"The breeding enterprises in our province mostly choose inbreeding on the breeding of dairy goats, resulting in the degradation of the quality of dairy goats, and the average annual yield of goat milk in most breeding enterprises is less than 300 kilograms. According to the estimation of the price level in 2022, the annual feeding cost of each dairy goat is 2,000 yuan to 2,500 yuan, and the purchase price of goat milk is only 5.5 yuan to 6.8 yuan / kg. Feng Wuyi said, coupled with the dairy goat herd has risen sharply, and the related forage, feed, medicine, equipment, land rent, etc. have risen, in the case of milk production capacity has not been improved, the cost of comprehensive breeding of a single dairy goat has increased sharply, resulting in more than 90% of the breeding enterprises and farmers losses, directly affecting the development of the industry.
In this regard, during the two sessions of the provincial government in 2023, Feng Wuyi submitted a proposal on "Suggestions on Promoting the Quality and Efficiency of the Dairy Goat Industry" to promote the development of the dairy goat industry in our province.
Feng Wuyi suggested that in the policy chain, our province should improve the province's dairy goat industry chain construction planning, provide policy guidance and policy support for the comprehensive promotion of high-yield breeds, and set up special support funds to introduce high-yielding breeding sheep, semen, embryos and other projects, especially in the use of high-yielding rams, semen to improve low-yield dairy goats to give policy support, and give financial subsidies to farmers to improve dairy goats. In the technology chain, our province should give full play to the advantages of state-owned enterprises, guide the development of dairy goat industry, according to the regional rural revitalization strategic planning, concentrate resource advantages, encourage the introduction of advanced whole genome breeding, DNA testing, embryo engineering breeding and other dairy goat breeding supporting technologies, and provide support and guarantee for the localization of high-yield and ultra-high-yield varieties in an all-round way. In the talent chain, our province should strengthen the talent shortcoming, dairy goat breeding enterprises should actively cooperate with domestic research institutions in animal nutrition, breeding, reproduction experts, the formation of high-yield, ultra-high-yield dairy goat breeding and breeding technology research and implementation of technical team, continue to promote the high-quality development of the dairy goat industry.
Feng Wuyi said that our province should make good use of the geographical resource advantages of Fuping County, invest in the construction of "high-yield dairy goat digital breeding base" in Fuping County, focus on the optimization of dairy goat seed industry, take the introduction of high-yield varieties and the cultivation of ultra-high-yield varieties as the entry point, optimize and improve backward populations, establish an efficient milk source base, and promote the healthy development of the entire breeding industry.

The Provincial Department of Agriculture and Rural Affairs said in the reply letter that it will support Fuping County to take the construction of the industrial park as an opportunity to focus on key technologies such as dairy goat breeding bases, high-quality milk source bases and modern feeding. The team will continue to make efforts in training, and will set up special funds to focus on supporting Northwest A&F University to use modern biological breeding technologies such as cloning to accelerate the pace of breeding of disease-resistant dairy goats, implement the super dairy goat breeding project, carry out the regionalization test of dairy goat high-yield gene detection chips, and steadily promote the implementation of the breeding project of 10,000 tons of sheep. At the same time, support Fuping, Qianyang and other counties and districts to build modern breeding sheep farms, carry out embryo transfer, promote dairy goat artificial insemination technology, accelerate the promotion of improved breeding, continue to promote the steady development of dairy goat industry in our province, and make dairy goats become "golden goats".
