Leading the way for 800 years, the unknown "Lanxi Economic Zone"

author:There is a river at the door

Now many people take the data on the statistical yearbook of the Jinhua Bureau of Statistics and say that Lanxi is actually not so strong, at that time, the xenophobic Jinhua urban area was the second, and the economic proportion was not as high as the current proportion of Yiwu in the city, and Lanxi was neither better than Jinhua, but more than Yiwu.

In fact, this is people's selective disregard for history, and the glorious era of Lanxi is not the period counted in the statistical yearbook, but before this. Today's young people are not very clear about this history, but the older generation knows it - "Little Jinhua Province, Great Lanxi County", "Little Shanghai", "Little Lanxi than Suzhou and Hangzhou". The following is the 1988 edition of the "Lanxi City Chronicle" about the historical "Lanxi Economic Zone" (excerpt) to present to everyone, so that you can understand the more distant Lanxi.

The confluence of the Three Rivers

Since the Southern Song Dynasty, Lanxi has been the center of the jinqu basin economic zone in central Zhejiang, which lasted for 800 years.

The Southern Song Dynasty moved its capital to Lin'an (present-day Hangzhou City), connecting Fujian, Gansu and even Sichuan and Guangzhou, mainly by the Qiantang River waterway. Because the Qu River and Jinhua River are shallow and beachy, the big boat from Hangzhou to Lanxi must change into a small boat, in order to pass through the Qu River and go south to Fujian and Gansu, and through the Jinhua River to the east to Wen and places. On the contrary, the Min and Gan boats to Lanxi must change large boats to go to Lin'an. Lanxi became a transshipment point for tribute from the southern provinces and a distribution center for goods in the Jinqu Basin, and gradually prospered. Therefore, the old zhi recorded: "Although Yi is small, but shidang sichong, far upstream from Hangzhou and Yanzhi, the key to the gate of Gongqu and Wu, the south cover Ou, The Kuo, the north Han Hui, She, the designated party, called the eastern zhejiang important district, Xun is not false." ”

After the formation of the Lanxi Economic Zone, it went through the Song, Yuan, Ming and Qing dynasties, and was the most prosperous in the Republic of China. There are those who have a history to record, and remember their synopsis.

In order to prepare for the needs of the court, the Song Dynasty set up a procurement service in Lanxi to raise the affairs of zhixian County. There are four sources under its jurisdiction:

(1) Kang Qianyuan, 95 miles from Lanxi, in Shouchang County (present-day Jiande County);

(2) Lizhaoyuan, 160 miles from Lanxi, in Wuyi County;

(3) Fucangyuan, 130 miles from Lanxi, in Jinhua County;

(4) The source, 370 miles away from Lanxi, in Chun'an County.

This is the prototype of an economic zone that transcends administrative regions. He also built a shipyard run by the government, with 1 commander and 175 pipe van troops, specializing in shipbuilding.

In the first year of yuan (1295), Shenglanxi County was a prefecture. Wang Kui's "Chronicle of rebuilding the rule of the state" Yun: At this time, "riding on the ride of the transmission, the loss of the water, often hooves and axes are connected." ”

During the Ming Dynasty, Lanxi set up a delivery station with 490 grooms and 57 boats in The Water Station. Yunyi nianzhi public funds of 2860 silver, 1.13 times more than the Jinhua Province's directly subordinate delivery office and Sungai Yi. It can be seen that at that time, there were many official brigades, busy transportation, and commercial development, which had surpassed Jinhua. The folk proverb "Great Lanxi County, Little Jinhua Province" that has been passed down to this day began at this time. Zhang Mao's "Pingdu Town To Be Du Ting" Yun: "When the land and water converge, the merchants gather, the department stores gather, and the salt is the most fierce, and the Guanjin is in Yan." The path of the four horses and the burdens of the horses are thousands of days. Salty is engaged in the breeding of goods. "Pingdu (now known as Nübu) is a market town on the west bank of the Lan river 10 miles north of the county, and its prosperity is so grand that Lanxi can be known.

The prosperity of Lanxi in the Qing Dynasty can be explained by taxation.

(1) According to the (Kangxi) "Chronicle of Jinhua Province", there are 8 items such as deed tax, tooth tax, pawn tax, tobacco and alcohol tax, miscellaneous tax, etc., and the 8 counties under the government levy a total of 2418 silver taels, and Lanxi accounts for 29.37% of the most. Other commercial taxes, Lanxi belongs to the Xiangxi Taxation Bureau, the annual levy of silver is 887 ingots and 4 consecutive, which still accounts for only 21.1% of the county's levy.

(2) According to the "Monument to the Constitution of the Second Yuan of the Governor's House" erected by the Kangxi Dynasty in the forty-fourth year (1705), there were 17 kicking mills, and more than 300 dyeing workshop craftsmen went on strike, which shows that the total number of craftsmen is quite large. As a result, the silver levied on craftsmen also accounted for 35.5% of the total number of eight counties in Jinhua Province.

(3) Tribute, jinhuafu eight counties levy a total of 19095 silver every year, Lanxi county levy 4287 two, accounting for 22.45%.

(4) Others, such as the township hall, have the Minshang Public Office (Tianhou Temple) built in the 48th year of Kangxi, the Jiangxi Business Office (Wanshou Palace) built in the 11th year of Qianlong (1746), and the Xin'an Pavilion (Huizhou Guild Hall) was also built before Jiaqing, which shows that Lanxi was rich in merchants and merchants at that time.

Due to the increasing development of the commodity economy, the economic zone centered on Lanxi is the most prosperous in the Republic of China. It is characterized by three characteristics:

(1) Lanxi is the water transport transportation center connecting the Jinqu Basin with Shanghai and Hangzhou. According to statistics in 2018, there are 11 commercial clipper companies running between Hangzhou and Lanxi, and there are more than 10 passenger ships running daily in Quzhou, Longyou and Jinhua. North-south travel freight, are transiting here, not counting the ships that come and go temporarily, there are thousands of civilian ships, of which the maximum load is more than 50 tons. Therefore, at this time, the boats on the river were weaving, and the boats moored along the river stretched for miles, densely packed, and there was no gap.

(2) Lanxi is the distribution center for goods in various counties in the Jinqu Basin. Agricultural and sideline products, mountain miscellaneous goods, and local specialties produced by various counties, including grain, timber, moso bamboo, tung oil, oak oil, lotus seeds, tea leaves, livestock products, dates, salt, sugar, silk cloth, and medicinal materials needed by each county, are mostly transported and sold by lanxi merchants. For example, Jinhua's famous ham, except for the part produced by Pujiang River, which is exported by bamboo rafts through Zhuji, all counties are transferred by Lanxi. According to a 20-year survey, there are more than 2,600 shops in Lanxi, of which 43 are rice stores that deal in grain, 15 are oil companies, 8 are medicine stores, 28 are silk cloth companies, and there are 3 companies without them. The commodity markets in Jinqu County are also the leaders of the horses of Lanxi.

(3) Lanxi is the economic and financial center that controls the economic development of the counties in the Jinqu Basin. At the end of the Qing Dynasty, there were a number of money houses, and during the Republic of China, there were successively banking banks of China, Bank of Communications, China Farmers Bank, Zhejiang Local Bank, and Industrial Bank of China. Zhejiang Local Bank Lanxi Branch has set up offices in Jinhua, Quxian, Jiande and other places, and branch offices in Tangxi, Shouchang, Kaihua and other counties. In 18 years, there were 11 rich villages. It is rare to gather so many financial institutions in the county seat. The scope of credit not only includes the Jinqu Basin, as far as Tunxi and Shexian in southern Anhui, but also needs the support of Lanxi's financial community.

Due to the long-term inconsistency between Lanxi's economic leadership position in the Jinqu Basin and the long-term inconsistency with administrative divisions, in the 3rd year of the Republic of China (1914), Zhejiang was divided into four provinces, with Jinqu Daoyin stationed in Lanxi, and Lanxi became the administrative capital of the old Jinhua, Quzhou, and Yanzhou provinces (in 5 years, because of the non-military location of Lanxi, it was moved to Quxian County). In the autumn of 22, it was also designated as an experimental county, and the Lanxi District Administrative Inspector's Office was set up, with jurisdiction over the eight counties of the old Jinhua Province and the Jiande, Tonglu and Fenshui of Yanzhou Province, a total of 11 counties.

Since the founding of the People's Republic of China, Lanxi has been quite effective in developing industry, and the total industrial output value in 1985 has reached 732.13 million yuan, ranking first in the industries of Jinhua and Quzhou, and the total retail sales of social goods have reached 220.04 million yuan. Therefore, the provincial people's government decided to build the city as an important industrial city in central and western Zhejiang. Coupled with the busy and tight railway transportation and the low freight rate of water transportation, there is great potential for the development of water transportation. According to this, under the new situation, Lanxi can still rely on the advantages of the three rivers to become a new water and land transportation hub and economic center in central and western Zhejiang.

If Yiwu is now the "boss" of Jinhua's counties and municipalities in the past 20 years, then Lanxi is the "boss" of Jinhua in the past five hundred years. Lanxi was established as a county in the fifth year of Tang Xianheng (674 AD). Because of the water, Lanxi has a prominent position in history. Known as the "confluence of three rivers, seven provinces through the Qu" and "Little Shanghai", Lanxi was designated as a first-class county in the first year of the Republic of China (1912). In the third year of the Republic of China (1914), Jinhua Province was abolished and Jinhua Province was established, with jurisdiction over 19 counties in Jin, Qu and Yan Provinces, Dao Yin was stationed in Lanxi, and in the fifth year of the Republic of China (1916), it was moved to Qu County. In September of the 22nd year of the Republic of China (1933), Lanxi Experimental County was established. In August of the following year, the Lanxi District Administrative Inspector's Office was established, which had jurisdiction over 8 counties in Jinhua Province and 11 counties in Jiande, Tonglu and Fenshui. In the 26th year of the Republic of China (1937), the experimental county was reverted to an ordinary county.

During the planned economy period, Lanxi concentrated 70% of Jinhua's industry, contributed more than 50% of Jinhua's financial revenue, and the electricity consumption of a Single Lanjiang Smelter alone was equivalent to the sum of the entire Yongkang, and the leaders at all levels conducted research and reform meetings and study meetings for many years. Lanjiang Bridge became the first modern highway bridge in the upper reaches of the Qiantang River, Lanjiang Building was the first three-star foreign-related hotel in Jinhua, the first systematic planning of county-level cities in the province, the construction of new districts, Phoenix stock became China's first off-site listed stock, is one of the "old eight shares" in Shanghai Beach that year.

According to the annual report of that year, at the end of 1985, Lanxi had a land area of 1214 square kilometers and a population of 606,800 people, of which 70,500 were non-agricultural. According to the current year's price, the total agricultural output value of the year is 316.67 million yuan, and the total industrial output value is 727.53 million yuan, ranking the top three in the province.

In 1987, Lanxi's fiscal revenue exceeded 100 million yuan, and it took the lead in becoming a 100 million yuan county in Zhejiang Province. In 1994, Lanxi was rated as one of the top 100 counties in China, ranking 57th, and was the only county in Jinhua to enter the top 100 counties.
