Emergency rescue is swift and orderly. The Gansu Provincial Earthquake Level II Emergency Response and Natural Disaster Relief Level I Emergency Response were quickly activated, and the Provincial Earthquake Relief Field Command Headquarters was established under the commander-in-chief of Hu Changsheng, Secretary of the Provincial Party Committee, and Ren Zhenhe, Governor of Gansu Province. Officers and men of a brigade of the 76th Group Army of the Western Theater Army were dispatched overnight to the earthquake-stricken area of Jishishan, which was seriously affected by the earthquake, within four hours of the earthquake, and carried out personnel search and rescue and road cleanup. The Air Force of the Western Theater dispatched a number of transport planes and helicopters to transport rescue forces and survey the damage to the disaster. The Gansu Armed Police Corps dispatched officers and men, vehicles, and emergency rescue equipment to undertake tasks such as personnel search and rescue, transfer of the wounded, road dredging, and tent building. The Gansu Provincial Military Region organized officers and soldiers and militia to carry out tasks such as personnel search and rescue, checkpoint duty, road clearance, and material transportation in groups.

The public security organs dispatched police forces to devote themselves to rescue, search and rescue, and maintain public order. Medical experts from Peking Union Medical College Hospital, Beijing Jishuitan Hospital, West China Hospital of Sichuan University, and Peking University Sixth Hospital, as well as experts dispatched from the provincial level, and medical personnel from prefectures and counties were mixed to carry out treatment of the wounded to ensure that the injured received effective treatment at the first time. Emergency resettlement is timely and efficient. In view of the high altitude and low temperature in the earthquake area, the people in the dangerous areas should be turned around as much as possible through tent placement, resettlement in other places, and resettlement in public housing. The Provincial Earthquake Relief Field Headquarters urgently dispatched tents, bedding, cotton clothes, stoves, food, drinking water, medicines and other materials, and coordinated coal mining enterprises to transport coal to the disaster area. Persist in adapting measures to local and timely conditions, combining scattered resettlement and centralized resettlement in the vicinity, speeding up the dispatch and installation of fixed transitional resettlement housing, promptly distributing disaster relief materials, setting up collective canteens in the vicinity of resettlement sites, and promptly and fully equipping the medicines needed for the prevention and treatment of influenza and other diseases, to ensure that the people affected by disasters have hot meals, warm clothes and quilts, clean water to drink, safe temporary shelter to keep out the cold, medical services, and a sense of security.

Transitional resettlement is in place. The Provincial Earthquake Relief Site Headquarters coordinated the efforts of all parties to build prefabricated houses, and made every effort to do a good job in the fixed transitional resettlement of the affected people. Coordinate the central enterprises and provincial large-scale key enterprises to take the lead in donating, transporting, and building prefabricated houses. The transportation department dispatched more than 700 large-scale transport vehicles to transport the prefabricated houses to the disaster area 24 hours a day. The provincial departments of emergency response, health, housing and construction, public security, and water conservancy have guided Linxia Prefecture to print and distribute work plans for the basic living assistance, medical treatment, residence security, drinking water safety, and social stability of the affected people, so as to effectively implement the "six haves" guarantee for the affected people.

As of December 23, the safety investigation of the main water conservancy facilities in the earthquake area and all reservoirs within 100 kilometers of the epicenter has been completed, and no safety problems of reservoirs and dams have been found. Organize experts and technical institutions in the province to carry out housing emergency assessment work in the disaster area, and the emergency assessment has been completed as of the 27th. The vast majority of shopping malls, supermarkets, shops, restaurants, farmers' markets, and e-commerce express logistics points in Jishishan County have resumed business, with sufficient supply of daily necessities and generally stable prices, which can meet the consumption needs of the masses. Except for Dahejia Town, the resumption rate of business entities in all townships and towns has reached more than ninety percent. In accordance with the idea of "grasping reconstruction with one hand and teaching with the other" and the principle of "combining online and offline, one school and one policy", the education and teaching order in the disaster area was quickly restored, and by December 25, all schools in Jishishan County had fully resumed classes.

As of 15:00 on the 29th, 15,812 transitional resettlement prefabricated houses for the affected people have been built, and 1,165 prefabricated prefabricated houses for school teaching, accommodation and office use have been built. The relevant supporting facilities are also in place, and the "five links" requirements such as heating, toilets, water, electricity, and communication have been realized.

The implementation of the recovery and reconstruction was initiated. On December 25, the Provincial Jishishan 6.2 magnitude earthquake recovery and reconstruction coordination steering group was formally established, and the earthquake relief work has fully entered the post-disaster reconstruction stage.
