Focusing on the key tasks deployed by the Municipal Party Committee's "Several Measures to Further Reduce the Burden on Resident Village Organizations", combined with the requirements of the city's "Six Great Battles", our district will include "digital empowerment at the grassroots level to reduce the burden of digital transformation" in the ten key areas of digital transformation this year, and propose to increase empowerment, so that cadres in residential villages have the energy, ability and resources to carry out the work of serving and rallying the masses.

With the help of this survey, I led the team to actively explore how to promote digitalization in grassroots work, so that the results of transformation can benefit more grassroots cadres.

On-site visits, sorting out problems, learning from Xi excellent cases

In order to sort out the practical problems encountered in the daily work of the villages, we went to Jiangchuan, Xinhong and other towns to carry out research, and understand the demands of the cadres of the villages through special discussions. After 9 multi-department joint special surveys, we analyzed the feedback questions one by one, and sorted out 40 questions in 4 categories, including organizational process management, business system optimization, repeated information filling, and new business needs.

At the same time, in order to better promote the construction of digital Minhang, we also went to Zhejiang, Fujian, Guangdong and other places to "learn from the experience" of local digital achievements.

Among them, the Zhejiang Provincial Administration for Market Regulation is guided by business and relies on an integrated platform to coordinate transformation and upgrading, Fuzhou is guided by the spirit of the "3820" strategic project to carry out digital development based on standards and specifications, and Futian District of Shenzhen has established a whole-process closed-loop management and cross-departmental coordination and linkage mechanism to promote the construction of effective scenarios from point to area.

These have brought new thinking angles to us to carry out the work of digital empowerment at the grassroots level: it seems to be a point, but it actually reflects the problems on the whole surface, and we must firmly "dissect the little sparrow and find a big way", analyze it in depth from a small perspective, effectively summarize the work principles and work paths, and finally achieve the purpose of solving practical problems in the overall situation.

Clarify the principles, make overall plans, and implement the goal of reducing the burden

Focusing on the problems of many data sources, inconsistent standards, difficult maintenance and update, many operating systems, miscellaneous entrances, and repeated filling of reports and ledgers, we have clarified the working principles of "unified portal, unified login, and unified data", and proposed to make full use of digital tools to achieve 100% automatic filling of the system's own fields, 100% automatic generation of basic data statistics, and 100% online process work automatic recording and other goals, and finally formed a plan for the construction of an integrated information platform for districts and villages based on the integration of existing resources.

At present, the platform has six functional modules: basic data management, collaborative matters, work records, tag management, platform links and characteristic applications, completes the shutdown of 9 systems, integrates the business system from the state to the four-level government involving the work of the villages, realizes one-door login access, provides functions such as full-process management of custom tasks, RPA data automatic handling and data business label definition, and integrates the governance of nearly 3 million people and 1.5 million housing data, forming a community governance theme database. Housing data is a special topic, and as a district-level functional module, it is the first to enter the new version of the community cloud at the municipal level to fully support the actual use needs of grassroots governance.

Improve the specification, promote the use, and continue to iterate and optimize

After the completion of the platform, we have organized nearly 20 trainings with more than 1,800 people to participate, strengthened the digital literacy of grassroots units, promoted data filling in one place, and platform management, which has been promoted and used in all neighborhood and village committees in the district, and a total of 3,254 village cadre accounts have been opened, basically achieving full coverage.

In order to improve the normalization mechanism of burden reduction in villages and implement the digital transformation of grassroots governance, we focus on normative standards and access mechanisms, and compile four specifications in data management, UI design, unified certification, message docking, etc., and work with the District Burden Reduction Office to formulate the "dual access" mechanism for matters and platform applications, clarify the process specifications of each link of "access-empowerment-iteration", and systematically do a good job in improving the comprehensive guarantee and long-term implementation of the normalization mechanism of burden reduction in villages.

Practice transformation, focus on the core, and promote transformation and reengineering

Although the work of digital empowerment at the grassroots level is only an exploration at one point, the principles, paths and practical results we have summarized in the process of promotion will provide a powerful attempt to reshape the method and logic of the overall digital transformation. Focusing on the two keywords of "empowerment" and "burden reduction", we dig deep into the root cause and carefully explain their inner meaning:

Empowerment, focusing on the word "Fu", "Fu" comes from "need", only to truly meet the needs, in order to achieve "love to use" and "effective", to meet the needs is not metaphysical, but real, technology is to meet rather than replace, the new era of "Fengqiao experience" also lies in the offline, "digital reality integration" is the king.

Reducing the burden, the emphasis is on the word "reduce", "reduce" comes from "more", in addition to "more" lies in the root cause, the ancient Yu Yu water, the Qing Dynasty Jin Fu to govern the river, the water to govern the river, the aim is to cure the root cause, only for a long time. Burden reduction lies in persistence, in the system, in the whole, to help reduce the burden, only the system, mechanism, standards and technology work together to achieve long-term.

In the next step, we will continue to adhere to the multi-faceted joint promotion, help the cadres of the village to realize the transformation from "looking for the people" to "serving the people", promote the content reengineering of grassroots governance, the process of task deployment and the reengineering of data empowerment, effectively reduce the work burden of grassroots cadres, improve the efficiency of community governance, and contribute to the construction of digital Minhang.
