the time limit for personnel in the Xiamen-Kinmen and Fuzhou-Matsu city living circles to apply for entry-exit documents from seven working days to five working days.
On 1 January, Taiwan compatriots lined up at the public security entry-exit port hall of the Wutong Passenger Terminal in Xiamen to apply for documents.
"You can apply for a Taiwan compatriot permit on your mobile phone, and you can get the certificate directly at the port, without queuing, and it is more convenient to travel to the mainland. On the morning of the same day, Ms. Chen, a Taiwan compatriot, submitted a one-time application for a Taiwan compatriot permit through the "Immigration Bureau 12367" App on the way to Xiamen on the "mini three links" passenger ferry, and received the certificate directly at the port permit window after arriving at Xiamen Wutong Port.
Mr. Zhang, a Taiwan compatriot, applied for a five-year Taiwan compatriot permit at the port after arriving at Xiamen Wutong Port on the morning of the same day due to the expiration of the Taiwan Compatriot Permit. "Now the 5-year Taiwan Compatriot Permit can be applied for directly at the port, which makes us feel the real convenience. Mr. Zhang said.
"After the implementation of the 'Ten Measures', Taiwan compatriots can apply for a five-year Taiwan compatriot permit at the port, and obtain the certificate by mail, without having to go to the window of the exit and entry administration to apply for the certificate, which not only saves time, but also reduces costs. Facilitating the rapid customs clearance of Fujian and Taiwan personnel and ships and facilitating the life and development of Taiwan compatriots in Fujian are important contents of the "Ten Measures". In view of the expectations of the vast number of Taiwan compatriots who wish to use the fast track for border inspection, the border inspection organs have set up additional information collection and filing points at the Taiwan passenger ports to facilitate the use of the fast track for border inspection by Taiwan compatriots who have voluntarily handled the collection and filing process.
On the morning of 1 January, the Gaoqi Border Inspection Station of the Xiamen Frontier Inspection Station went through the border inspection procedures for Taiwan compatriots entering the "mini three links" at the Wutong Passenger Terminal in Xiamen.
Chen Jinlai, director of the Border Inspection Division of the Gaoqi Border Inspection Station of the Xiamen Border Inspection Station, introduced that after the implementation of the "Ten Measures", Taiwan compatriots holding a five-year Taiwan compatriot permit can handle fast customs clearance collection and filing at eight ports including Xiamen Gaoqi International Airport, Wutong Passenger Terminal, Pingtan Aoqian Passenger Ro-Ro Terminal, and Fuzhou Changle International Airport.
"I often travel back and forth between Xiamen and Taipei, and after this filing, I can use the fast track to enter and exit at various ports across the country, which is much more convenient. At Xiamen Gaoqi International Airport, Mr. Li, a Taiwanese compatriot, said happily, "The customs clearance process is simpler, the customs clearance speed has been improved, and the feeling of going home is getting better and better." ”
The "Ten Measures" also further optimize the procedures for border inspection of ships entering and leaving the port of entry and exit from Fujian and Taiwan, providing customs clearance facilitation such as online forecast and pre-inspection and "7×24 hours" border inspection and customs clearance guarantee for all ships traveling to and from Fujian and Taiwan, including Taiwanese fishing vessels and small-value merchant ships, and providing priority for ships carrying bulk materials, fresh agricultural products, and people's biological resources to and from Fujian and Taiwan.
Lian Bingliang, director of the terminal management center of Xiamen Xiangyu Caiyi Commercial Investment Co., Ltd., praised the relevant facilitation measures: "The introduction and implementation of a number of convenient measures this time allow ships to and from Fujian and Taiwan to be able to do it at any time, and eligible ships can also complete the entry and exit procedures at one time, so as to realize the 'zero waiting' operation of ship arrival and 'zero delay' inspection and release of departure, which is more convenient for customs clearance, lower operating costs, and faster and smoother cross-strait freight routes."
