The property and the proceeds of Hu Wenming's bribery that have been frozen in the case shall be recovered and handed over to the state treasury; and the money seized in the case for abuse of power and involved in the case shall be returned to the relevant units that have suffered losses.

Corruption has been going on for nearly 20 years

The report disclosed the details of Hu Wenming's corruption, which lasted for nearly 20 years: from 2001 to 2020, the defendant Hu Wenming used his position as secretary of the Party Committee, chairman and general manager of Suzhou Changfeng Co., Ltd. of Aviation Industry Corporation of China, director of the Airborne Equipment Department of Aviation Industry Corporation of China, member of the Party Group and deputy general manager of Aviation Industry Corporation of China, member of the Party Group and deputy general manager of Aviation Industry Corporation of China, secretary of the party group and deputy general manager of China State Shipbuilding Corporation The chairman of the board of directors, secretary of the party group and chairman of the board of directors of China Shipbuilding Industry Corporation and other positions of convenience or the formation of authority and status, provided assistance to relevant units and individuals in matters such as project contracting, business cooperation, asset acquisition, cadre promotion, and accumulation and storage, and illegally accepted property totaling more than 59.86 million yuan, of which more than 9.95 million yuan was not actually obtained.

The Shanghai No. 1 Intermediate People's Court held that the defendant Hu Wenming's conduct constituted the crime of accepting bribes and the crime of abuse of power by personnel of a state-owned company. The amount of bribes accepted by Hu Wenming is particularly huge, and the amount of money he has accepted for personal gain, and his abuse of power, which has caused particularly heavy losses to the interests of the state, should be punished according to law and punished concurrently. Hu Wenming was investigated on May 12, 2020, when he retired less than a year ago.

According to the resume, Hu Wenming was born in 1957 and worked from 1982 to his retirement in August 2019, during which he successively held leadership positions in four companies, including AVIC, China North Industries, China Shipbuilding Group, and China Shipbuilding Heavy Industry. He is also a member of the 18th Central Commission for Discipline Inspection of the Communist Party of China.

On the first day of work after New Year's Day in 2021, the Central Commission for Discipline Inspection "officially announced" the results of Hu Wenming's treatment. Hu Wenming, former secretary of the party group and chairman of China Shipbuilding Industry Corporation, was expelled from the party for serious violations of discipline and law.

According to the circular, Hu Wenming has lost his faith, deviated from his original intention, lacked party spirit, failed to implement the major decisions and arrangements of the party Central Committee, distorted his outlook on political achievements, and seriously deviated from the main responsibility and main business of enterprise management; vigorously engaged in superstitious activities and resisted organizational censorship; violated the spirit of the eight central regulations by playing golf in violation of regulations, entering and leaving private clubs, accepting banquets that might affect the fair performance of official duties, accepting gifts and money, and arranging for subordinate units to pay expenses that should be paid by him; failing to report relevant personal matters in accordance with regulations, and seeking benefits for others in the recruitment and promotion of cadres.

He also connived and acquiesced in allowing his family members to seek remuneration in the name of private enterprises, to use the influence of his position to seek benefits, to purchase houses and occupy public vehicles in violation of regulations, and to engage in transactions of power and money; he arranged for subordinate enterprises to invest in stocks in violation of regulations, causing the risk of heavy losses of state-owned assets; he used public power for private purposes, took advantage of his position to seek benefits for others in the contracting of projects, business cooperation, and the acquisition of assets, and illegally accepted huge sums of money; he engaged in favoritism and irregularities and abused his power, causing heavy losses to the assets of state-owned companies.

The New Yellow River inquiry found that on August 3, 2019, the website of the Central Commission for Discipline Inspection and the State Supervision Commission published a report "The 15th Central Inspection Group Feedback the Inspection to the Party Group of China Shipbuilding Industry Corporation". According to the report, according to the unified deployment of the Party Central Committee, from March to June 2019, the 15th Central Inspection Group conducted a routine inspection of the Party Group of China Shipbuilding Industry Co., Ltd. Su Bo, head of the 15th Central Inspection Group, pointed out in his feedback that some problems were also found during the inspection. It is mentioned that the main responsibility of the party group of China Shipbuilding Industry is not strong enough, the spiritual problems of violating the eight regulations of the central government are not stopped, and violations of discipline and law and corruption still occur. At the same time, the inspection group has also received clues about the problems of some leading cadres, which have been transferred to the Central Commission for Discipline Inspection, the State Supervision Commission, the Organization Department of the CPC Central Committee, and other relevant departments for handling in accordance with relevant regulations. ”

At that time, Hu Wenming, then secretary of the party group and chairman of China Shipbuilding Industry Co., Ltd., said at the feedback meeting that he would closely study and formulate a rectification plan around the various problems pointed out by the central inspection team, and closely combine the establishment of knowledge, implementation and comprehensive rectification to create a good political ecology and development environment.

On the afternoon of the 30th of the same month, China Shipbuilding Industry Corporation held a leadership meeting. Entrusted by the leaders of the Organization Department of the CPC Central Committee, the responsible comrades of the relevant cadres bureau of the Organization Department of the CPC Central Committee announced the decision of the CPC Central Committee on the reshuffling of the principal leadership of the China Shipbuilding Industry Corporation: Comrade Hu Wenming was dismissed from his post as chairman of the board of directors and secretary of the leading party group of the China Shipbuilding Industry Corporation and retired. The appointment and removal of relevant positions shall be handled in accordance with the relevant laws and regulations.

In January 2021, Hu Wenming was arrested by a decision. On the 26th of the following month, Hu Wenming was prosecuted, and the procuratorate charged that Hu Wenming abused his power during his tenure as secretary of the party group and chairman of the board of directors of the China State Shipbuilding Industry Corporation, causing huge losses to state-owned assets and causing particularly heavy losses to national interests, and that he should be investigated for criminal responsibility for the crime of accepting bribes and the crime of abuse of power by personnel of state-owned companies in accordance with the law.
