In order to fully implement the "Outline for the Construction of a Quality Power", strengthen the supervision of compulsory product certification during and after the event, urge the product testing laboratories engaged in the self-declaration evaluation method of compulsory product certification (hereinafter referred to as the laboratory) to establish and implement the working mechanism of overall responsibility for the results of compulsory product certification and testing, strengthen the main responsibility of the laboratory to implement the testing quality, and ensure the validity of the results of the self-declaration of compulsory product certification, the laboratory is hereby self-declared in accordance with the "Implementation Rules for Compulsory Product Certification" (CNCA-00C-008) to carry out product testing activities related requirements announcement as follows:

1. Strictly abide by the law and continue to improve capabilities

The laboratory shall carry out testing activities in strict accordance with the relevant requirements of the self-declaration of compulsory product certification (hereinafter referred to as the self-declaration), conscientiously perform the statutory duties and obligations, standardize the operation, and maintain the market order. Adhere to fair competition, honesty and trustworthiness, improve services, consciously maintain the reputation of the industry, resolutely resist malicious competition, commercial bribery, false and false testing and other violations, and maintain the credibility of the compulsory product certification system. Strengthen education on integrity and self-discipline, and urge employees to consciously abide by professional ethics and industry conduct.

The laboratory shall continue to maintain the testing capabilities and resources such as equipment, facilities, environment and personnel that meet the testing requirements of compulsory product certification, and obtain the necessary qualifications in the corresponding fields. Laboratories applying self-declaration procedure A shall meet the requirements for self-selected laboratories in the "Implementation Rules for Compulsory Product Certification Self-declaration" (CNCA-00C-008), and laboratories applying self-declaration procedure B shall be designated laboratories for compulsory product certification.

2. Implement the main responsibility and clarify the job responsibilities

Laboratories should bear the main responsibility for self-declaration of test results, and should establish and implement an operating mechanism for overall responsibility for test results. The main person in charge of the laboratory should attach great importance to the establishment and implementation of the main responsibility, formulate a management system to ensure the implementation of the main responsibility, clarify the relevant leading departments and staff, and provide necessary resource guarantees. Strengthen the communication and cooperation between the departments within the laboratory and the improvement of information interfaces, strengthen the establishment of the sense of responsibility of all employees, and ensure the effective implementation of the main responsibility.

The laboratory should clarify the person in charge of quality, the person in charge of technology and the person in charge of each link in the testing process related to the testing of self-declared products, and the responsible personnel for accepting the commission and contract review, formulating the testing plan, implementing the testing, preparing the test report, reviewing the test report, issuing the test report, uploading the test report and other links are the responsible subjects for the corresponding activities. For the self-declaration testing business, the laboratory should set up at least the following positions and designate a special person to be responsible:

1. Accept entrustment and contract review posts. It is necessary to grasp the definition requirements of the compulsory product certification catalog, the implementation rules of self-declaration and the implementation rules of the corresponding products. Responsible for defining whether the product is within the scope of the compulsory product certification catalogue according to the requirements of the implementation rules, accepting the commission and signing the contract (the manufacturer's own laboratory can be a power of attorney, internal work order, etc.).

2. Self-declaration testing plan formulation post. The principle of unit division, product testing standards and testing plan formulation of corresponding products should be mastered. Responsible for dividing units according to the corresponding product implementation rules and standard requirements, determining the main inspection model and differential model, and formulating a self-declaration testing plan.

3. Self-declaration test report review and issuance post. It is necessary to grasp the requirements for the definition of the compulsory product certification catalog, the implementation rules of self-declaration and related product implementation rules, the principle of unit division of the corresponding product, the product testing standards, the principles of testing program formulation, the requirements for the traceability of testing processes and results, and the relevant requirements for type test reports. Responsible for reviewing the original test records and test reports according to the requirements of the self-declaration to ensure that the type test reports issued are complete and effective.

4. Upload the self-declaration test report. It is necessary to master the operational requirements for filling in and uploading reports of the self-declaration compliance information reporting system. Responsible for uploading the test report to the self-declaration compliance information reporting system in accordance with the requirements of the entrustment contract and the "Self-Declaration of the Implementation Rules for Compulsory Product Certification" (CNCA-00C-008) after the test report is issued.

3. Improve the traceability system and strengthen internal management

The laboratory shall establish a traceability system for the self-declaration testing process and test results in accordance with the requirements of the Notice on Printing and Distributing the Minutes of the Working Meeting of the Technical Expert Group (Certification Technical Group) for Compulsory Product Certification (Certification Letter [2007] No. 143), and retain the certification documents covering the whole testing process to ensure that the test results can be traced back to the original state.

The laboratory shall formulate a working document that includes the technical requirements and implementation requirements of the self-declaration related to the acceptance of testing commissions, the formulation of testing plans, the implementation of testing, the review and issuance of test reports, and the upload of test reports.

The laboratory should strengthen internal management, take necessary work quality evaluation and process quality monitoring measures, and ensure the effective implementation of the testing process and the unification of the implementation scale of each link.

Encourage laboratories to establish an information system that meets the requirements of the testing process and the traceability of test results, give full play to the advantages of the information system, effectively record and monitor the testing process, and provide support for the traceability of testing quality.

Fourth, strengthen risk control and consolidate safety responsibilities

Laboratories should pay attention to and collect all kinds of quality risk information related to self-declaration testing, such as testing quality problems found by market supervision departments and industry authorities in supervision, relevant product quality and safety notices, product spot check results, risk early warning information, as well as feedback information from consumers and manufacturers, etc., fully identify the key links that affect the test results, strengthen quality risk control, and consolidate the quality and safety responsibilities of compulsory product certification.

Focus on whether the type test process is objective and fair, whether it meets the requirements of compulsory product certification, whether the content of the test report is complete and effective, whether the original records and test reports meet the traceability requirements, and whether the testing capabilities are improved in a timely manner when the self-declaration requirements are changed or the standard is changed, including equipment updates, Personnel training, etc., whether a special person is designated to be responsible for self-declaration related work, whether employees abide by professional ethics and industry ethics, whether risk management work is carried out, and whether various risk points related to self-declaration are actively identified and countermeasures are formulated.

5. Do a good job of information disclosure and provide technical services

Third-party laboratories should disclose to the public information such as the charging standard, testing time limit, and entrusted testing process for self-declaration testing. Establish channels for filing complaints, consciously accept social supervision, safeguard the legitimate rights and interests of relevant parties in self-declaration, and establish a good social image. Actively study the technological development trend of the industry, optimize the internal management process, improve the efficiency of testing, and provide convenient and efficient testing services for enterprises on the premise of ensuring the quality and effectiveness of testing, improve technical service capabilities, and promote the quality improvement of the industry.

6. Adhere to the bottom line of safety and seriously pursue responsibility

The laboratory shall, in accordance with the requirements of this announcement, strictly control the quality of testing to ensure the effectiveness and credibility of compulsory product certification testing. The laboratory and its personnel are responsible for the test reports issued by them, and bear civil, administrative and criminal legal liabilities in accordance with the law.

The market supervision department will strengthen the supervision of relevant laboratories and conduct random inspections on self-declaration testing activities from time to time. For Class A laboratories with self-declaration procedures that do not meet the requirements of technical ability and testing management, they shall be ordered to rectify within a time limit and stop uploading test reports to the self-declaration compliance information reporting system; Where false or false test reports are issued, they are to be severely dealt with in accordance with laws and regulations.

Requirements for the testing process of compulsory product certification self-declaration evaluation method

1. Self-declaration entrustment and contract review

The laboratory shall sign a commissioned testing contract with the self-declared entrusting party (the manufacturer's or manufacturer's own laboratory can be a power of attorney, internal work order, etc.), and specify the following matters in the contract:

1. Define whether the products entrusted for testing are within the scope of the compulsory product certification catalog. When some models entrusted for testing are not in the compulsory product certification catalog, they should be marked and distinguished.

2. The client promises that the samples submitted for testing are consistent with the actual production products in terms of materials, structure, parameters, etc., and the samples are not obtained for testing by borrowing, renting, purchasing samples, etc.

3. Details of testing fees (applicable to third-party laboratories).

The laboratory should evaluate whether its own capabilities and resources meet the testing requirements through the contract review, and whether the laboratory can conduct type tests based on the self-declaration implementation rules, relevant product implementation rules and certification standards.

2. Self-declared type test plan

The laboratory shall develop a self-declaration type test plan and notify the client. The plan should clarify the requirements and quantities of all samples, testing standards and test items, main samples and covered models and other information used for type testing, so as to ensure that the type test plan meets the requirements of the corresponding product implementation rules.

3. Review and issuance of type test report

Before issuing a formal type test report, the laboratory should review the content of the type test report and ensure that:

1. The definition of the compulsory product certification catalogue is accurate, and some models in the report are not in the compulsory product certification catalogue, which should be marked and distinguished.

2. The selection of the main inspection and coverage model is appropriate.

3. The test items are complete and accurate, and the type test report is complete and effective.

4. The test report and the original record information are consistent and meet the traceability requirements.

Fourth, the type test results are submitted

After the self-declaration type test report is issued, the laboratory shall submit the effective type test report and related information in the self-declaration compliance information reporting system (http://sdoc.cnca.cn) in a timely manner, and ensure the consistency of the submitted information and the type test report.

The laboratory should implement effective management of the submission of type test results, and can effectively monitor the quality of work in the submission process by means of regular spot checks and cross-audits to ensure the validity of the reported results.

5. Testing requirements for self-declaration changes

When the self-declaration is changed, if the type test report is changed, the laboratory should verify the tested samples with the prototype test report and the original self-declaration results to ensure that the sample model meets the original unit division principle and is changed on the basis of the product that has obtained the self-declaration.

When making changes, product differences should be described in detail, and tests should be carried out to supplement the differences according to product differences, and product differences should be confirmed by the enterprise.
