Background of the case
In recent years, the flower seedling industry in Zhangzhou City, Fujian Province has seized the opportunity and actively promoted the high-quality development of the flower seedling industry. The counties (districts) under its jurisdiction have been awarded the "hometown of Chinese orchids", "the hometown of Chinese daffodils", "the hometown of Chinese banyan bonsai" and "the hometown of Chinese flowers and trees", Zhangzhou Baihua Village Flower Market and Minnan Flower Wholesale Market have also been rated as "National Flower Designated Market" and "National Key Flower Market", "Zhangzhou Daffodil" and "Nanjing Orchid" trademarks have been declared as well-known trademarks in China, becoming the second and third well-known trademarks of flowers in the country. In 2022, the planting area of flower seedlings in the city will be 349,900 mu, and the output value of the whole industrial chain will be 38.415 billion yuan, ranking first in the province.
Main practices
1. Strengthen planning guidance and strengthen policy support. The first is to pay attention to scientific planning and layout. As early as 2013, Zhangzhou City formulated and implemented the "Zhangzhou Flower Industry Plan" (2013-2020), adhered to a grand picture to the end, guided by planning, and focused on guiding the development and expansion of the flower industry in various counties and districts. The planting area of Guolan in Nanjing County is more than 6,000 mu, with annual sales of more than 2 billion yuan, with Zhangzhou High-tech Zone and Zhangpu County as the main area for the development of triangular plum and high-end landscape seedlings, with a planting area of more than 30,000 mu, more than 400 varieties of flowers and colors, and an output value of more than 2 billion yuan in the whole industrial chain, which is the largest production and marketing center of triangular plum in China, with a domestic market share of 50-60% and a market share of more than 80% in the province;

In July 2020, the Zhangzhou Municipal People's Government and Fujian Agriculture and Forestry University signed a strategic cooperation framework agreement on the development of Zhangzhou flowers, integrating the resources of both sides, promoting the construction of the Flower Industry Research Institute, building the Fujian Flower Industry Innovation Alliance and the comprehensive demonstration base of the flower industry. The "Fujian Provincial Ornamental Plant Germplasm Resources Innovation and Application Engineering Technology Research Center" was established, and the provincial flower germplasm resource bank of Triangle plum and Phalaenopsis was established. Strengthen the construction of germplasm resource bank, guide enterprises to do a good job in the research and development of new varieties of flower seedlings, and complete 16 new varieties to obtain national certification. 3. Build a marketing network and broaden the sales market. The first is to build a large flower market.
